MINUTES OE THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION 16 DECEMBER 1975
Public Hearing - Application for Special Use
Dr. Coleman read the Application for Special Use Permit for a
pre—school at the United Methodist Church of Yorkville. He then asked if
there was anyone present who objected to this proposal. There were no
objectors present. Dr. Coleman also stated that he had not received any
telephone calls objecting to the proposal. Mr. Thomas Lindblomt who with
his wife Sandyq wish to establish the schools stated they must get permission
from the city council before they can submit their request to the Department
of Children and Family Services. Mr. Feltz stated that he was greatly in
favor of this proposal. He felt the community should better utilize already
existing facilities such as churches for programs such as this. Mr. Mahoney
then moved to accept the proposal for a special use permit for a pre—school
for the United Methodist Church and was seconded by Mr. Feltz. All present
voted aye.
Chairman Robert Coleman called the regular meeting of the. Yorkville Plan
Commission to order. Those' in attendance were Dr. Colemang Robert Mahoneyr
Harold Feltzq Danny Hanbackv James Kentono Dale Woodworthq Mary Kay Price?
Larry Beacht Bert Ericksent James Clarage and Elden Madden.
Dr. Coleman welcomed new members Mary Kay Price and Danny Hanback to
the Plan Commission. Mr. Woodworth moved to approve the minutes of the
Novembers 1975 meeting and was seconded by Mr. Hanback. All present voting
aye. Motion carried.
75.2 Proposal for re-zoning Methodist Church
Mr. Mahoney moved to accept the special use permit for a pre-school
for the United Methodist Church and recommend that it be referred to the
city council for further action. Mr. Feltz seconded the motion. A11
present voting aye. Motion carried.
75.25 Elden Madden - Review of Sign Ordinance - Painted Signs on Buildings
Mr. Elden Madden stated there was no reference to painted signs in the
zoning ordinance and he questioned what is or is not permitted for painted
signs. He stated that Paragraph 5 in Section 10.02-Permitted Sighs - Business
Districts, refers only to pasted signs. (See zoning ordinance) Dr. Coleman
referred to an original draft of the zoning ordinance which did include
the word painted. Mr. Mahoney stated that it was probably an oversite —
a clerical or typographical error — and that the intention was to include
it in the final draft. The following objections were raised to painted
signs — 1. they deteriorate easily 2. they could be painted by an
incompetent painter 3. if repainting is necessary, the entire wall must
be painted.
Mr. Kenton moved to recommend that the city council amend Paragraph 5
as specified in the original draft to read as follows: No sign shall be
painted or pasted directly on the surface of any wall, etc. Seconded by
Mr. Mahoney. All present voting aye. Motion carried.
Mr. Madden also stated that portable signs could present a problem.
He said that he and the planning consultants would confer regarding the
entire section in the zoning ordinance which referred to permitted signs.
Route # 34 Corridor Commission Report — Harold Feltz
Mr. Feltz stated the corridor group had their last official meeting
on November 26th. He stated they now wanted each municipality to review
the ordinance and then pass their own ordinance with their own interpretations.
Mr. Feltz said the commission was setting forth a long term objective or
plan with provisions for letting temporary access occur. Mr. Beach stated
that if an individual wanted to put in a temporary cut ins a temporary
permit could be obtained until such time as other business and development
took place. Mr. Clarage stated that each business along the road would
benefit in the long run from this document.
Mr. Mahoney moved to recommend that the city council pass the ordinance
provided for controlled access along U.S. Route 34 in Kendall County. Seconded
by Mr. Kenton. All present voting ayye. Motion carried.
Mr. Woodworth moved to adjourn the meeting and was seconded by
Mr. Feltz. All present voting aye. Meeting adjourned.
