MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN CONiNiISSION
MARCH 26, 1974
Mr. Anderson called the meeting to order. Those in attendance
were Yr. Anderson, Mr. Madden, Nir. Langland, Mr. Feltz, Yr. Dollman,
Mr. Olsen and Planning Consultant James Clarage and his assistant
Clark Bortell..
Mr. Dollman made a motion to approve the minutes of the previous
meeting, seconded by Mr. Langland. All voting aye. Motion carried.
Petition to Rezone
Mr. Anderson and Mr. LanSland excused themselves from discussion
of this matter and Mr. Anderson turned the meeting over to Mr. Doll-
man.
This is a petition to rezone from "Residential District Uses"
to 11B-1 Business District Uses" property located on the east side
of Bridge Street at the north bank of the Fox River.
Attorney Dallas Ingemunson represented the petitioners. He and
Attorney Tory Bassak, Realtor Lawrence Langland and Architect Leo
Anderson have purchased this property and hope to construct an office
building on it.They would like to tear down the existing structure
and put a parking lot on that part of the property. They would
build on that part of the property which slopes down to the Fox
River. Yr. Ingemunson presented a model of a building with offices
on themain level and a meeting room on a higher level.
Some objectors to the petition were present and Bert Erickson
spoke representing them. Mr. Erickson presented to the Commission
a "Petition to Strike Petition to Rezone and Reclassify Real Estate,"
"Protest of Proposed Amendment to Zoning Ordinance of the City of
Yorkville, Kendall County, Illinois," signed by owners of 20% or
more of the real estate immediately adjoining or directly opposite
the real estate proposed to be rezoned and reclassified; and "Protest
of Proposed Amendment to Zoning Ordinance of the City of Yorkville,
Kendall County, Illinois."
Mr. Erickson also said he felt the change would constitute spot
zoning. He also expressed the fear that if the property was rezoned,
something other than an office building, such as apartments, would
be built.
Mr. Ingemunson said the owners of the property would be agreeable
to resubmitting the petition for a Planned Unit Development (PUD)
which would limit the building to specific uses.
Mr. Olsen made a motion to table action on the petition for a
month and to have the owners of the property resubmit the petition
d a Planned Unit Development with restrictions as to use. This
was seconded by Mr. Feltz. Voting: Mr. Olsen yes, Mr. Feltz yes,
and Mr. Dollman yes. Mr. Anderson and Mr. Langland abstained from
voting. Motion carried.
Special Meeting Request
Attorney Calvin Thelin, representing the First Kendall Company,
requested a special meeting of the Plan Commission to discuss the
proposed Wildwood project.
After some discussion, Mr. Langland made a motion to place a
review hearing on the Wildwood project on the agenda of the April
23 regular meeting, provided all presentation material to be used
is sent to Mr. Clarage in time for his review. This was seconded by
Mr. Feltz. Voting: Mr. Anderson yes , Mr. Langland, Mr. Feltz yes,
Mr. Dollman yes. Motion carried.
Mr. Feltz made a motion to adjourn, seconded by Per. Langland.
All voting aye. Motion carried.
