Johnson Michael Hitzemann Bob Williams Ralph Pfister Tim Fairfield SUNFLOWER ESTATES Wywrot stated that he has done one review recently on Unit 1, Phase 1, and there didn't appear to be any items of contention. Wywrot asked John Spenader if he has had an opportunity to go over that review. Spenader stated that the traffic study is done and he will submit a copy. He has already submitted the storm water report. Regarding the final plat he will check and see where Olsen stands on that. He has also brought a landscape plan. Fronting on Greenbriar, regarding the curb at 30 feet. Wywrot stated standard is 40 feet. Spenader stated that they are looking for Phase 1 approval as they want to start moving dirt, and asked what more they have to do. Wywrot stated that on item 15 -Walsh street should be Walsh Drive. The City doesn't want so many Walshs. Hitzemann stated that for the BKFD having the same street coming out on 2 roads makes it confusing, but with their CAD it shouldn't be a big problem. Wywrot stated that the detention basin appears to be hedging onto the parkway, asking if it was a wet area. Spenader stated it was wet. Wywrot stated that regarding erosion control, item#5 needs to be completed. Needs detail on silt, something for straw bales. Spenader stated this was an error caused by the plotter equipment. Wywrot stated the other erosion control appears to peter-out and it should be noted that it does continue. Next, you have the watermain shown as 12". Take out the drive entrance. The sanitary sewers need review as there are a lot of missing links, and noted that they could make it shallower, but Phase 2 and 3 are dependent on Phase 1. Some of this is not to scale and some are messed up. Page 2 -Planning Council Meeting Minutes - September 11, 1997 Check invert elevation, some elevations are incorrect. Spenader wants to be sure they can go under the footings on both sides of the street. Do a thorough review on this to make sure the numbers work. Wywrot stated he would review to be sure it is as shallow as possible. It also appears there are some errors at Walsh and Aster. Number 41, is the gravity sewer out to the out lot. I think you would want to build that sewer as part of Unit One, as it is a heavy line, so move it to your plan& profile for unit 1. On item 42, the water valve vault needs to be moved. Wywrot stated that on sheet 17, regarding item#52, the ordinance calls for a de-silting basin. We also need calculations to determine fill time. The ordinance calls for it. Wywrot stated that item#55 shows 15" and a 24" detention was submitted. Refers to it as 15" down stream, but shows it as a 24" This needs to be checked by Spenader. Wywrot stated on Item#56 - The existing field tiles that wind through site need a 2' inlet over tile. Nanninga stated they don't like those open inlets because they let brush and debris into field tile. Wywrot asked about a riser. Spenader stated that was OK. Wywrot stated on item#57 that high water level of the pond is 686 and the contour line is 686 all the way out into the street. Wywrot stated they need to keep it on the pond side or make the basin a little larger at the south end. Item#63, regarding the wet pond that is going in down here, the out fall for that pond shows a generalized flow which we assume is going into this basin. Wywrot stated the City wants the normal over land flow off of the park site route to be re-routed. Spenader asked shall we run it into the pond? Wywrot stated that was an option, asking how would that impact. Spenader stated small orifices, plates for Phase 1, then make it larger for Phase 2. Wywrot stated that on item 58 the park site, this doesn't propose grade changes, but there are some grade changes that need to be shown. Item 59B has to do with the extension of Greenbriar Road. Drainage arrows show the elevation of Greenbriar Road grading incorrectly as there is a low spot. On item 59C there are some conflicts between storm sewer and watermains. Spenader stated they will show this in profile. Wywrot stated that item 59D has two sets of structures with both passing flows through them. It is not a good idea to pass line through structures like this. It makes sense not to have something like this. It serves all of unit 1 and some of unit 3, and there is a lot of water going through curb drains and then to pond. Wywrot