Fields of Farm Colony Unit II - County
The preliminary of this whole project has already gone through. This is the final
plat for unit II. Wywrot explained that comments had been given to the County
for unit I. Some comments were utilized and some weren't. Drainage was
deferred to Strand. It was off-site drainage and was complicated. The precedent
was set with unit I and will probably follow through to unit II. All comments are
finished and Strand's comments have been included utilizing the most restrictive
of the two. There are several issues that don't meet the City of Yorkville's
Standards. Wywrot wanted them stated for the record, but was sure that precedent
would over rule it. Street width shown as 24'; should be 28'. Less asphalt width
shown but more gravel shoulder. All lots need access to public sidewalk or bike
trail. Inland is committed to putting in the bike trail. Wywrot stated it should be
shown. The storm sewer lines should be less than the depth of the ditches. It was
noted that lot 34 had a change in grading. The main issues are pavement design;
width and structure and pedestrian access to the trail or sidewalk. Schoppe
presented his review. Pedestrian access will be a follow through from Unit I. This

will go to Plan Commission next on 1/12/00 40 copies of the revised plan & plat
are needed here by 12/30/99. Inland will confer with Sandy for confirmation.
Yorkville Business Park - Inland - New BuildinjZ
Fiascone gave an overview of this project. This is for an 20,000 sq ft. industrial
building on frontage of Route 47 on land currently owned by F.E. Wheaton.
Inland is purchasing the land from them. Common access drive off of Wheaton
Drive. Lot 4 will be subdivided west of F.E. Wheaton for future expansion of
their facility. This is a resubdivision of land south of Wheaton Ave. heading west
to lot 4 and putting in another road from Wheaton Ave. on the west side of Lot 4.
The only change to the site plan is since the Annexation Agreement is the
north-south road location from the west of the tree line moved further to the west.
This will allow for better traffic flow and double frontage road. Fiascone wants
the City to consider, in the long term, extending Wheaton Ave. west to Eldamain
Road for future industrial and to help aleviate heavy traffic on Corneils Road.
Wywrot mentioned the need for a pretty substantial bridge to cross the creek going
west. This was basically a review of concept plan due to the timing in receiving
this. There was quite a bit of discussion regarding moving the location of this
road to the west, residential directly across from industrial and type of buffer
needed. Current zoning was discussed as well as rezoning if the original plan
changed. Wywrot suggested showing three scenarios; all residential, all
manufacturing and one mixed. Road access to the commercial was discussed.
Graff gave some history of intended use for this area. Doesn't want to encourage
residential here.
For the extension of road, final plat will need to show utilities. Engineering plan
needed with storm sewer and grading. A landscape plan is needed also. The
extension can proceed independently of the development. This is returning to
Plan Council on January 13th with a positive recommendation for the extension of
Wheaton Ave. and the three scenarios shown for the road extension to the north.
Then to Plan Commission in February. Pfister added that the Yorkville-Bristol
Sanitary District requires a sample manhole for sewer extension to the east to
service Inland's buildings. Each building will need to have a separate manhole.
Fiascone stated he didn't think they would need a variance for the building they
want to put up.

Fox River Estates, Wyndham Homes - Preliminary Plan
This is a revised plan. Wywrot and Schoppe reviewed a different plan. This is the
latest plan and some lots have changed. This development is proposed located
between the Boy Scout Camp and the open property to the west of White Oak. A
copy of this plan has been submitted to the County. The County is requiring a
traffic study to determine if turn bays are necessary. Fran Klaas also felt that the
alignment with Poplar Drive is appropriate. Discussion was held on the
alignment. The stub road was moved to allow for future access. There is no
access to the Boy Scout Camp. There is a 1.6 acre park shown and one by the
river. This has not been reviewed by the Park Board yet. There is no detention in
this park. It is in five other locations. The Park donation was roughly figured.
There will need to be a sizable cash donation made also. Wywrot's comments
were discussed. Better topography is needed. The alignment of the stub road was
changed. There will be an emergency access road on the east end of the property
that will be a 50' dedicated right-of-way for a future road to cross the river. If the
City decides, in the future, not to go thru with that then it can be vacated and
parceled back to individual property owners. This will also give access to the lift
station. A land use report will be done.
Off site utilities - water - Have modified the plan to show a connection to the
existing 12" on Fox Road at White Oak and extending a 12" to the west property
line with an 8" entrance in the subdivision and throughout. There is no return
loop shown at this time. A loop will form when Williamsport develops in this
lower pressure system. There are two main crossings over the railroad tracks
shown and going thru the ends of the cul-de-sacs. The residential north of the
railroad tracks will have two sources of water supply from the south. The
subdivision will have a single source supply but it will be internally looped. There
was no connection of roadway between White Oak and Williamsport on the plans
we have from Williamsport. The side lot lines should line up at least one or two
places and a 10 ft easement. The old plat shows a connecting road to the west.
Sewer - The Deuchler report does show a large diameter pipe that should kick out
to Fox Road east of the Boy Scout Camp. Slopes and depths need to be discussed
on the 18" pipe shown. The City will host meetings to determine future intentions,
funding and possibility of a lift station at the east end of the Williamsport
development so they are not left isolated. The size of the pipe along Fox Road

