Walters Larry Langeland Vernon Florence Meeting of November 17, 1971 s; The meeting was called to order at 6:30 PM. All.members of the Plan Cmui.ssim were present. The minutes of October 20, 1971 were read and approved. Charles Kincaid of Wm. Lawrence & Assoc. reoomaw ded that the section of the pro- ,,...___ posed subdivision regulations covering street widths be adjusted to agree with the county regulations. A motion was made by Larry Langeland, seconded by George Walters, that the city bring these standards parallel with the county standards. Motion carried. Vernon Florence agreed to carry the proposed subdivision regulations, with a copy of these minutes, to the City Council at their next meeting. Mr. Kincaid stated that he would have the revised printing of the proposed planning and zoning ordinance ready for the December meeting, and that he would have copies for the members of the Ccumi.ssion several days in advance for their review. A general discussion was held on what effects future growth in and around the city will have on Yorkville. The subject of a by-pass of Route 47 away from the downtown area was discussed, and it was agreed that a by-pass was a most urgent need. A motion was made, seconded, and unanimously carried that Mayor Coleman be requested to appoint a Blue Ribbon conTnittee to investigate what plans the State already has under way and/bSwexpecii.te these plans in order to get a by-pass under way without further delay. The administrative aspects of the proposed planning and zoning ordinance were discussed, particularly whether it would be desirable to eliminate the Zoning Board of Appeals as it now functions in the petitioning process. Any appeal would be made to the court, eliminating the Appeals board. Mr. Kincaid stated that this process is allowed under State regulations. No action was taken. The question was raised as to whether the city's zoning map was up to date and what could be done to keep it up to date. Mr. Kincaid mentioned that this should be done each March, according to State regulations, and that this could be done by an outside firm. This subject is to be investigated further. At 9:10 PM the scheduled hearing of the petition of Wayne Millen and Robert Emmons to re-subdivide two lots on North Washington St. was read by Chairman Anderson. The petitioners did not appear. After lengthy discussion on the drainage problem in that area, and what effect it might have on any present or future building there, a motion was made by Walter Olsen, seconded by Bob Mahoney, that the petitioners provide a plat of these lots showing the present constriction, the existing easements, and what steps they propose to take to alleviate the drainage problem that would satisfy the city engineer. Notion carried. The presence of Mr. George Hia-en and aldermen Richard Ellis, Jame. Fohlmer and Eldon Madden was noted and appreciated. The meeting was adjourned at 9:30 PM.