stated we will go back and look at this issue again. Wywrot stated that his f ' Page 3 -Planning Council Meeting Minutes - September 11, 1997 interpretation is different than Spenader's. Spenader stated his interpretation of the ordinance as being the last structure before the end to be sump. Wywrot stated that regarding items 5E& F he suggests a change of alignments. Flow all through there. Spenader stated there are several differences if you look at the profile on Columbine. Wywrot stated he still had a problem with the angle crossing of the sanitary sewer, it would be nice to take it out to a manhole and then out. Review this item. Wywrot stated you have your structure table here, you should designate that this is a manhole and this is a catch basin and so on. Spenader said they were all inlets. Wywrot stated even the manholes are inlets. Spenader stated that the manholes aren't inlets. Wywrot stated manholes should be a minimum of 5' diameter, and they need to look at the depth of inlets when they consider the diameter. Item#60 the top foundation elevations. Double check those three as they seem somewhat high to me. Lots 2, 3 and 67 look real steep. Wywrot stated regarding the detail sheets, you need to clean up the water service detail and list here in the plan the City standard for courts and curb stops. On sheet 23, we don't want "City of Yorkville tapped into the storm manhole", as it is printed here. Also this should call for a 3 foot diameter structure. You do call for 3 ft. don't you? That is the IDOT Standard designation, a 3 foot diameter. Wywrot stated in regard to the curtain wall detail, you have to change some of these dimensions to conform to ordinance. Change dimensioning- do calculations instead of formula. Wywrot stated that item 74-C the streetlight detail doesn't comply to the subdivision ordinance. Greenbriar was approved based on a mix of old and new ordinances. This part of Greenbriar Road should match the other part of Greenbriar Road. Wywrot stated the roadway thickness needs to be corrected at the end. Spenader stated yes, there are two details, one for Walsh Drive north of Walsh Circle and 1 for the other internal streets depending on traffic study. They anticipate only changing the thickness. Wywrot stated the dead-end of Greenbriar Road needs a watermain. There also needs to be end of pavement markers put in at the end of the road with a series of 3 reflectors. These just need to be moved. Also there needs to be temporary turn around at the end for plows, etc. Spenader stated that this would deteriorate if it is not being used. Johnson stated it belongs to the City after a year. Nanninga stated there has to be a "T" turnaround, and while it is a throw-away, that is to be expected when you phase the development. Wywrot stated the "T" should extend beyond the last homeowner, and this would put it past the boundary, and off site. Nanninga stated that due to ordinance we cannot enforce the off-site easement. Spenader stated they could re-plat with an extra 30 feet of R.O.W. Wywrot agreed that would be best. Nanninga asked about trees in the parkway. Wywrot stated there are some. Spenader stated there are some berms. Nanninga asked if this will be left to the individual builders. Wywrot stated that because of the plat issues there needs to be a homeowners association regarding the pond, etc. 1 ' Page 4 -Planning Council Meeting Minutes - September 11, 1997 Wywrot stated that in regard to lot numbering, the park should have lot numbers or A,B,C to identify them. This is true of all common areas. Johnson stated that for the purpose of taxes it is easier for the County and all concerned to have lot numbers with a continuation of numbers from phase 1, into phase 2, etc. Nanninga asked what the timing is. Spenader stated it should be fast. Wywrot stated that the Plat needs to come back to Plan Council on 9/25/97, but the plan doesn't, but we need it by 9/19 for review with homeowners documents. Then it can go to Plan Commission in October. Wywrot asked if it needs to be re-zoned before Plan Commission. Nanninga stated that according to Kramer they can have dual zoning, then they just have to pick one or the other, but we will double check that. Plan Commission which is 10/8 may change to 10/1. Then it can go to Economic Development which is 10/21. WHITE OAK-UNIT 4 Wywrot