Fox St. Time Convened: 9:30 a.m. Time Adjourned: 10:15 a.m. Attendees: Jim Nanninga - City Administrator Joe Wywrot - City Engineer Bill Dettmer - Building Inspector Tim Fairfield - B.K.F.P.D. Tony Graff - Police Dept. Joe Hammer - Shadow Creek Mike Schoppe - Schoppe Design SHADOW CREEK SUBDIVISION- PRELIMINARY PLAN Hammer gave an overview of the subdivision. It will be located on Route 71 just north of Hilltop. It will be a rural subdivision served by well and septic and all lots will be larger than one acre. It will be bordered by the Richard Young Forest Preserve on the north and southwest across from Farm Colony which is an R-1 zoning. They want to use alternative detention. County wants natural planting buffer in lieu of detention. Haven't received complete direction from the County on the issue of detention. If they have to construct, they have two sites on the forest preserve's property and they are aware this is part of the original agreement when purchased. They don't want this to be an entrance to the forest preserve,just small entrance for the residents. Cul-de-sacs don't comply with City standards. Wywrot commented that we looked at this previously. The City may want a pre-annexation agreement. Regarding land use, single family per acre, it doesn't meet the width requirement minimum per lot. Schoppe suggested deeper set backs,but it shows 50' and it is enough. Options are to reduce number of lots or accept it as shown. Regarding detention- The preliminary should show offsite detention as a subdivision standard, then the County would know what the choices are. It should include grading and all. In the flat areas the plan should show where the water will go. The pavement width should be 28'. R-1 requires public sidewalks in the right-of-way, or something in the rear yard like trails. Per a traffic analysis, a right hand turn lane may be a possibility. Hammer should contact Metro Transportation Group regarding SRA study. The plan should show the names of streets and street lights. Hammer has applied for an USDA Land Report. Wywrot explained detention. Hammer described the type of detention that the County wants them to pursue using a discharge pipe running off site through prairie grasses with natural � r prairie plantings at the opening start of the pipe. Haven't received all the information to design the plantings yet. The different creeks natural flows and entrance to river were discussed. The creeks all enter into the river upstream of the City. Nanninga suggested buffering the area accessible by the County,but this is not a substitute for detention. Hammer clarified the issues with this development. They are sidewalks,width of the road, length of cul-de-sacs, lot widths and detention. In regard to this parcel of land the developer has negotiated a list of concessions with Kendall County. He will bring us in a copy of this list. Therefore,Hammer didn't see any of these guidelines recommended by the City having an effect on this development and are not planning on a pre-annexation agreement. Wywrot stated then it would go to Plan Commission. Nanninga added that it would go with a condition to address detention and show it on the plan. Hammer was okay with showing it on the plan,but doesn't feel that he's had much direction on this issue from the County. To address the long cul-de-sac and fire access issue,perhaps the homes should have sprinklers. Dettmer stated that suppression systems are becoming more popular because they are designed with a pressure tank to knock down the heat of the fire to save lives not property, as in the past. Graff agreed he would love to encourage this. Street lights were addressed. Hammer indicated there will be one placed at the entrance. At this point this is all he has been directed to do. Graff stated that if the County allows this, then our objection should be noted. A lighted number system might help. Wywrot stated to follow our standard, lighted numbers should be in addition to. Graff didn't agree. Felt that if the County is not requiring streetlights then they need an alternative. Graff was not happy with 22' roads. They should be at least to our standard. The ditch is too close. Nanninga stated our standard is 28' with a 2' shoulder and gradual slope. Dettmer stated that many of our standards are the same as the County. Again,the negotiated concessions on this property were mentioned. Wywrot reiterated wanting a copy of that list. This will move on to Plan Commission October 13, 1999.
