Jim stressed the fact that the purpose of the discussions for today were regarding technical
issues and land use. To determine whether this was an appropriate use, according to our
Comprehensive Plan, for this parcel.
Art showed his proposed site plan for the NE corner of Rt. 34 & Eldamain for a Motor
Fuel Plaza and industrial Park to the North. Approximately a 50 acre parcel and 25 would
be planned for the Motor Fuel Plaza. He explained the process he is going through to
deannex from Plano and annex to Yorkville.
Mike Schoppe felt that the use was appropriate and does fit in with the Comprehensive
Plan. He felt it was unclear as to the northern limit what the use would be. There is
residential planned to the west and east side. Need some type of appropriate buffer
between commercial and residential.
Jim stated that this already went through Plan Commission with a positive vote. Art
indicated that there was no future intention of adult entertainment or use on this property.
Joe explained the plan for getting water and sewer to this property. Fox Hill preliminary
plan, eventually, calls for a 16" watermain extended to Eldamain Rd. and stopping 1000'
south of Route 34; from there it would need to be extended north along Eldamain Rd to
the Motor Plaza site. Regarding sanitary sewer, the plan calls for a lift station near Rob
Roy Creek, but it doesn't exist yet. The City has a long term plan for construction of
interceptors sewers to serve the general public even north of Route 34. What the City is
planning now is to run sewer along the creek and then a smaller sewer to go west to
property.
Art is concerned about the timeline for this and wondering if in the interim he could go
with well and septic. Joe wondered if the site could be supported by septic.
Art stated it would be temporary. Joe asked if Art would be interested in helping build the
sewer and water line right away. Art stated it would depend on the annexation and how
that worked out. He felt sure it would have to be extended at some time. Jim explained
that a 36 inch pipe is called for, with additional upgrades to the lift station. It will be an
issue with Ralph Pfister as to whether or not this will annex to the Yorkville Bristol
Sanitary District, if the FPA says it is in the District. Joe stated that it was possible to do
all of these things. Lindley needs to send us their report regarding well and septic for this
site. Then it boils down to a negotiated item, how much it will cost to extend vs. how
much you can afford to spend initially. That's exactly what Art is trying to determine.
Joe asked what type of timeline there was on the Fox Hill POD 10? Terry said the
projections are 2-3 years. Joe suggested that if Art extends the utilities then there would be
recapture for Fox Hill to pay to him when they hook in. Fox Hill doesn't want to pay until
needed. Of course.
Jim suggested they discuss the watermain. There will need to be an easement granted,
even if Fox Hill isn't ready to develop POD 10 for 2-3 years. It may make more sense to
follow Rob Roy Creek, then the City could probably grant its own easement to get water
and sewer up to Route 34. It would cost less to auger Route 34 by the creek than the
intersection. No rough grading plans available for Fox Hill yet. Art said his parcel is 976
feet deep, along Route 34-the frontage is 468 feet. Jim pointed out that if you run along
the creek there will be a lesser recapture from Fox Hill when they connect. (Due to the
shorter distance of 16" watermain)

Art is concerned that the annexations follow through before he starts spending money on
the engineering. The petitions are submitted simultaneously. Joe questioned how the
annexation agreement can address water/sewer issues without Art doing some engineering
work. Art stated no, due to costs. Joe continued to explained that in order to determine
costs you need the engineering.
Jim asked Joe if he recommends City water and sewer for this site? Yes. To run utilities
out there they will need to go under the creek with a lift station in order to be on the west
side of the creek. Paul stated the cost would be $2-300,000. with a lift station your
looking at $34400,000, including oversizing.
Mike Hitzemann recommended, that from a Fire Department stand point, they really need
to have City water onsite by the time the Hotel goes in.
Mike Schoppe stated that this needs to go back to Plan Commission for the storm water
and site plan review. Art would resubmit something to the City that would be an all
inclusive plan, including detention, landscape and site improvements. Joe will get a copy
to Mike Schoppe when received. Mike Schoppe felt that the detention looked as if it
needed to be doubled what is shown (approx.) and he also asked that the berm adjacent to
the residential be shown. Art was concerned with how quickly he needed to provide this
plan. Mike Schoppe also requested a layout be shown for the industrial park. Art stated
that they didn't know what kind of a layout because they didn't know what they were going
to do in there. Jim reiterated the need for more detail on the well and septic issue. Art's
consultant, Lindley, will prepare a report for him. We will need to see it.
