Chairman Leo Anderson called the meeting to order. Those in attendance
were Mr. Anderson, Mr. Feltz, Mr. Langland, Mr. Olsen, Mr. Dollman, Mr.. Bartell
and Mr. Simmons.
Mr. Langland amended the August 27, 1974. minutes to reflect a no vote
on the Wildwood Development rather than the yes vote indicated on the minutes
made by Mr. Dollman. Mr. Langland moved to approve the minutes as amended and
was seconded by Mr. Dollman. All voting aye. Motion carried. f
9.01 Brian Mulhern, Developer, Final Review of a RPUD, Countryside Center j .

£ Attorney Max Peterson, representing Mr. Mulhern, presented a revised
document covering covenants and restrictions which included a sixth covenant
pertaining to recreational facilities for the development.
Mr. Bartell pointed out several technical problems in the drawings of the
plan. He stated the drawing of the cul-de-sac turnaround shows one hundred feet
but is labeled- as eighty feet. He stated that the written dimension should
govern the design. Mr. Bartell also indicated the curb alignment between Mulhern"
Court and Kendall Drive should match at the pavement of Kendall Drive and not
the right-of-way.
Mr. Dollman moved that the plans be approved with the following notations:
1. A turnaround tee for Unit l should be properly labeled.showing
100 feet for the cul-de-sac.
' 2. Mulhern Court should be shown as meeting with Kendall Drive.
3. The proposed covenants and restrictions (Exhibit D) dated
24 September 1974. is accepted over the signature of Attorney
Max Peterson.
The motion was seconded by Mr. Olsen. All'present voting aye. Motion carried.
9.02 Gabel and Pottinger Petitioners Did Not Appear
9.03 Ivan Anderson, Petitioner,_ Review Petition for truck terminal at northeast_
corner of Rtes. # 47 and 71.
Attorney Fred Dickson representing Mr. Anderson requested the rezoning of
three acres of the seven acre parcel located on the northeast corner of
Route # 47 and Route # 71. He intends to construct a building for storage of
tractors and trailers. The property is presently zoned business (B-3) but he
would like the east three acres changed to manufacturing special use (M-1SU).
The four acres to the west would remain B-3 zoning. The proposed plan shows two
entrances—one from each highway. Mr. Dickson also stated suitable landscaping

1 Mr. Bartell felt the three acre site would be better situated contiguous
to the Highway Department, rather than the residential area of Wildwood. It
was stated there would be ninety feet between the building and the single family
residences of Wildwood.
Mr. Bartell questioned whether the petitioner would be willing to meet
the most stringent code requirement of the County or City for M-1 zoning.
Attorney Dickson replyed affirmatively.
Mr. Dollman moved to approve the petition with the stipulation that the
provisions of the most stringent code (city or county) be applied. Seconded by
Mr. Feltz. All present voting aye. Motion carried.
9.04 Route 34 Corridor Study
Mr. Anderson stated he had attended a meeting which included representatives
from Yorkvillef Montgomeryq Oswego, Plano and Sandwich. Discussion had centered
around a proposed study of Rte. 34 from Montgomery to Sandwich to be made by
William S. Lawrence and Associates. The study would analyze two thousand feet
on each side of the highway considering soils maps, property ownership and all
accesses to the highway. Each community would direct the land use between the
cities. The total cost of the plan as estimated by William S. Lawrence & Assoc.
would be from $12,000 to $l4v700. Yorkville's share of the cost was estimated
at between $2,500 and $31100. Lawrence & Associates feel that fifty per cent
of the cost could be funded by a federal grant, but first a budget must be drawn
and then application filed for funding.
Mr. Bartell stated this study might duplicate work which their firm will be
doing for Yorkville, Mr. Anderson stated the next meeting will be held
9 October 1974 at 7:30 P.M. at the Courthouse Annex in Yorkville. The- secretary
is to send out reminders to all plan commission members.
9.05 Review Kendall County Comprehensive Plan Concerning Yorkville By Pass
The county requested a review of the proposed Route 47 by pass because
the city plans are at variance with county plans. It was felt there would
be more problems with land acquisition using the city plan,, but more problems
with road bed construction using the county plan.
Mr. Dollman made a motion to table for further study until the next meeting.
Seconded by Mr. Olsen. All present voting aye. Motion carried.
Mr. Dollman moved that the meeting be adjoumied. Seconded by Mr. Olsen.
All present voting aye. Motion carried. Meeting adjourned.
