Public Safety Minutes 2016 01-07-16Page 1 of 3 APPROVED 4/7/16 UNITED CITY OF YORKVILLE PUBLIC SAFETY MEETING Thursday, January 7, 2016 6:30pm City Hall Conference Room In Attendance: Chairman Larry Kot Alderman Joel Frieders Alderman Carlo Colosimo Alderman Seaver Tarulis Other City Officials in Attendance: City Administrator Bart Olson Deputy Chief Larry Hilt Police Chief Rich Hart Deputy Chief Terry Klingel Others in Attendance: None The meeting was called to order at 6:30pm by Chairman Kot and a quorum was established. Citizen Comments: None Minutes for Correction/Approval: October 1, 2015 The minutes were approved as read on a unanimous voice vote. New Business: 1. PS 2016-01 Police Reports for September-December 2015 Chief Hart said there was nothing noteworthy on these reports and the committee approved them with no further comment. 2. PS 2016-02 Adjudication Reports for September-December 2015 Alderman Frieders questioned the discrepancy of the totals of the fines issued on separate occasions for the same person. Mr. Olson will verify the figures. The committee then accepted the reports as presented. 3. PS 2016-03 Noise Ordinance Discussion Mr. Olson said the EDC recommended hiring a consultant to review the noise issue in regards to the business called Pinheadz. He said he feels there will still be noise from vibrations even if the music volume is decreased. He is hoping the study will provide solutions for both the business and nearby property owners. Air vents in the business Page 2 of 3 were closed which helped the problem. It was noted bands will be present outside in the spring and Mr. Frieders suggested the consultant should study the problem at that time as well. Mr. Olson noted the liquor license requires that no noise from the patio should be heard 75 feet from the property. The business will also entertain erecting a 12-foot sound wall. City staff will proceed with the contract. 4. PS 2016-04 Tattoo Establishments - City Code Discussion Chairman Kot inquired if background checks can be done on individuals who rent chairs in tattoo parlors. Attorney Orr said the City cannot do that as those individuals have no financial control over the establishment. Alderman Colosimo suggested that licenses be required of all individuals doing tattoos, however, the City cannot require as a non-home rule municipality. There was also a discussion of suitable locations where a tattoo business could be permitted. This was an information item. 5. PS 2016-05 Adult Use – City Code Discussion The definition of massage as it pertains to the City ordinance was discussed and Alderman Kot said the City should be cautious with the ordinance wording. He requested a clarification email from Mr. Olson prior to the next committee meeting. Old Business 1. PS 2015-26 Public Safety Committee Meeting Dates for 2016 Chairman Kot said he would like to adopt a quarterly meeting schedule with flexibility to have additional meetings when needed. The committee agreed. Additional Business Alderman Frieders asked what police training is scheduled for the year. There is monthly in-house training and Chief Hart said one officer had requested to take a 10-week traffic reconstruction course at Northwestern, however, it is very expensive at $6,000-$7,000. When a reconstructionist is needed, Oswego or Aurora provides one. Expensive equipment is also needed. Chief Hart also noted that Deputy Chief Klingel will be attending the FBI Academy in October. Other classes are being offered in the spring and officers will attend and then teach other department members. Training for Narcan (used for overdoses) was also discussed and it was noted that Kane County has stopped providing this training. Chief Hart said his officers have mixed emotions about administering the substance. Currently there is no money budgeted for this. Body cams have been budgeted and Chief Hart briefly discussed the parameters of use and that a local company will be needed for video storage. Alderman Frieders noted the various components/expenses of using the cams such as training, video storage, handling malfunctions, etc. Page 3 of 3 Chairman Kot said he would like to begin a discussion of public safety facility needs at the next meeting and he asked for staff to gather some information. Chief Hart noted the need for a pole building for vehicle storage to prolong the life of electronics. A regional training facility with the ability to have wings added, would also be beneficial he said. There was no further information and the meeting was adjourned at 7:10pm.
