Plan Council Minutes 1997 08-14-97 UNITED CITY OF YORKVILLE Committee Minutes -Planning Council Date of Meeting: August 14, 1997 Location: 111 W. Fox Street Time Convened: 9:45 am Time Adjourned: 10:40 am Attendees: Jim Nanninga Jim East Joe Wywrot Chris Glick Bill Dettmer J.T. Johnson Matt Fiascone John Schumacher Tim Fairfield John Spenader Jim East Tony Graff(arrived at 9:45 am) AUTO NATION Matt Fiascone stated that Auto Nation is a new and used car dealer with 6 stores in the Chicago area. The regional reconditioning and distribution center is where all the cars would be brought for servicing prior to being transported to various dealerships around the area. They all are late model cars and would have a service warranty. They are interested in building a 175,000 square foot building on a 30 acre site. Aside from the building the balance of the site would be utilized for storage of the cars for this regional reconditioning center. The east side of the site would be a test track, and this does require an EPA permit for special aspects. Auto Nation would handle all of this, and will be coming in here separately to discuss those items. Inland is here strictly for the public improvements that they have to pfovide to Auto Nation such as road access, water supply, storm water management, and sanitary sewer. Regarding the sanitary sewer, Auto Nation is aware of the pre-treatment. Inland's obligation is to get a line to the edge of their site for them to work from, and they stated they would discuss this separately with YBSD. They will have a fully enclosed paint booth and are equipped with an emission system. They are top of the line, and have the latest technology. This will be a 10 million dollar facility when done. John Schumacher has already met with Joe Wywrot and Jim Nanninga on preliminaries. This will be fast as they would like to be operational in 12 months. There will be a benefit to the public here, as they will have 2 shifts operating and will be employing 200 per shift. They anticipate 20 deliveries in and out per day. ROADS. We have already commissioned recounts with IDOT for F.E. Wheaton and will work with IDOT for the Rt. 47 improvements. For interior roads we anticipate a service road to this site being built to the same standards as the road identified as Wheaton Ave. Chief Graff and the Public Safety Committee have expressed concerns for additional access. Inland has been working with IDOT and the City, and there has always been consideration for right in-right out access for Page 2 Planning Council Committee Meeting - August 14, 1997 the future. What they are considering for emergency access is to do a temporary easement along the north boundary. The Annexation Agreement prohibits industrial access from Corneils Rd. They would work out a tie into the road to F.E. Wheaton for access to route 47 as a temporary access. When this site develops then a permanent road would put in. Since the road sits closer to route 47, the secondary road should come out to route 47. STORM WATER. They would design to go to the southwest area as it is low point on the site. The drainage district goes through the area. They want to minimize amount of pipe so may want to do a detention area. Inland will look to City for direction on how to handle this. WATER SUPPLY. They will need about 25,000 gallons per day for use. The annexation agreement requires a 50/50 split for the tower. If a tower is required the City must find a way to fund their share. Hopefully there is adequate water here, but if not we may need a stop gap measure like a booster pump or a temporary storage tank, but that expense would have to be worked out as that is a significant cost. SANITARY. The only issue with sanitary is that we know we will need a lift station to serve this site. The only question is how big to design the lift station, what future purposes are we trying to address, and the location of the lift station. Inland is working toward keeping the site flexible. Fiascone stated he is looking for input on all these items. Wywrot stated that in regard to a sanitary sewer lift station that would have to be temporary with a long term plan to put in an interceptor. The next step is to decide how large, how much area does this need to accommodate. Then there is the question of a prefabricated system or wet well stations. Schumacher states that a prefabricated lift station is complete steel& is welded. A wet and dry well drops in, and is bolted to concrete and can have a submersible pump. A wet well is steel or you can get it in fiberglass that is fabricated in place and is just dropped in the ground. Pfister asked if controls are inside, and if so, is it a confined space, or are they on top? Schumacher stated he thought it was a different compartment and they would get information to Wywrot. Fiascone stated he was concerned with the area they are serving, they want to minimize the amount that will be thrown away. Johnson stated his staff has to go down in these areas and he wants to see what it will be. His men take the risk and he is concerned about the safety. Pfister asked if this would be maintained by the developer. Wywrot stated it is a public service. Johnson stated it is the only sewer available. Nanninga stated it might be a good idea to think about recapture with a tie in to Undesser. Fiascone stated that Schumacher will get the information they want. Wywrot asked about the roadway being built to the new standards. Johnson questioned the access road for fire and PD equipment being only gravel, as it can't be plowed if gravel, but he has no problem if the City doesn't maintain it. Fiascone stated they can get a private contractor for Page 3 Planning Council Committee Meeting- August 14, 1997 that. Dettmer stated that the building code will require that it be paved, as it is part of the BOCA code if it is for fire and PD. Building setback is 20' from property line and fire lane for firefighter access is 18 ft. For fire fighting it must be paved. Wywrot stated that eventually they do want a loop for water up at this end of town as it is a dead end now. Fiascone stated the agreement with F.E. Wheaton is for 100 P.E. Nanninga stated they have a meeting on Friday in that regard. The City is on the hook for half of that too. Wywrot stated the construction of the tower would not impact that. Johnson asked if this road was going to be a