Since this is approximately a 50 acre parcel with only 20 being developed at this time, Joe
asked about a cross access agreement between the two stages of development. Art stated
he had submitted it to MOT but there were some modifications that needed to be done on
the curb cuts on Rt. 34. Art does not want Kendall County to decide curb cuts on
Eldamain.
Art stated that this site has a traffic count on Route 34 of approximately 13,000. This is
not going to be an interstate truck stop or a destination Hotel. It is designed to be a casual
current traffic rest stop. Tony asked if there were any preliminary numbers on traffic in &
out. Art said no, he stopped spending money until the annexation is settled. He feels there
may be a chance he'll need a sign and/or height variance.

Jim stated that this will go to Plan Commission for December. Mike Schoppe asked what
type of zoning Art was requesting.
Art replied a B3 zoning with a special use for the Motor Fueling Plaza and Hotel and a B3
for the back area. Dan Kramer had stated a need for this at the Plan Commission. A PUD
would cover it all.
Mike Schoppe recommended it be brought in as a PUD, but that documents were still
needed to make a recommendation to Economic Development Committee. A preliminary
site plan with more detail, according to the Ordinance.
Art commented that the City may have to waive that part of the Ordinance until the City's
annexation is finalized.
Jim requested these minutes to accompany this issue to Plan Commission.
FOX HILL, UNIT 5, POD 11
The preliminary plat/plan was on the table to review along with Joe's memo (attached)
which Mike Cap and he had discussed in some detail previously. All items on Joe's memo
Mike Cap was in agreement with except where noted. These items will be reviewed
today. Mike clarified that there was some question as to the arrangement of the sheets,
some stationing and information on manholes and sewers which were questioned. Joe has
removed those items from the memo.
Mike Cap continued the review with the first group of concern being the easements. He
explained the two different types: Public utility and drainage easements include all public
utilities and City's utilities Exclusive Municipal Easement is only for the City's utilities.
Joe's suggestions regarding these easements are detailed in the memo. Mike Cap feels that
Joe's suggestions are good. To review it- All transformers and boxes will be located
along the rear yards and not in the front yards. Joe and Mike Cap have a different
perspective on the easement around the storm water detention. Joe recommends a public
utility & drainage easement (PU&DE) and Mike Cap would rather have an exclusive
municipal easement (ENE) to limit the public utilities to the front perimeter only.
Discussion was held and it was determined that all of Joe's recommendations would be

followed except directly under the detention basin area would be an ENE. A PU&DE
would surround the outside edges of the EME for at least a 10' width . This area will be
maintained as a separate parcel by the homeowners association. All cable utilities will be
in the back. The gas will be in the front ROW except where it conflicts with the City
utilities. Because of the PU&DE adjacent to the ROW, the easement language will be
revised to allow sidewalk in easements at the intersections if needed in the future.
It was recommended to leave the sanitary lines as shown on the plan. The next issue is
regarding testing of the manholes. Decision was made to eliminate the chimney seals and
do vacuum testing of the manholes.
The island in the eyebrow. The determination was made the island will remain. The
association will maintain the vegetation inside the island. There won't be any gutter and
there will be a 6" barrier curb.
Lighting was the next issue. The only issue was on John St. by the east dead-end. Move
the corner light, across the street to the NE corner. There was also an issue of
constructing a berm along the south edge of the property to shield the line of sight to Dr.
Davis' property. His property doesn't extend that far. No berm is required.
The B-boxes are shown in paved areas at the motor courts at this time, they need to be
inside larger valve boxes. Terry would like to see them popped up in the landscaped
areas. Joe has seen problems when they are too close to trees. The end ones and any that
are in a straight line from the connection can be in the landscaped area, all others will be in
the paved area with a 6" valve box over them. All will need to be checked prior to paving.
