Olsen A Lawrence Langland Elden Madden Fred Dollman Harold Feltz Dennis Fauth MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION JANUARY 22, 1974 Mr. Anderson called the meeting to order. Those in attendance were Mr. Anderson, Mr. Madden, Mr. Olsen, Mr. Dollman, Mr. Clarage and his assistant, Mr. Bortell. Mr. Dollman made a motion to approve the minutes of the November meeting as mailed, seconded by Mr. Olsen. All voting aye. 74.01 Preliminary Review of the Fitch-Hanson Farm Representatives of the First Kendall Company, owners of the former Fitch and Hanson farms presented some plans for a development on the property. Alex Jacobs of the First Kendall Company; Attorney Cal Thelin; Dale Siske, planner; and Brian Mays, a civil engineer were present. Mr. Siske presented the plans for the property, which is in the southern portion of the triangle formed by Rt. 47, Rt. 71 and Rt. 126. Mr. Siske outlined plans for what would be called the Wildwood Planned Unit Development. They included 399 single family homes; 225 multi-family units (36 one bedroom, 126 two bedroom, and 63 three bedroom) ; and three convenience commercial sites. The develop- ment would cover a total of approximately 221 acres, including the green areas. The single family homesites included 370 lots of ap- proximately 9,600 sq, ft. each, and 29 lots of approximately 12,000 sq* ft. each. 1dLr. Siske also said the property would have a total assessed valuation of $17,590,000 with $30,000 homes on the smaller lots and $50,000 homes on the larger lots. He said the development could eventually have a population of 2,200 and that the project was tentatively scheduled over a five year period. In discussing the property, Mr. Clarage pointed out that the $17,590,000 figure represented the market value and not assessed valuation.Mr. Anderson read a portion of the minutes of a Yorkville- Bristol Sanitary District meeting stating that the District had no more hookups available at this time. Other board members questioned the effect of the development on the Yorkville School District (with an additional 553 grade school students and 150 high school students) and the advisability of building the suggested $30,000 homes. Mr. Siske said the plans were tentative and were being presented so that the commission and Mr. Clarage could study them before any action was taken. The plans were turned over to Mr. Clarage for study. A 74.02 Edward Salisbury, petition to rezone Mr. Salisbury and his attorney, Bill Murphy, presented a petition to rezone :tots 1, 4 and 5 in Block 11 of the original Village of Yorkville, presently zoned part residential and part business, and Lot 7 in Block 5 of Mason's first addition to the Village of Yorkville, to be rezoned Business District Use. This would extend the business zoning west to the lot lines. This petition did not include other property which Mr. Salisbury had petitioned to rezone in March, 1973• Mr. Salisbury plans to construct a new building for his grocery business on this property. The new building would be about twice the size of his present store, and would include only a grocery business. He said he would tear down the present store and a house to the west of it,which he also owns, on the same property. Mr. Olsen made a motion to recommend approval of the petition to rezone, subject to the proposed new city Zoning Ordinance, which would give the property a B-2 classification. This was seconded by Mr. Dollman. Voting: Mr. Anderson yes, Mr. Olsen yes, and Mr. Dollman yes. Mr. Dollman made a motion to recommend increasing the Plan Commission secretary's salary to $10 per meeting and $3 per hour for additional work. The $10 would include all expenses, except postage. This was seconded by Mr. Olsen, All voting aye. Comprehensive Plan Review Mr. Clarage and Mr. Bortell presented some land use, soil and topography maps of the City of Yorkville and the area within one and a half miles of the city limits. The meeting was adjourned and closed.