throwaway. Fiascone stated he felt it might end up as a parking lot. Dettmer stated this road had to have a hard surface capable of carrying trucks and equipment. Pfister asked about the requirements for Fox Hill. Johnson stated that they had no construction equipment going in there and it was a temporary measure to start Phase 2. Dettmer stated this is commercial and the approach to that is different in the BOCA code. Wywrot stated that in regard to storm water, they needed to meet with the Corp. of Engineers, but he expected that this site would have a regional pond rather than a lot of small ponds. Fiascone stated yes, to serve the whole area. Nanninga asked if their meeting had addressed the turn around/cul de sac. Wywrot stated no. Fiascone stated they would get updated counts and work form there. Wywrot stated we would not be talking about Wheaton Avenue here, but he would like to look at the zoning. Fiascone stated there is some zoned R-2 in here, but this is M-1 and can be changed in 4 1/2 years. Nanninga stated this makes it difficult for future residential on that part. Graff stated this is calling for razor type fencing, what does our code say about this. Dettmer stated we may have to do something. Fiascone stated this will be straight barbed wire. They have 1200 cars, a couple of vandals can do a lot of damage. The site will be manned and equipped with video. Graff stated that you can eliminate a lot of vandalism if it is manned and has good lighting. Fiascone stated Inland is only handling improvements to the site, water, sewer, storm and roads. They will be in here on their own if there is barbed wire, variances and those kind of issues. Inland will handle platting. Nanninga stated this will need to go to Planning Commission. Fiascone stated they would meet Friday to go over water supply issues and hope to resolve how to handle that. John Schumacher will send information on the lift station to Joe and J.T., we will look at the cul de sac issue, will do calculations on storm water and will work on where to locate the detention. Page 4 Planning Council Committee Meeting- August 14, 1997 Glick asked how compatible this will be the adjacent residential. Fiascone stated it would require berming and it is possible that the residential would change to industrial, we will have to deal with that. IDOT. Fiascone stated Inland would contact IDOT. Improvements to Route 47 would be paid by developer with some recapture. Nanninga stated this should come back to Plan Council in two weeks in order to get it to next Plan Commission. SUNFLOWER ESTATES Wywrot stated we have the proposed final site plan for Sunflower Estates, and he has reviewed it and sent a 10 point review letter to John Spenader. We can go through this item by item or just hit the high points. Spenader stated there are no issues on the list that they have a big problem with. There is no fundamental change to the design. The only exception may be the traffic study as that might play into the radius. He will provide a copy of the memo in regard to the geometry being in compliance. Gary Pike has told Spenader that there will be a project built on the south side of Route 71. Nanninga stated there was another group interested but it was vague. Spenader stated that to get their landscape to come down to route 71, they have to fill and will have a 3 to 1 site slope. They are working to get a 2 to 1. Gary Pike says it is not a problem. Spenader stated that the 12" water main could be put on either the north or south side of 71, that getting easement for either was not a problem. There will be a recapture, but that is not a phase 1 issue. Wywrot asked if there was a preference of location. Spenader stated that is the only item that would change the design to any extent in how they deal with the entrance to 71 and how they extend utilities in that direction. Spenader stated Wywrot had asked that they show a sidewalk where they connect to Greenbriar, and this is not a problem. His men are busy making changes to meet Wywrot's review issues. They have no problem with any of this. Wywrot stated most items are minor. But, we did talk about spelling out sanitary sewer to this site. Spenader stated they hadn't thought about that, but they had provided a stub to this lot. Graff asked where the sidewalk was going from Greenbriar to the south of town. Fiascone stated they own up to A&R. so it will go to there. Spenader stated that they owe the City a rezoning plat for each of the three phases. Page 5 Planning Council Committee Meeting- August 14, 1997 Spenader stated in regard to lining or not lining the pond, they would show the lining on the revision. Wywrot asked when they would have a second submittal. Spenader stated probably in a week. Wywrot stated then they could come to next meeting of Planning Council. Spenader stated they would smother Phase 1 with detention. They will shallow it up where it is 10' or 11' deep. Wywrot stated there are some opportunities here to drop manholes and use shallower slopes. Spenader stated drop manholes would work for them. Spenader stated that there was analysis only regarding Phase 2 and 3. Wywrot stated that there was some question about side lot lines. Graff stated that the lot lines and lot sizes need to be looked at. Dettmer stated he needs something on lot size and measurements for final approval as it must meet zoning requirements. Graff asked for a landscape plan. Also it should specify who will plant trees, the developer or owner. Dettmer stated there should be a schedule of when and where the trees should go in. Spenader asked about requirements for parking for parks. Wywrot stated he wasn't sure about that, but since the park will be expanded in the future and have a large usage it might be a good idea. The Park Board does like to see water to the park for drinking fountains. Graff asked if Walsh Drive will continue to be the same width. Wywrot stated that a traffic study will determine the width. Graff stated that Greenbriar Road will be a collector road and will be extended to Fox Road, and will this have an effect on Walsh Drive. Wywrot stated that Walsh should not be a major collector. Spenader stated a traffic study is looking at 1300 vehicles per day. This will be given to Wywrot. Nanninga stated to recap the meeting: a zoning analysis needs to be given to Dettmer, and a landscaping plan to The Lannert Group.
