Olsen doK7�G?gr I Lawrence Langland Fred Dollman Harold Feltz James Kenton MINUTES OF THE REGUTAR MEETING OF THE YORKVILLE PLAN COMMISSION 28 NOVEMBER 1974 I Chairman'Leo Anderson called the meeting to order. Those in attendance were Mr. Anderson, Mr. Langland, Mr. Mahoney, Mr. Feltz, Mr. Dolman, Mr. Olsen, Mr. Kenton, and Mr. Bartell. Mr. James Kenton was welcomed as a new member of the Planning Commission, replacing Mr. Fauth. Mr. Mahoney moved to approve the minutes of the October meeting and was seconded by Mr. Langland. All voting aye. Motion carried. 11.01 Route #34 — Corridor Study Mr. Anderson stated that two—thirds of the funding for the study would possibly be funded from federal grants and the remaining one third from city coffers. The total package price for Yorkville is $2,700.00 from which $1,000.00 would be paid to our city planners, Clarage and Associates. There are two phases to the study. Phase I which will cost $19181.25 pertains to mapping and obtaining interpretive background data. Funding for this phase has been approved by federal grant so the actual cost to the city will be $393.75 and federal funds will account for the remaining $787.50. Funding for j Phase II, which deals with the actual planning of Rte. #34, may be approved in � . April. If approved, federal grants would fund two-thirds and the city would pay the remaining one-third, The cost to each city is on a straight mileage basis according to Mr. Bartell. Mr. Bartell also confirmed that Clarage and Associates would receive $1,000 each from both Plano and Yorkville and that they plan to concentrate their efforts on these two cities. 1 Mr. Dollman moved that we indicate to the city council that we participate in the Route #34 Corridor Study and was seconded by Mr. Mahoney. All present voting aye. Motion carried. 11.02 Route #47 — By Pass r Mr. Anderson read a letter from the Illinois Department of Transportation dated 1 November, 1974 which stated that the matter had been referred to the District Engineer, Illinois Division of Highways, Ottawa, Illinois. It was decided to table the discussion for further study. 11.03 Yorkville Congregational Church s Mr. Bud Kleb from 0. Kleb and Associates, Aurora, Illinois, was present representing the Yorkville Congregational Chun-ch. Also present was Rev. Lawrence Rezash and several members of the congregation. Mr. Nleb stated the congregation needs an addition equal to the building they now have and that they voted last year to stay at their present location. He indicated they had several problem areas to discuss before actual plans would be drawn up for the buildings s i 1. They would not be able to meet the zoning ordinance for a side yard of thirty feet as there would only be a seventeen foot side yard. 2. They do not have a full two acres so they would exceed the ground coverage requirement. 3. They would not be able to meet the parking requirements. Mr. Kleb stated the church now has a verbal agreement for parking across the street at the school. Mr. Langland stated he felt the variance would not be a problem but that suitable parking would be. If additional land is acquired, parking should have priority. Mr. Anderson stated he felt the community would like to see the church remain at its present location but that they should indicate possible future land acquisition before further planning was undertaken. i Senior Citizen Housing in Kendall County Rev. Lawrence Rezash, pastor of the Yorkville Congregational Church and Mr. John Wahlgren and Mr. Warren Riemenschneider, representatives from the Kendall County Senior Citizens Council were present to discuss Senior Citizen housing in Kendall County. They stated they have talked to Mr. Jack Purcell and Mr. Robert Anderson, a builder from Morris, Illinois, about the possibility of constructing senior citizen housing at Countryside Center in Yorkville. They stated is now looks financially feasible to build with the use of federal money and that if these units were constructed no resident would have to pay more than 25% of his total income for rent. Mr. Wahlgren stated that Countryside Center would be an excellent location for senior citizen housing because the federal government wants these housing units located next to developed areas because of transportation problems. Also cultural activities now occur at Countryside Center which also makes this a desirable location. They stated that { fifty units are being planned each for Yorkville and Plano. Mr. Mahoney questioned where the land was located in Countryside as the present zoning is R-1 and residents might object to different zoning. Mr. Olsen stated they would have to determine what land is being considered before further discussion could occur. 11.04 December Meeting Date Mr. Dollman moved that unless the City Council referred business to the planning commission, there would be no meeting in December. Seconded by Mr. Langland. All present voting aye. Motion carried. If business is referred, the secretary will call all members for a meeting opt 17 December 1974• Routing Sheet for Petitioners Several commission members felt that petitioners were not always knowledgeable of procedures to follow when dealing with the -city council, planning commission and bu.i_lding and zoning board of appeals. Mr. Dollman moved that we recommend to the city council that our city planner be employed: to prepare a routing sheet to be given to each petitioner indicated proceedures to be followed when presenting a petition to the city council, planning commission, and building and zoning board of appeals. Seconded by James Kenton. All voting aye. Motion carried. Mr. Olsen moved to adjourn the meeting. Seconded by Mr. Langland. All voting aye. Meeting adjourned.