was discussed. Wywrot is recommending a lift station at the east end of
Williamsport to continue along the right-of-way out the main road to Fox Road.
An easement has already been applied for to the railroad. They seem very anxious
about the permit. This bigger, deeper sewer will be great. J.T. Johnson stated that
from a maintenance aspect, it would be better to run the major interceptor along
the road instead of the back yards. Wywrot stated that the depth of the sewer is
probably around 15'. Knierim stated that if it isn't any deeper, he would put it in.
The lift station needs to be kept on the same side south of the railroad tracks as the
main in our 50' right-of-way. Will ask railroad to have the forcemain on their
right-of-way. Show a smaller plan with detail of offsite sewer.
River and Park - Swithin gave 12' easement for a bike trail with a public park.
The Boy Scout Camp wants a trail to go thru all the way to town. Knierim stated
that the ground down by the river is nice and stays dry. Swithin restated that the
trail would be better as a public trail. The definition of bike path was discussed.
The City is still establishing a standard for trails. No less than 10' min of asphalt
for skaters. Swithin will check with Sandy to get this development on the Park
Planning agenda. Schoppe feels more information needs to be presented to the
Board prior to this issue going before them. Ownership is being proposed as City
- public. The detention basin ownership should be a policy decision made by the
Park Board after determining its recreational value or not to accept it. The
remaining land needs to show limits for storm water management, including the
100 year flood plain. The total required donation to the Park can be any
combination of land and cash. The required donation is approximately 6.8 acres,
subtracting area in the north basin for flood plain. The Board will not give credit
for flood plain. This information needs to be given in order to determine cash vs.
land donation. Swithin would like to see some street parking on the south end,
diagonal or 90 degree would be better. Parking would be part of the park
donation. The access way to the trail should be at least 75' wide, is shown as
30'-40'. Discussion was held regarding separation between lots and the park,
either in landscape, fencing or berming, and the look of the entrance to the trail.
Swithin, Johnson and Schoppe will go look at this property. This should go to the
Park Board Planning meeting on 1/10/00 with revised plan showing park acreage
closer to the actual amount required at the north end of the trail (parkland), water
lines, and length of trail. Swithin will get a memo to Nanninga to bring before the
Plan Commission on 1/12/00.
The depth of the detention basin cannot be any deeper than 4' per Ordinance. All
of this area is dry now and gives access to the river. Wywrot stated the

topography shown is not accurate. Need good topography in order to determine
the high water line. The rear yard setbacks should be 40' from the high water line.
12,000 sq ft lot area should be above the high water line. Ownership of the
detention basin was discussed. Knierim stated that the lot lines would continue
through the detention. Schoppe stated that a tree survey is needed for the
development site but it does not need to include the railroad. Show lot sizes,
setbacks, property dimensions, surrounding zoning, street names, and other
comments shown on Plan Review. Ownership of the property goes to the center of
Fox Road. There will be a required 30' buffer for the lots that back up to Fox
Road. The right-of-way is 50' to the centerline. There should be sidewalk put in
along Fox Road. Add to preliminary engineering plan a landscape plan showing,
plantings, buffers, roads, and signage. There is potential for an arterial road on the
east going towards the north. There was much discussion about how to treat the
landscaping along this potential roadway. If screening isn't up and the road goes
in, who pays? Pfister stated this is not in the district. It will need to be annexed
into the district. Knierim asked about credits for offsite work. Pfister explained
that he would need to come before the Y.B.S.D. Board at a meeting to ask.
Wywrot stated that the interceptor is a City main subject to recapture. Graff
suggested a maximum placed on the number of years for us to construct the
right-of-way or it will automatically be vacated. Right-of-way corners should be
rounded to a 25' radius not left as a sharp corner. Wywrot explained that the new
Subdivision Ordinance gives the developer the option of doing soil boring test or
putting in sump pumps lines. Graff noted that no direct access be given to any
homes on Fox Road. This needs to be noted on the plat. Discussion was held
regarding the depth and screening for the lots that abutt the railroad. Graff would
like signalization lights and bells without gates requested on the application to the
railroad. There are 100 homes north of the railroad. Street light location was
discussed. Illumination @ 300' is required on collector roads per Ordinance.
Graff was concerned with placement for curves and intersections. The locations
were pointed out and noted. George Christy and the Boy Scout Camp (Chicago
Council) will be contacted for discussion of future possibilities and intentions of
property and the trail system. Street names were discussed. Poplar Road end in
mid section. East and west won't work because it is a continuous road circle.
Fairfield was concerned with this set up in an emergency situation where minutes
count. The possibility of moving the stub road to the north to give a logical
terminus to Poplar Road, then send a different road around was discussed.
Knierim would like to figure it out without changing the plan. The revised plan
needs to come back to Plan Council to solve some remaining issues. Detention
and grading need to be nailed down. The preliminary plan will have a public

hearing on 1/12/00 at Plan Commission, 40 revised copies are needed here by
1/3/00. Wywrot and Schoppe need time to review it prior to Plan Commission.
The City will try to meet with Mr. Christy and the Boy Scout Camp representative
but the next step will not be conditional on this meeting taking place. Need
preliminary and landscape plan showing trees wider than 6".
