TOWN HOME STANDARDS -For the City of Yorkville
Currently the zoning is R-2 for Duplex Zoning, and R-3 for Town Home Zoning,. Palmquist
stated that having a separate category for senior living is a good idea, but 1000 sq. ft. may be on
the large side for seniors. Nanninga stated the City is working with Bill&EDC to have
sprinklers in every unit. Wywrot stated while sprinklers are nice are we in the business of
choosing esthetics. Nanninga stated that Plan Commission and City Council are wary of Town
Homes due to the density. Palmquist stated that Edmeier and Roppolo represent what has been
seen recently from developers. Nanninga stated he had sent the Town Homes Standards to
Kramer to review. Palmquist asked if the City can do this with straight zoning. Nanninga stated
we would need a PUD, with the build in the zoning ordinance and appearance would be
questionable. Palmquist stated this would be a gray area under straight zoning since standards
have to be preceded by some reason. Nanninga stated it could be recommended in a PUD.
Wywrot stated he disagrees with having a PUD on everything. That is for something special
where we can get some trade offs. We shouldn't allow everyone to do a PUD. Nanninga stated a
PUD is a two way street. Palmquist stated that not every site has what Edmeier has, and he will
check on legal basis. Nanninga stated that we can't require owner occupied in a zoning ordinance,
but it can be required in an association. Johnson stated that you have the right to rent your house
out if you want to, and they should have that right too. Fox Hollow is a private enterprise and it
has rentals. Palmquist stated that in regard to fencing, the typical ordinance states 3' in front and
up to 6' in the rear. Johnson stated that BOCA addresses that, no barb wire - simple but effective.

The issue of fences in relationship to easement should be addressed. Palmquist asked if BOCA
requires good side out. Dettmer stated it doesn't. Nanninga stated we can make
recommendations for some things through Home Owners Associations. Dettmer stated the City
can't enforce this. Nanninga stated that we can't legislate design and these kind of items, but we
can recommend items. Nanninga asked for Council to get back to him with comments by 11/18.
He would like to go to EDC with them.
SUNFLOWER ESTATES -Preliminary Plan& Plat - Inland
Gabel presented the plan stating that based on the lot configuration 60% of the site can go either
manufacturing or R-2 residential. At this time they are opting to go R-3 residential. Some of this
is B-3 Highway Lots will be 12,000 sq. ft. and 80'x 150' , averaging 14,000 sq. ft. and they
intend to meet all requirements. The first phase will be opposite Walsh Drive, Greenbriar, all
residential with some requirement on storm water management. There are also some problems
with the entrance lining up with the entrance of Fox Hollow. Nanninga stated that he will have to
meet the entrance of Fox Hollow since they already have preliminary approval, and that includes
their entrance. Wywrot stated perhaps they could do a frontage road. Spinader stated that IDOT
said no to a frontage road. Johnson stated that the City may give up Scott Road. Gabel stated
that they would be giving 2.2 acres for the Park land/cash donation. They are unsure of where,
the upper corner may need to be used to expand the detention area. They prefer home owners
not have to deal with detention maintenance. Palmquist asked if this was a 100 acre site. Gabel
stated 100 acres and they could amend up to 60 acres. Palmquist stated he thought the site was
84 1/2 acres total acres, and he would like to see the site plan, and the engineering plan to address
the berm. Palmquist and Wywrot both recommend a berm as a screen to the commercial. Gabel
asked if that was in the ordinance. Wywrot stated you can't put everything in an ordinance, this is
just good judgment. Nanninga states the access to Route 71 has to be developed with Phase 1.
Fairfield agrees it is needed for BKFPD safety, you need two access roads. Graff stated that
IDOT requires that they line up with Fox Hollow. Palmquist stated that the lining up of these
entrances needs to be coordinated with IDOT. Gabel stated he would review their comments and
make changes accordingly. The water main will be extended to your proposed entrance. Johnson
stated the entrance road should be wider& then could narrow at the entrance to the residential.
Palmquist stated perhaps a median to screen the entrance as you drive from the commercial.
Pfister asked if this land has been annexed. Gabel stated yes and also to the YBSD. Johnson
stated that while islands are attractive, the City cannot maintain them. No islands. They are very
difficult to plow also. Greg asked him to get comments to him& he will follow up. Graff stated
it was nice to see straight zoning and no PUD. Nanninga stated it was nice to see a subdivision
that has sewer to it also.

EDMEIER-Fox Highlands
Graff stated that Edmeier has preliminary plan approval and we are still sorting out separating the
Golf Course as commercial. He is still concerned with access to Golf Course as well. Palmquist
stated we have to watch that. How the water detention works, etc. Look at residential and Golf
Course as separate issues. Graff stated that he is concerned with the berm and fencing of the Golf
Course. Palmquist stated he thought they would have a Golf Course Architect to do the layout.
The point is well taken and we need to have assurances by way of a written agreement regarding
the Golf Course. Graff stated he was concerned with golf carts and roads/streets, etc. Plamquist
stated we should have guidelines and watch flooding and detention. Palmquist stated there are a
lot of engineering issues to cover before approval.
CANNONBALL ESTATES:
Palmquist stated that they are now proposing 30,000 sq. ft. lots. The water table issue has to be
resolved. Someone needs to make a recommendation to the City. There should be no driveways
opening onto Cannonball Trail. Graff stated the City will have to take a stand on that. Nanninga
stated that Lindley needs to be brought back to re-examine water issues.
