Olsen Lawrence Lang and Fred Dollman Harold Feltz MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION 24 OCTOBER, 1974 } Chairman Leo Anderson called the meeting to order. Those in attendance were Mr. Anderson, Mr. Feltz, Mr. Dollman and Mr. Mahoney. Mr. Mahoney moved to approve the minutes of the September meeting and was seconded by Mr. Feltz. All voting aye. Motion carried. 10.01 Illinois Route #47 By Pass Study Mr. Anderson stated he had received a copy of a letter which had been sent to the Illinois Transportation Department by Clarage and Associates. The letter requested a review by the state of the city's plan for the proposed by-pass. It was decided that the planning commission would wait for the state's response to give us direction for further study. 10.02 U. S. Route #34 Corridor Study ! !i Mr. Dollman, Mr. Feltz and Mr. Olsen attended a meeting at the Courthouse 4 Annex with representatives from the other cities involved in the project. Mr. Dollman stated he felt that most of those present at the meeting were in favor of some kind of comprehensive plan to govern the development of Rte. #34 between Montgomery and Sandwich. He questioned the expenditure involved, however, as each city already has a plan which extends to one and one half miles from the city limits. He felt if there would be communication between the cities, the plan could be implemented with no large expenditure. Mr. Feltz stated we should continue to cooperate with the other communities but that perhaps each city could do a portion of the planning at a lower cost. Mr. Mahoney suggested that as Clarage and Associates represents the cities of Plano and Yorkville and William Lawrence and Associates represents Oswego, Montgomery and Kendall County, each could submit bids for the study. A letter giving recommendations to the city council was then dictated and , is attached to these minutes. 10.03 Gabel and Pottinger, Petitioners. A Revised Plan for an Apartment Building on West Hydraulic- Avenue, Yorkville, Illinois Glen Gabel presented a revised plan to the commission regarding his proposed apartment and business building on Hydraulic Avenue. He wants to retain the B-3 zoning but with a variance to allow the building to have the i i i F _---.--- ---- ..- -- --_- -r----- - -------------- q • - 2 - same setback from the street as the existing building. !. The plan shows twenty-one parking spaces which is the minimum number for a building of this size. The surface of the driveway was not labelled, but Mr. Gabel stated it would be asphalt. Mr. Mahoney felt there should be green area provided not only in front of the proposed building but also in front of the existing structure which presently has an asphalt surface and is used for parking. He also questioned the placement of garbage and stated it should be placed to the rear of the buildings. '1 Mr. Dollman moved to leave the B-3 zoning but with an exception to the variance to allow for a matching permanent set back with the existing building. Plans should indicate asphalt drive and parking, and green area at the front of both buildings, and the garbage is to be placed at the rear. Seconded by Mr. Feltz. All present voting aye. Route #34 Corridor Study, the Yorkville Plan Commission concurs that there is a need for this study and recommends complete co—operation with the other cities involved and the county. We have not as yet as of the October 22nd meeting had the benefit of the views of our planner Mr. Clarage. We have no basis at this time to agree or disagree with the cost. We would be happy to attend any future meetings. We do suggest corresponding with the other cities and county indicating somewhat the above as they were interested in a thirty day response.
