MINUTES OF THE RrULAR MEETING OF THE YORKVILLE PLAN COMMISSION DEC. 1976
Chairman Robert Coleman called the regular meeting of the Yorkville
Plan Commission to order. Those in attendance were: Dr. Coleman, Mr.
Mahoney, Mfr. Feltz, Mr. Dollman, :fir. Woodworth, and Mr. Hanback. Also
present were city council member Mr. Erickson, school superintendent
James ,Garnett, school board member Leo Anderson, city planner James
Clarage and his associate.
Mr. Feltz made a motion to approve the minutes of the November
meeting and it was seconded by Mr. Dollman. All present voting aye.
Motion carried.
76.21-Pre Application Conference-seor;rre Kleinprinz. Mr. Kleinprinz
presented his plans for a subdivision on Van Emmon St. This property is
350' from the city limits with plans for 18 lots , approx. 1 A. each, with
own well on each lot and a Cav=estate system. Each home would be over
2300 so . ft. and in the $100,000 price range. He stated that there were
no soil problems and that is was not feasible price wise to have city
water and sewer and does not wish to annex to the city. It would have
curbs and cutters with streets 25' wide, no ditches or sidewalks . There
would be no problem with cash or land donation to the school district.
Mr. ^arnett stated that they are probably less than 1 1/2 miles
from schools and that students must walk to school alonsr Van Emmon Rd.
Mr. Clararre stated that' the cul de sac would be approximately
1800 ft. in length and that the present subdivision ordinance maximum
is 1200 ft. There is also a auestion of on site retention. Also
maximum allowable slope on a cul de sac is 6% and these appear greater.
On the coTprehensive plan this area is designated as open space and
that the 1 A. proposalswas not consistent with the plan for that area,
but that the plan could be amended .
It was suggested that a pre application plan be submitted with
all necessary information. The commission agreed that it was a good
use for the land, but felt that there were problems with soils and
water system, length of the cul de sac, and street access . Mr. Klein-
prinz will present his plans to the city council .

School Board Representati.Tes to Discuss Land and/or Cash Contribution
Ordinance. Mr. Clarage passed out statistics on pupil breakdown
concernin7 the amount of students a subdivision could add to the
school system. A discussion was Yield concerning a possible ordinance
for subdivisions to help pay for school , parks, sanitary district,. and
fire departments costs.

Mr. Garnett passed out information on formulas for cash
contributions from West Chicago and Carol Stream . I t was suq,.7es ted
that the school board should recommend amount of cash contribution,
size and site of schools, etc .
'4r. Mahoney made a motion that the ordinance as written be re-submitted
to the city council ; that the city council appoint a committee to review
the ordinance, and mal.re provisions for an impact committee to study
the various formulas that are available. Mr. Feltz seconded the
motion. All members voting ave. Motion Carried.
A motion was made by Mr. Hanback to renew the contract for
Clarage and Assoc. for 1?77. It was seconded by Mr. Woodworth. All
members voting ave. *lotion carried.
Mr. Feltz moved to adjourn the meeting and was seconded by Dr.
