Meeting of July 21, 1971
The meeting was called to order at 7:30 PM•
All members of the Plan Commission were present.
The minutes of the regular meeting of June 16, 1971 were read and approved.
George Walters requested that his objection to the wording of the paragraph
in the minutes "legal counsel advises that the Plan Commission does not have
to listen to objectors" be recorded, and that he believes it should read "the
Plan Commission should not have to listen to objectors".
A general discussion was held regarding whether or not the Commission should
listen to objectors, in order to be fair to both the petitioner and any ob-
jectors and to give a more balanced view of the situation, resulting in a
more intelligent decision by the Commission.
In order to improve communications between the Plan Commission, the County
Plan Commission, the City Zoning Board of Appeals and other interested parties,
It was suggested that a cover letter outlining action taken by the Commission
on petitions, and any other urgent communication or actions, be sent With a
copy of the minutes of each meeting. The secretary was so directed.
Martin Cassell, attorney representing Ter-Jac Construction Co., presented for
approval the final plats of lots 30, 31, 32, 33, 41, 42, 43 and 44 in Block 14
in Unit 1, and Blocks 7, 8, 11 and 12 in Unit 2 of Countryside Center, The
Declaration of Conditions, Covenants, Restrictions and Reservations by Ter-Jac
affecting the property were read. A motion was made by Walter Olsen to approve
both units, seconded by George Walters. The motion was carried.
A petition to rezone 44.81 acres on Route 126 from "R-3" to "R-2", known as
Crocked Creek Moods in Kendall Township, was presented by Fred Schneider. After
some discussion concerning the effect this project would have on the City Vater
supply and its possible annexation to the City in the future, a mDtion was
made by Bob Mahoney, seconded by George Walters, that the County Plan Commission
be rotified that the City Plan Commission has no objections to rezoning.
Motion was carried.
An informal review was made of a preliminary plat of Ford Acres, consisting
of five, three acre parcels zoned "agriculture'.
Page by page reading of the Proposed Plan and Zoning Ordinances for the city
was continued from the previous meetings, with Bruce M. Kriviskey of Wm.
Lawrence & Assoc. assisting.
The meeting vas adjourned at 1000 No the next meeting being scheduled for
August 180 1971 at 7;30 PM.