stated there are three issues. His comment#1 from 9/2/97 states that instead of rounding of the R.O.W., they should have a dedicated sidewalk easement. Item#2 is the easement for sidewalk on lot#86. They agree to dedicated easement. We will pick the position, on the south side of the lot. For reference: The use of the words "tree conservation" or "tree preservation" should be one or the other, not intermittent use of both. Wywrot stated the letter-of-credit is for sidewalk on 1 side. Everything is 5 feet, but the letter-of-credit covers only 4 feet. There is no nature trail in unit 4. He has sent comments to Mike Mueller by has not received a response. Johnson stated that builders could be required to put in sidewalk on both sides of the street. Nanninga stated that is a legal issue. Johnson stated that these builders here know they need sidewalk on both sides. Nanninga stated this issue will come back to Planning Council on September 25th, and we will ask them to be here. This plat has already been through one review. The following items remain to be done: 1. There needs to be sidewalk easement designated across the front corners of Lots 71, 83, 84, 87, 91, and 96, and also along the south side of Lot 86. 2. The sideyard easement along the south side of Lot 86 should be 15 feet wide. This is to accommodate utilities and also possible sidewalk to a future subdivision to the west. This sidewalk easement is called for in the annexation agreement. 3. The Tree Conservation Easement needs to use consistent language. In some places it is called a conservation easement, and in other places it is called a preservation easement. I have also checked the engineer's estimate of construction cost, and have made sent some comments to CEMCON. The engineer's estimate as submitted covers 4'wide sidewalk on both sides of the street. It does not cover parkway trees or parkway topsoil and grass. We need to discuss whether we it to cover sidewalk on both sides, the width of walk, and whether it should cover the landscape items. Comment numbering conforms to my previous review letter of 8/6/97. I realize that some of these comments refer to changes in Phases 2 and 3 or items that you are not handling,but I'm repeating them so we don't loose track of them. General 1. We need the following items to complete the review: a. Traffic study b. Detention calculations- Submit volume worksheets on 2 yr. and 25 yr. events and pond routings that generate HWL elevations for 2, 25, and 100 year events. Also need"C" factor calculations for ROW area. c. Storm sewer routing calculations. Need drainage area overlay showing tributary areas to individual structures. e. Final plat f. Engineer's estimate(once all revisions have been made) 2. We need a plat of survey to be an exhibit to the re-zoning ordinance. 3. All curb radii at intersections shall be 30'minimum except for the first block of Walsh Drive north of R01, which shall be 40' minimum. Please place a few"typical"notes throughout the P/P sheets. Sheet l 5. Where is BM#2 located? Sheet 2 9. Note 39-Revise 1st sanitary test to say"mandrel'instead of"manhole". Sheet 3 ` 13. Need to show correct alignment of existing watermain along Route 47. 14. Need more detail on the watermain loop on Route 71. 15. The roadway name from Greenbriar Road to Route 71 should be Walsh Drive. 16. Show the following as separate parcels where they are shown throughout the plans: a. Detention basin b. Park site 18. Consider the following changes in hydrant locations: j. NE comer Lot 89 19. Add hydrants at 300 foot maximum spacing along Rt.71. 20. Consider adding an 8" watermain stub on Walsh Drive, ending at a hydrant, to the 7.95 acre parcel at the SW corner of the site. Sheet 4 24. Add a street light at Walsh/Rt.71 intersection. Sheets 5-9 27. These erosion control sheets need to be completed. Add details and notes for straw bales and silt fence. Show silt fence along Greenbriar Rd. and the downstream perimeter of Phase 1. Sheet 10 30. The existing watermain extending into Greenbriar is 10" diameter. 32. Label watermain sizes in Phases 2 and 3. 35. Delete note about depressed curb at park. This was discussed and dismissed at the last Planning Council meeting. 