Plan Council Minutes 1997 02-06-97 UNITED CITY OF YORKVILLE Committee Minutes -Planning Council Date of Meeting: February 6, 1997 Location: 111 W. Fox Street Time Convened: 9:30 am Time Adjourned: 10:30 am Attendees: Jim Nanninga Ralph Pfister Joe Wywrot Tim Fairfield Terry Skinner John Schumacher W.A. Dettmer J.T. Johnson Jeff Palmquist Harold A. Martin EDMEIER GROUP -Fox Highlands Final Plat, Unit I Nanninga stated that Edmeier was here with their Final Plat, First Unit. We realize you want to keep moving. Schumacher stated that this is Phase I, located west of ComEd Right-of-way. It conformed with what has been previously given, all duplex units and single family units. There has been little or no deviation from the preliminary plat. This is the first of 5 phases. Phase II will include the Golf Course. They are currently working on final engineering for the entire site, and will include development of regional South Sewer in engineering. Nanninga asked Wywrot to address City needs. Wywrot stated there are a few thing the City needs. Input from IDOT for Route #71, and approval of intersections. City also needs to see final plan to confirm utility placement and easements on public and private roads. Schumacher stated they would submit comments with final engineering. Nanninga asked when Wywrot will see revised. Wywrot stated that preliminary was more in depth than normal so a lot of that work has been done, but we need to see new plan. Palmquist stated we will need to see the grading plan and how that will affect the vegetation. We don't want to loose trees. Schumacher stated they were making every effort to address those items. Wywrot stated that a major intent was to save trees. Palmquist stated there are 100 ways to engineer that. Wywrot stated that trees should be mentioned in Plat, since they have been a major concern. Schumacher stated they have no objection to putting it in writing, they can't save everything but as much as possible. Wywrot stated the R-O-W intersection needs curves rounded off, and a tab list of lot area data. Schumacher stated all streets are named for Golf Courses. Wywrot stated the City was concerned with name duplications, and was considering not allowing the use of Trail, Way and such names. Pfister stated that not duplicating the actual name was more important than the use of trail, street or road. Wywrot and Schumacher agreed to eliminate multiple names on roads that have a name change as it meets already established roads in connecting subdivisions, etc. Nanninga stated that if we approve this, we have to have assurances on sewer, and easement from ComEd, so we need securities. Very conditional. Schumacher stated they were doing a topo. Nanninga stated the City will need some securities on sewer going in. Wywrot stated that would need to be in place before plan is signatured. Palmquist stated the City will need a final landscape also, no bigger detail than grading, and would rather see engineering before landscaping. Schumacher stated they would see if they could get landscaping at about the same time as engineering. Palmquist stated they would like to see elevations and architecture. Schumacher stated they were having some problems with side load entries due to trees, and building designs, but basics seem acceptable. Palmquist stated they needed to avoid repeat designs/color and floor plans. J.T. stated they should have some architecture requirements on what can go in. Developments have been sold off and homes that end up being built were of less quality than originally planned, as in Countryside Center. Whatever Jeff wants,just so the quality isn't lost over the years and possible changes in the development. Schumacher stated they could meet with Palmquist on this. Nanninga stated that needs to be done prior to Plan Commission. J.T. Johnson stated they could put it in the PUD. Palmquist stated materials, design and percentages. We haven't given much thought to percentages. Pfister stated that Plan Commission is on 2/12/97. Wywrot asked about status on IDOT. Schumacher stated the Traffic Engineer, Mike Pasquali has prepared a study. He will do a report and send it. Schumacher hasn't seen it yet. Wywrot asked for a copy when it is ready. Nanninga asked if they were in agreement with all these issues. Schumacher stated there was nothing that stood out in his mind. A couple of things we need to discuss, and stated he would prepare a run through check list before Final Plan. Nanninga asked about storm water. Schumacher stated that lakes on the Golf Course will be utilized for all storm water detention. Controlled release storm water management for entire site. Nanninga asked if all volume meets minimums. Schumacher stated yes. We can provide you with information on this. Modified MSD single dimensional approach. TR20 all inclusive. Wywrot stated preliminary plan approved. Schumacher stated all will be reflected on Final with each item listed. Nanninga asked if changes will be shown on Final Plan, as we need that document. Schumacher stated they would provide that with other supporting documentation. They will have document with corrected Preliminary Plat. Nanninga asked if Unit I will stand alone for detention. Schumacher stated yes. Martin asked about signage for traffic control and private roads, golf course, parking, fire hydrants, stop signs on private roads. Wywrot stated they would be City standard design roads. Nanninga asked if they were aware of the Sprinkler Ordinance. Cost is $800. to $1000. per unit. Dettmer stated it is required for all dwellings other than single family. Each system is domestic running off water supply of each individual unit.
