Mike Schoppe - City Planner YORKVILLE BUSINESS CENTER- FINAL PLAT Fiascone gave an overview of the project. A 20,000 industrial spec building to front on Route 47 and have access to Wheaton Ave. This is a replat of the existing land south of Wheaton Ave. east of F.E. Wheaton and a new plat of the land west of F.E. Wheaton. Schoppe and Wywrot's comments are attached for reference. They confirmed that the request is for the approval of the final plat and the approval of the development plans for Lot 1. A landscape buffer will be used between the manufacturing zoning and possible residential zoning. This type of buffer was preferred over a road. This will be a 40' buffer. A detailed landscape plan will need to be developed for this at the time the west is platted. The road has several possibilities. It can have a cul-de-sac or extend west or there may end up being only one user for the north lots and no road would then be needed at all. It is shown as an exit from the residential area with "no trucks enter" signs posted. The only other exit from this road is to Corneils, so there is no advantage for the trucks to go through the residential area. Schoppe will review the F.E. Wheaton plat to help determine the requested replat area. The 66' is not shown on the plat because it is not being platted. The outlot platted is for stormwater management. The buffer between Route 47 and the parking lot is shown at 15' wide. This needs to be 30' buffer. This will require shifting the 1 parking lot. Discussion was held regarding moving the lot line also. The lot line will not shift but the building and parking lot will shift west to accommodate the 30' required buffer. The setbacks were not an issue. Parkway trees need to be added, approximately 9. Credit will be given for existing trees. 121 shrubs and 8 shade trees need to be throughout the site to meet the landscaping requirement. These can be anywhere on lot 1. Parking was discussed. The intended use of this 20,000 sq. ft. spec building is 10% office, 90% warehouse. The formula was calculated and determined 23 needed spaces. A tree is required for each 20 spaces. Between the common lot line of lots 1 and 2 a 5' wide perimeter for planting is required. It should have 7 shade trees and 55 shrubs. Any combination can be used equaling 1 tree=20 shrubs. This landscape can be located across the street or up by the building, anywhere in that area, as long as it is located on private property and not in the right-of-way. Inland stated that all of these points will be complied with or they will contact us to discuss other options. Engineering issues were discussed next. Plans need to show valves in the green area. The sanitary sewer is very shallow along the south side. Discussion was held about an outside injector pump with a forcemain here. Only one building on this 4' manhole. Each one is isolated. The elevations on the plans are incorrect. Sampling will be done from this manhole. It is from office use only. No drains in the docks or dock area and no interior floor drains. If an injector is used here, it would be private ownership of Inland and used by 1-8 different users. The watermain was discussed. Usually they run along the front of the property. It is shown 12" watermain extension north by Route 47. The future concerning adding a tower was discussed. A 16" running north and this 12" could act as a side leg and still work. This would also provide pressure and volume to any development for the east side of Route 47. Sidewalk was discussed. The annexation agreement stated one side. The existing sidewalk is on the north side and is acceptable to stay in line with them. The parking lot entrance for the west building should be relocated so that it is not out into a private intersection. The drives don't line up. The road was pushed north. F.E. Wheaton wants as much land as possible left buildable as can be left. 2 The schedule was discussed. Inland is in agreement with the items on the list. If, after Wywrot and Schoppe review revised plans, there is still a list, then this issue will be reviewed again by Plan Council prior to moving on to Plan Commission. Fiascone stated that they would like for the development and final plat to move together, but the final plat is more of an issue and would let it move ahead without the plan if need be. The zoning for Lot 1 (either M-1 or B-3)should be confirmed and added to the site plan. 2. Add an access easement along the common lot line bctween lots 1 and 2 that conforms to the . proposed drive aisle through the truck parking lot. 2. Why is the 66' strip of land which lies east of the outlot along Corneils Road not included in the final plat? Site Plan 1. Include the following plan data on the site plan for Lot 1: a. Lot area. b. Is the truck parking area shown on Lot 2 part of the requested approval? 7 ;' 7. A 30' landscape buffer is required between Route 47 and the parking lot. Currently only 15' is provided. The parking lot should be shifted west by 15'to accommodate this. 8. Show dumpster locations. Landscape Plan 1. When the final landscape plan is submitted,the submittal information should comply with the General Standards set out in Section 3 of the Landscape Ordinance. 2. The final landscape plan needs to be reviewed and approved as part of the site plan approval. 3. Add 4 additional parkway trees. If MOT won't allow the parkway trees to be planted in their R.O.W.,then the trees should be moved onto private property within the 30' buffer. 4. Add 8 additional shade trees throughout the site to meet the lot landscaping requirements. Additionally, 121 shrubs are required to meet the Iot landscaping standard. These may include the foundation plantings around the building. 