38. The sanitary sewer through-out the subdivision appears to be deeper than necessary. It should be possible to make it shallower by revising slopes and/or adding drop manholes at certain locations. The profile is not shown properly to scale at some locations. Spot checks of slopes, elevations, lengths and corresponding data on plan vs. profile revealed discrepancies. Missing data at some spots. Sheet 11 39. Stub out an 8" sanitary sewer between Lots 48-49 to the 7.95 acre commercial site on ROL 40. Show 12" watermain extending to Lot 101, then south on Walsh Drive. An 8" watermain would continue onto Walsh Circle. Sheet 12 - 41. Need offsite sanitary sewer P/P for sections along Lot 18-19 and Lot 25-26. 42. Move Valve Vault @ SE corner Lot 18 to avoid proposed san. sewer. 43. Consider revising watermain alignment near Lot 89. Cross Walsh Circle near Sta.11+60,then follow curve in ROW southward. Sheet 13 45. Need offsite sanitary sewer P/P for section along Lot 42-43. Sheet 14 47. Valve vaults @ Walsh/Rt.71 intersection can be 5' dia. Sheet 17 52. Pond needs to have a de-silting basin below the normal pond bottom elevation near FES No.31. Submit calculations to determine it's volume and length of time between dredging. 54. Show location of curtain wall. 55. Show existing 15" and 24" storm sewers that you're connecting to on Greenbriar Road. 56. Place a 2'inlet at the end of the existing field tile downstream of pond. This will serve for maintenance access and as a marker. 57. Pond HWL extends onto Walsh Drive ROW,which is not acceptable. 58. Need greater detail on grading along west and south sides of park area. If Pond 1 discharges to Pond 2 via a ditch, that area cannot be treated as Park land donation. Corner elevations for Lots 59 & 60 indicate that grading changes are needed for about the southern 1/3 of the park. 59a.Show roadway stationing on grading'plans(all sheets). 59b.Need storm sewer at NW& SW corners Walsh/Greenbriar. 59c.Several water/storm crossings seem to indicate a conflict. Please check. 59d.Revise layout @ Structures 28-29 and 24-25. No pass-through flows here. 59e.Need double structure @ SE corner Walsh Drive/Walsh Circle. Revise layout for intersection. 59f. Walsh Circle/Columbine intersection: Slide structures 10 & 11 towards the mid-point of the radius to better drain low spots. Need double structure on SE corner and single structure on SW corner. Keep storm sewer between Structures 11 &12 in parkway to avoid skewed crossing of sanitary sewer. 599.Structure table: Designate which structures are Inlet Ty A, CB Ty A, CB Ty D, CD Ty A, and manholes. All MH's to be minimum 5' dia. For shallow backyard manholes, place Ty 1 frame instead of Ty 8 to improve aesthetics. Check downstream pipe sizes for Structures 12 & 33. Also consider depth of structure when determining diameter. 60. Double-check T/F elevations. T/F elevations for Lots 2,3, and 67 seem high. Sheets 18-21 61. These grading plan sheets need to be completed. Sheet No.22 69. Water service detail -Use Minneapolis curb stop and service box. Curb Stop to have flare fittings, and be AY-McDonald No.6104 or Mueller 15154. Sheet 23 70. "City of Yorkville"to be cast into lids of storm manholes. 71. Need detail for CB, Ty D. 72. Need detention calcs. to verify design of outlet control structure. 72a. Revise curtain wall detail to conform to ordinance. Dimension wall length. Sheet 24 73. Need landscape plan for detention basin, park, entryway, and berms. 74. Need the following details: a. Berms b. Parkway tree location on/adjacent to residential lots. c. Revise street light detail to conform to ordinance. Add note specifying cable. d. Revise cross-section for Walsh Drive(1st block N. of Rt.71). Change geotextile spec. to Amoco 4551 or approved equal. Show ROW width to vary. e. Revise cross-section for Greenbriar Road. Show sidewalk. Show collector road pavement section. - f. Revise cross-section for Walsh Drive (Sta. 0+00 to 19+50) and internal roads. Change geotextile spec as in 74d. The pavement section is OK for local internal roads,but Walsh Drive itself will probably need a collector road section(but leave width at 31'). 75. Need landscape plan for parkway trees(location of different species). 76. Show temporary turn-around at dead-end of Greenbriar Road. Also show end of pavement markers at this location. Show watermain extension along Greenbriar. Revise"Greenbriar Way"to"Walsh Drive" These plans will be reviewed at the 9/11/97 Planning Council meeting.
