Dean Edmeier The Edmeier Group Tony Graff Chief of Police FOX HIGHLANDS Joe passed out a memo on Fox Highlands (Unit 1) - Plan Review, dated June 4, 1998. It was reviewed. He started with general comments stating we needed other agency approval. Comm Ed granted easement, but the City needs to send a check. There is a landscape plan. Joe received it from Rich Scheffrahn. It needs to be reviewed. Need highway permit from IDOT. It will be between the City and the State. IDOT has seen the plans and given tentative approval but we need something in writing from them approving it. Tony Graff has the highway plan. The only comment IDOT .-1- had was that the plans are done on a 50 scale and they'd like them done on a 20 scale. No left turn lane at Unit 1 entranceJoe went over the volume for the storm water detention pond. The final discharge numbers are good. Dean authorized work to begin today to get that field tile analysis done. Unit 1 plat was approved with the understanding that there would have to be some minor changes made due to easements. It will need to go back to Plan Commission and City Council for approval of changes. Sheet 2 Standard testing requirements. Need to talk to the EPA about forcemain testing. Should be a watermain type test. All watermain needs to have polyethelene encasement. Sheet 5 The air release valve was shown on earlier plans but deleted on these plans. Rich said it will be added to show again. Sheet 7 Rich Scheffrahn agreed they needed to take a closer look at the Wildwood Lift Station wet well and see if it is that is the best plan. Does the electrical service for the Wildwood lift station cross the new sewer line? J.T. stated he hadn't seen the new plans but that he knew it dropped off a pole and goes underground from there. This is something the underground utilities should show. Someone asked if it would show on the J.U.L.I.E.s. Joe hopes so. Sheet 14 & 15 Rich thought the additional set of curbline drainage structures along Muirfield Court had been done. He will make sure. The same thing on Hazeltine Crt. Need to have a hydrant at the deadend but looks like its trimmed off the plans. It is shown on another sheet. EPA will require a hydrant there. Edmeier's intention is to extend the watermain across the Comm Ed right-of-way. -2- Sheet 16 There will be four, 2 pairs of inlets on each side put in on Hazeltine Way due to the low lying area, but as part of the next unit per Rich S. Joe said yes it is part of the next phase. Sheet 17 & 18 Joe asked that Edmeier label the ponds for easier identification. Dean said they had added some more. Joe asked them to relabel each pond so they're identified. Sheet 18 There is this 4" PVC corrugated drain for the connection of the wetland drain pipe to the existing 12" culvert. There needs to be more detail showing this. Sheet 20 Edmeier is bringing in water and collecting it on the course. Dean explained the purpose of this. It is to provide moisture to the ground so that the wetlands will grow and maintain. Ground is low and water will naturally flow to it, they're just helping it along. The golf course will maintain this. Need more detail on drain pipe. What kind of material? Where it crosses City right-of-way it will dump the water into the road subgrade. Don't want it to spread the water out. Sheet 22 Discussion was held on protection around the lift station. It is located on the Comm Edd Right of Way 300' south of 126 off to the east of the eventual nature/pedestian trail. There will be an above ground generator and a control cabinet there. J.T. stated that there must be a fence around the generator. It was decided to have a 6' high chainlink fence with an 8' gate. Dean will take care of it. Sheet 24 The purpose and mechanics of gripper arms at hydrants were explained and will be added. -3- Sheet 25 There is no need for the frame details, they will be taken out. Discussion continued. For the future phase, need a detail for the watermain along Rt. 71. Is Roppolo in or out? There needs to be a second water source along Rt. 71 to Rt. 47, if Roppolo doesn't do it, Edmeier will need to. Completed now or at the end of Phase I? What mechanism? Unit I is serviced from a single source. This loop is required and must be completed at Phase 2, if Roppolo hasn't done it from the south within a time limit of the beginning of Phase 2 or x number of years whichever comes first. A point of clarification. The Phase I final plat was approved through City Council. Do the changes of easements widths and different easement location need additional City Council approval? J.T. stated he thought it was an engineering decision and did not require additional approval because the number of units, lot size, or houses did not change at all. Granting easement does not require anything. Will double check with Dan. Regarding our verbal deal with Comm Ed about our trail. The proposed terms need to go to Jim. Rich S. asked about timing of putting down the asphalt. Dean stated after the street is extended across the right of way in Phase 2 after the sewer is put in. Then he will grade it with flat gravel and put asphalt down on his site suitable for a cart path. After we get across the right of way we need to design something along where the bike path meets the street. He has a couple of different concepts that he's seen in other towns. Need to keep motorized vehicles off of it, but allow emergency access. Tony stated they don't need to worry about emergency access. Some type of barrier or what? Not a permanent one. How can the secondary entrance problem that we have experienced with Fox Hill be avoided with this development? Secondary entrance is a Phase 2 plan and will tie them all together. There will be a Townhome association and a single family home association. The townhome product has been turned in 4-3-2 Units, with shared driveways, some courtyard areas sharing a common area. Most are open areas. Plowing will -4- probably be contracted to the City. If everything goes as planned Dean will start the course before starting Phase I. Have 30 days left for the wetland permit. Two weeks left for the EPA but Joe is pretty squared away for the EPA. Tony asked because the dirt is an attractive nuisance for dirtbikes. Dean said it will have an attractive fence around it. He wants to create a natural border around it. Earth work can begin anytime providing there is erosion control. Just no footings or foundations. We will begin clearing the land for the course in June. Joe asked if the Fire Department will be putting in a driveway in the fall. Mike said they should be going in in another month. Need to get in the forcemain. Can't make it operational with out EPA permits. Ralph asked if the first area that is going to be served by the EPA permits is already being serviced by the sanitary district? Yes. When is the City going to get the money we talked about? Dean said when the system is operational not the approval of the final plat. Dean said he would give a significant part of the money when they start construction, sometime before August. Ralph confirmed the landscape plan is approved. Yes by City Council. Staple to the back of this plan. Jim addressed the trees that are to be saved. Joe stated they are marked on the plans. But the issue is how to protect them. During construction Edmeier will use a plastic fence to protect them. In Phase I, the plan is to get the main public roadway in to secure the trees and then to thin out the heaviest concentration to use on the course. The ones that are 2-3" trunks will be spaded and moved to the course. They will move around the bigger ones. These are identified on the plat. Will create a type of nursery to protect and save the trees. The letter of credit will cover new things coming in but if a tree that they plant today dies, it dies. Dean said except for his word. Where is the final plat? It was approved at City Council but is not signed or recorded. Bonding, sewer permits need to come in. The City needs to sign the EPA Permits. Someone will get them to us. Any confusion between Muirfield Drive and Muirfield Court? Discussion was held. -5- Determined to leave it alone as Muirfield Drive and Muirfield Court. Dean hates Scouset Drive, wants to change it to St Joseph. Checked if we have one already in City or County. None. It would be ok. Mike H. said the problems in locating an address doesn't come in street name but in address location on the building. That's a real problem. Tony asked about a copy of the convenants. Dean said Jim had a copy. Holly to check in the file.
