TIMBERTON PRESERVE DEVELOPMENT
Wywrot stated this is a proposed unincorporated development on Van Emmon East of Yorkville
near Route #71, almost 1 1/2 miles out of Yorkville's city limits. They are proposing estate type
lots, seven lots on 14 acres with many steep grades in areas. There will be well and septic and the
City has no water and sewer close to them, and won't have for several years.
I have some questions about access. The development has two private, common drives. Perhaps
this should loop. Regarding the roads we would like to see them built to City standards, not with
curb and gutter, but standard width, and allow the appropriate right-of-way along Van Emmon
which is 80 feet. Easements on lots 1 - 7 should be in place also.
Wywrot stated his other comments were environmental issues. They did make application to the
Illinois Conservation Department. They should get a land use report from SCS, now the NCRS.
We should ask for extensive soil and erosion control plan to be developed and enforced, as there
are a lot of steep grades in areas. They have a covenant that says they are going to try to contain
items of this nature, but the building envelopes are not well defined.. They should have a plan for
erosion and soil control. Additionally, they should ask to have Army Corp. of Engineers sign off
to be sure there are no endangered species, and perched wetlands and things of that nature.
Hitzemann stated that Kendall County was working on a standard for common private drives, and
is not sure how close it is to the City's street standard, but the Fire Department would be happy if
they met the County's new standard. Wywrot asked who they should contact at the County level
on this. Hitzemann stated Fran Klaas would be familiar with it. It would be nice for them to meet
the new standard and not the existing ones. Wywrot asked if the County has a current street
standard. Hitzemann stated he didn't know.
Wywrot stated that in regard to storm water, this is heavily wooded and a very low density, and
he doesn't feel that a formal storm water plan is necessary. Glick asked if they were submitting an
elevation plan or anything regarding preservation. Wywrot stated that anything outside the

envelope is protected only by the covenant, and outside the envelope it doesn't say how that
envelope is going to be enforced. Glick stated they need drainage and things like that. Wywrot
stated that could be incorporated with erosion control.
Dettmer asked if they would be meeting our 18' fire lane requirement. Wywrot stated that since
they are requesting rezoning the County could ask for this. Dettmer stated their wells and septic
fields could be worrisome as he is seeing a lot of contamination in other areas where he works.
Wywrot stated these are estate lot size lots, and Kendall County will do a percolation test.
Dettmer stated we should be looking at the water table. Wywrot asked for any additional
comments and then stated he would contact Fran Klaas and speak to Nanninga about sending this
to other committees.
FOX HILL -PLAN FOR EXTENSION OF SYCAMORE ROAD NORTH TO RTE#34
We have a set of plans for Sycamore Road leading to Unit 5, Pod 11. We had previously asked
Paul Dresden to add a second point of access with Unit 5, as everything currently goes out on
Diehl Farm Road. There are a few things missing.
Plat has not been delivered, so they will need to come back to another Planning Council meeting.
The construction cost needs to be estimated in order to establish the letter of credit.
The watermain depth should be 5 1/2' and I have asked for that 6" increase just to create a
cushion for them, in case of any fractional errors, and they have agreed to this on previous plans.
The sanitary manhole lids have a gasket with ribs to keep the water out.
Street signs need to be corrected to meet changed color requirement of white on a green
background. MOT knocked out the bench mark when doing the work on the signal at Eldamain,
so a new one needs to be put in. They have a watermain showing and they will need to put a
hydrant at the dead-end.
They have another set of plans for along Route#34 and they need to dedicate a public utility
easement off this corner. That will put the watermain out of the way of the traffic signal. At the
other places it could go in the parkway. They also show a watermain stub going here, and they
also have a watermain going off the east end of Unit 3. We don't know how this pod is going to
develop, but at minimum they should design something to show some connection, even if this is
not completed now, it at least should show some connection for future. Should have a temporary
hydrant off stub at the dead-end, and this will also serve as a marker for where the watermain is
located. Johnson stated they have been flushing every two weeks. Wywrot stated that all the
storm water in pod 1, 2 and 3 is being handled by wet pond in Unit 5. They don't need any
additional, they just need to get the water to the pond. Dettmer asked if the water supply of 8"
size would be adequate. Wywrot stated this should be adequate. This should be 12" for
Sycamore Road, and 16" on John St.

Storm sewer shown as 27" HDPE is acceptable,but is probably not available at 27" as it comes
at 6" increments in HDPE unless concrete or 30". The manholes in this drawing have no structure
table or anything that says what diameter they should be. This should be identified as being at
least a 5' diameter.
The sanitary sewer is shown connecting from the existing stub across to the northwest corner of
John and Sycamore, and that is being shown extending up to here. This is fine, but I think they
should consider putting a stub across to Pod 1, before this Sycamore Road is built because the
sanitary sewer on John Street is to the south and here is the west. You would have to have an
open cut to one of these roads. When the road develops it should stub out from here.
Currently the park is not platted. The park is not identified, so they will have to identify this when
the plat is dedicated. Johnson stated that per the annexation agreement they must dedicate it as a
City Park at the time of committing to a Pod. With residential there will be a need for the park.
Dettmer asked the size of the park. Wywrot stated it is about 4 acres.
Wywrot stated that in Unit 5, they need to add a street light mid block between the two on
Sycamore and John. In regard to the roadway width. I've checked the old ordinance, and
previous units in Fox Hill, everything says 36'but something is off unless they plan on making it
40 feet. They need to clarify what is correct. Dettmer asked if this road was a collector road.
Wywrot stated the new ordinance would make that 39', so this should be resolved. Also the
double centered curve is shown per IDOT. Radii at Sycamore/John scales at 20' and it should be
25' minimum for wider turning vehicles. They also show a tapering on northbound Sycamore and
their dimensions look like the plan should be revised to fix placement. Also trench detail, & curb
detail.
Wywrot stated that Glick should look at the Diehl Farm Road median detail. Johnson asked if
this would be like what they have out there. Wywrot stated he thought cobblestone would work,
this is a tough place for plants with salt, plowing snow, etc. Glick stated he would look at the old
file and see what was done before.
Wywrot stated the pavement cross section shows 3" asphalt and 10" of stone, this should be 12".
We need a landscape plan for the park. The route#34 improvements are a separate plan. Once
IDOT warrants analysis, if warranted the City will have to install the remainder of traffic signal.
Johnson stated regarding the watermain, once we have an actual loop in that area everything will
be OK, but until then everything is a dead-end. Hitzemann asked if the chlorine is eaten up before
it gets there. Johnson stated no, that there just isn't enough usage, so they just have to flush
every two weeks. This wastes 100,000 gallons of water to flush.