What type of numbering of the multi-family units is planned? Joe hasn't looked at it yet.
Each unit will have an individual address, no a,b,c's. Tony requested that there be a listing
at the entrance to the front of each group of buildings. Paul agreed.
There will be a sidewalk on both sides of Chestnut Circle and Lane. Joe asked for an
additional storm water inlet on John St. or possibly a double inlet structure allowing for
larger grate capacity. All agreed to change to a larger grate with a larger structure to
accommodate the larger grate.
Some grading issues in the motorport areas will be taken care of and resubmitted by Mike
Cap.

The next step for this issue is to revise this proposed final plan and submit to Plan
Commission on 12/9/98.
Mike Schoppe added that before Plan Commission the landscape and grading plans need
to be reviewed. Final plans need to be to Joe ASAP. He will get them to Mike Schoppe.
Letters of Credit also needed for construction guarantees. Three separate letters for Route
34, Sycamore (Unit 6), and POD 11 (Unit 5).
Joe explained that the plat & plan need to be resubmitted by 11/19 - 11/20. Mike Cap
says maybe by Thanksgiving. Jim explained that the comments need to be to Sandy by
12/1 for the packets for Plan Commission.
Mike Cap said they are still waiting for the landscape plans from Lannert. He will get the
grading plan to Mike Schoppe and Lannert. The landscape plan must be very specific on
the size, species, placement of trees and bushes for final approval to City Council that
conforms closely to previously submitted plan

Date: November 4, 1998
I have reviewed the proposed final plat and plan for Unit 5,and have the comments listed below. These
comments were forwarded to Nfike Cap on 10/30/98. Mike called me today and we discussed many of
these items. He is in agreement with all items except where noted.
Plat
Sheet 1:
• Add a list of lot areas.
• Please label the Point of Beginning as described in the legal description.
• Show 20'rear yard setback lines for Lots 14,and 25' rearyard setback lines for Lots 7-10. This is to
keep these buildings off the easements in these areas.
• Add a typical lot detail showing the sideyard setback lines.
• Add a typical lot detail showing typical easement locations. To be 15'frontyard, 5' sideyard,and 10'
rearyard unless noted otherwise(see below).
• Show 15'Public Utility&Drainage Easements(PU&DE)along the John and Sycamore frontages.
Show a 20'PU&DE along the rear of Lots 1-4 and a 25'PU&DE along the rear of Lots 7-10. Show
a PU&DE over the entire detention basin area.
• Show a 15'PU&DE along all interior street frontages. This is to get closer to our normal total of 86
feet total available width for a local residential street.
• Show a total of 40'PU&DE(20'each side)along the common lot lines of Lots 1-2,3-4,5-6,7-8,and
9-10.
• Show a total of 15'PU&DE(7.5'each side)along the common lot lines of Lots 12-13,
15-16, 15-17,and 16-17.
Regarding the items above that deal with easements,Mike Cap would like to refrain from granting
easements to Corn Ed,Ncor,etc. in areas addjacent to the ROW and in areas where city utilities are
proposed.
• Make the detention basin area a separate parcel, to be owned and maintained by the homeowner's
association.
Plan
Sheet 1:
• Reference the title to Unit 5
• In the Water notes, state that the typical watermain cover is 5.5 feet,with a minimum of 5.0 feet at
crossings.
• Change the city engineer's telephone number to 630-5534372.
• State that sanitary sewer must also be televised. Sanitary MH's are to be vacuum tested.
The old subdivision ordinance does not call for vacuum testing. They may be amenable to adding that
test,however.Need to discuss further.
Sheet 2:
• Please identify the lots with the numbering system shown on the plat.Also do this for Sheets 3,4,and
5.
• Show 25' chord or radii at all intersecting ROW lines. This would include the sharp corners at the
eyebrow cul-de-sac.
Mike Cap would like to cover this by revising the easement language.
• Eliminate the landscape island in the eyebrow cul-de-sac.
Mike Cap would like the landscape island to remain. There was no objection to it in previous
submittals.
• Show the building setback at their correct scaled positions.
