Olsen �o�.tes�'amg Q �pd�ica�bt��xs Fred Dollman Harold Feltz Richard Groner Dale Woodworth I MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION, 26 AUGUST, 1975 Chairman Robert Coleman called the meeting to order. Those in attendance were Dr. Coleman, Mr. Olsen, Mr. Langland, Mr. Feltz, Mr. Groner, Mr. Woodworth, Mr. Mahoney, Mr. Kentont Aldermen Beach and Ericksen, Mr. Elden Madden, Mr. Clarage and Mr. Bartell. The minutes of the June 1975 meeting were approved. 75.20 Yorkville Subdivision Control Ordinance_ Mr. Clarage presented the Yorkville Subdivision Ordinance to all members of the commission. He stated that the numbering system would work well for looseleaf type books. The members studied the ordinance and discussion centered around several points. See Subdivision Control Ordinance. Item 6.02.01 — Number 2 — Preliminary Plan Mr. Clarage stated it was not necessary to have a planner. The engineer could act as both engineer and planner. Item 8.07.01 — Street Lighting Mr. Olsen asked if this should be more detailed. Mr. Clarage stated all details had to be put down on the improvement drawings. Item 9.01 — Building Permits It was asked whether there should be a time limit set for issued building permits. Mr. Clarage stated this came under the B.00.A. Code. The members then discussed possible loopholes in the ordinance. It was felt that the ordinance should be passed in order to have definite guidelines to follow. If there were imperfections, amendments would be made to cover. If any further discrepancies were noted by the City Council, the matter could be referred back to the plan commission for a statement of opinion. Mr. Langland then moved that the Yorkville Plan Commission pass the Yorkville Subdivision Ordinance prepared by James Clarage & Associates dated August, 19759 and that it be referred to the City Council for further action. This was seconded by Mr. Mahoney. A roll call vote was taken as follows: Dr. Coleman — yes. Mr. Mahoney — yes. Mr. Langland — yes, Mr. Feltz — yes. Mr. Kenton — yes. Mr. Groner — yes. Mr. Woodworth — yes. Mbtion carried. j i _ 2 _ August, 197> f,iae.:,ng Mr. Clarage also presented a Fence Ordinance which is to be included in the Zoning Ordinance book. It was stated that Item 20 (See Fence Ordinance) should have the letter R inserted in the proper column. Mr. Mahoney moved that the Fence Ordinance be approved with the exception noted above and be referred to the City Council for further action. The motion was seconded by Mr. Kenton. A roll call vote was taken as follows: Dr. Coleman — yes. Mr. Mahoney — yes. Mr. Langland — yes. Mr. Feltz — yes. Mr. Kenton — yes. Mr. Groner — yes. Mr. Woodworth — yes. Motion carried unanimously. 75.21 Route # 34 Corridor Study ' Mr. Harold Feltz passed out minutes of the 16 July, 1975 Route 34 Corridor meeting. He stated that committee members had discussed at length the effect of an Orchard Road extension into Kendall County. Two plans had been proposed for the extension. Plan A would have Orchard Road cross Rte 34 east of the dragstrip, continue south to cross the Fox River and connect with Rte 71 near Minkler Road. Under Plan Bp Orchard Road would meet Rte 34 between Lynwood Subdivision and the dragstripp and continue along Rte 34 to Rte 47. Mr. Feltz stated that the Corridor Commission had unanimously endorsed Plan A. Each study member had been asked to seek a recommendation from their respective group regarding Plans A. or B. Mr. Feltz also stated that the county would back plans submittedlby the respective communities and the Rte 34 Corridor Commission. Mr. Groner then moved that the Yorkville Plan Commission accept Plan A and that Mr. Feltz relay this decision to the corridor commission. Seconded by Mr. Kenton. All present voting aye. Motion carried. Mr. Langland moved to adjourn the meeting and was seconded by Mr. Woodworth. All present voting aye. Motion carried. Meeting adjourned.