5. Provide one median in the car parking area. i M 6. A 5'wide perimeter planting strip is required between the common lot line of lots 1 and 2 and the truck parking area on Lot 1. This planting strip is to have 7 shade trees acid 55 shrubs. This conflicts with the proposed drive aisle. Alternatives should be discussed with Inland. 7. The tree and shrub plantings shown in the Rt.47 R.O.W. need to be planted on Lot 1 in the 30' buffer yard and not in the K.O.W. 8. Identify existing trees that are to remain. MEMO To: Jim Nanninga, City Adminis ator From: Joe Wywrot, City Engineer Subject: Yorkville Business Center—Lot 1 Date: January 11, 2000 I have reviewed the proposed final plat and plan for the referenced project and have the following comments: General Comments • I am assuming that this property was included in the stormwater detention calculations when the 2 existing ponds were designed. • We will need an engineer's estimate of cost for improvements once the plans are revised. • There are plan review fees and legal and planning deposits that are required. Lots 1 &2 total about 7.18 acres. The plan review fee is$2109, and the legal and planning deposits should be $1000 each. • Recapture fees must be paid for the W/S extension along Cannonball Trail. We should also complete the recapture agreement and collect fees for the W/S extension that F.E.Wheaton constructed. Plat • Check the legal description. The boundary survey doesn't close. • Additional public utility and drainage easements are needed for watermain, sanitary sewer, and future utilities along lot lines. • Revise the utility easement language to agree with our current standard. • Delete"Plat and Zoning Committee" and"Village Trustees" certificates. Add certificates for IDOT, City Clerk, and Mayor. • Update all signature blocks to the year 2000. • Revise the"Certificate of Plat Officer" to be Kendall County. • On Sheet 1, show the location of Corneils Road. • On Sheet 2, the scale shown at the lower right-hand comer should be changed to 1"=50'. • Sheets 2 and 3 should be switched. Plan • The landscape plan should be made part of the improvement plan. • Mike Schoppe should review the landscape plan. • This subdivision has frontage along a state highway. IDOT should also review the plans. • Sheet 1 —Need better description of locations for BM Nos. 2-4. • Sheet 2: a) Show silt fence along Rt. 47 ROW. b)Add riprap at new outfalls to pond. c)Add curbline drainage structures and outfall to pond along entrance drive at edge of Wheaton Ave. ROW. d)What are NWL and HWL elevations for existing pond? e)Where will truck dock drains discharge?Will these go through a triple basin before being discharged to the storm sewer? • Sheet 3: a) Show existing ROW lines and easements along Wheaton Ave. b) Show proposed property lines for this development. c)Extend 12" watermain along south side of Wheaton Ave. to Route 47. d)Move proposed hydrant on Wheaton Ave. Sta.16+25 to Sta.15+25. e) Add a hydrant 5' south of V-4. f) Change to watermain size extending south onto the site to 10" diameter. g) Add water valves along main entrance drive at Sta. 0+60 and St& 4+50. h)Add valves on the 8" main looping through the site at both connections to the 10" main. i)Revise hydrants FH-2, FH-3, and FH-5 to be further from the edge of pavement. j)Need a meter closet or individual water services to each unit within the building. k)Need at least 10' separate from building foundation and proposed watermains and sanitary sewers. Revise utility alignment along south drive. 1) Check elevations and slopes on sanitary sewer. They don't agree with each other. m)Need to maintain at least 3' of cover over the top of the sanitary sewer. n) Check with YBSD on number and location of inspection manholes. Will we require individual sanitary services? o)Add a note to the plans stating that all storm sewers are private. All watermains and sanitary sewers (> 8") shall be public. p)Double-check storm sewer slopes. Some numbers don't agree. q)Increase diameters of Storm MH's B, C, D, and D-l. r)Leader he for storm sewer section I-J is pointing to the wrong section of sewer. s)Will fixtures on the buildings light the parking lots? • Sheet 4: a)Update references to IDOT and ISPE specifications in General Notes 1 & 2. b) Add General Note 8 stating that all improvements shall also comply with City of Yorkville standards. c)Eliminate Grading and Paving Note 5. Should Notes 6 &7 also be deleted? d)Revise Sewer Note 1 to allow N-12 storm sewer at all locations except for the sewer near Wheaton Ave. That storm sewer shall be RCP. e)Revise Sewer Note 7 to also require"as constructed" plans on computer diskette. 0 Revise the Entrance Detail to call for drilling of existing curb to construct expansion joints at the ends of radii of the driveway. g) The Entrance Detail drive width doesn't agree with the dimension on Sheet 6. h) Should a larger radius be constructed at the main entrance so trucks don't jump the curb? • Sheet 5: a)Need details for valve vault, valve box, hydrant, water service, sanitary and water frames& lids, and street lights. b)Revise Manhole Type A detail to call for plastic-coated rebar steps. Also, show rubber boots for sanitary sewer connections to manhole. c)Either delete or revise the Service Tap detail. • Sheet b: a)Do we want sidewalk along Wheaton Ave. frontage? b) The plan calls for different pavement widths at different locations. Which are correct. Also check widths against typical section on this sheet. c)Revise employee parking lot entrance for Building 2. It should not meet the main drive at an intersection. d) The employee parking lot for Building 1 extends into the setback area along Route 47. Is this allowed? • Sheet 8: a) Sanitary sewer from MH SAN-1 to INSP MH should be 8" public sewer. b) Check surface profile against Sheet 2 and revise accordingly. • Sheet 9—Revise surface profile identification to be profile over watermain.