• Show crossing sidewalk at the south Chestnut Lane/Circle intersection,at the eyebrow intersection,
at the Chestnut/John intersection, and at the Sequoia/Sycamore intersection.
Sheet 3:
• There is a statement on this sheet that says"Public Utility and Drainage Easement in all Motor Courts'.
Does this mean a blanket easement over all these lots except for the building envelopes?
• There needs to be a detail for existing San. MH S-0. Need to see cored connections and how the
bench will be modified to accommodate the new incoming sewers.
• Move San.MH S-8 out of the sidewalk.
• Revise the san. sewer layout at the eyebrow cul-de-sac. Have the sewer flow from MH
5-10 to MH S-7. Serve the cul-de-sac with a sewer from MH S-7 to the common lot line of Lots 21
and 22.
Mike Cap would like to leave the alignment as is. He is concerned that so many connections in too
short a distance of sewer will compromise the quality of sewer construction.This needs to be discussed
further at Planning Council.
• Revise the wateimain layout near Sycamore Road. Connect to the existing valve in box at Sycamore
and extend the main on the south side of Chestnut Lane to Chestnut Circle,then cross to the north side
of the street.
• The existing west-leg valve at the southeast corner of Chestnut&Sycamore is currently in a valve box
Since this valve will now be under pavement,it should be placed in a valve vault.
• Relocate V4 to a point about 50 feet north of V5.
• Relocate V8 to a point near the common lot line between Lots 21 and 22.
• Add a valve a Chestnut Lane near Sta.—7+85. This will allow the nearby motor court homes to have
water in the event of a main break on Chestnut Lane.
• Delete hydrants Hl, H2, H3, H4, H5, and Hl 1. To replace them, show hydrants at the following
locations:
Chestnut Lane Sta. Remarks Chestnut Circle Sta. Remarks
-2+45 @ end of radius -3+00 North of S-7
-5+00 4+40 @ fitting
-7+95 5' east of N-S walk
• Relocate SL5 to the midpoint of Lot 16.
• Add street fights on John Street at Sta. 0+00 and 5+00.
Station 0+00 is at the dead-end of John Street. mike Cap would like to move the fight at the
John/Chestnut intersection to the NE comer of that intersection to help illuminate this area.Needs to
be discussed at Planning Council.
Sheet 4:
• Please provide offsite elevations downstream of the pond outfall to demonstrate adequacy of the swale.
It appears that the outfall sewer and overflow structure should be moved west about 50 feet to line up
better with the swale.
• Add a set of curb drains on John Street near Sta. 5+50.
• There needs to be a berm along the south edge of the property to shield the line of sight.
Mike Cap would like to eliminate this berm. Dr.Davis' property doesn't extend this far east.
• Show proposed contour lines over all of Unit 5. This especially important in the motor court home
area,where city council has stipulated that at least 50%of those homes have grade-level entrances.
Mike Cap said that since Unit 5 is very flat,contour fines wouldn't offer much information He would
like to provide a"typical"grading plan for the motor court home area instead.
• Please send me the plan showing tributary areas to aid in the review of the storm sewer system.Also
send calculations for the pond outfall structure release rate.
• Add to the note about private storm sewers by saying that the detention basin will be owned and
maintained by the homeowners association.
Sheet 5:
• This is the general utility plan. It should be near the front of the plans, probably Sheet 2 or Sheet 3.
Renumber the other sheets accordingly.
• Make changes suggested for Sheets 2,3,and 4.
Sheet 9:
• Need a valve vault detail.
• Need a detail for water services. Since all of the motor court home B-Boxes will be in paved areas,all
of these B-Boxes should be inside larger valve boxes. Also need a detail for that type of service.
• Need a typical cross-section for John Street.
• Need a trench detail and valve box detail.
I haven't reviewed the Engineer's Estimate. Once the comments listed above are resolved,the estimate
will need to be revised. There also needs to be a detailed landscape plan,showing location, size, species,
etc. for all trees and bushes.The landscape plan should be made part of the final plans.The landscape plan
should also have a detail for the berm along the south edge of the property.
Please place this item on the Planning Council agenda for November 12, 1998. Someone representing the
