PC96-20 FOX HOLLOW/Landmark America
Adam Trott mentioned that he had sent updated plans to Wywrot, and asked for his opinions on
the plan which reflected the changes asked for at the last Plan/council meeting. Wywrot stated
that it looked pretty good. and added that in regard to wetlands the State of Illinois has stated
that if there are any on the site it does not fall under their jurisdiction. Also it was unclear on the
plan as to the width and surface for the nature trail. Trott stated the exercise path would be 5'
wide and asphalt, the trail along the frontage would have a wind in it and be 8'wide concrete.
They will also add some landscaping and a sign at the entrance. Wywrot stated the plan doesn't
show lighting on interior roads. Trott stated lights would follow the pedestrian path instead of the
road. Wywrot stated they were close anyway, and asked if the traffic study had been submitted to
the State. Trott stated that there is no requirement from the State on this, and they do not plan a
left turn lane at this time. Wywrot stated the City believes they need one. In regard to the
detention he asked that they add a safety ledge due to the added depth. Nanninga asked the
group for their feeling on the detention being 6' as requested, when City requires 4'. Wywrot and
Palmquist agreed that with the safety ledge and adding some stone it was OK. Wywrot and
Palmquist stated that IDOT normally require 65'from centerline, and for the right-of-way to
follow the center line. Palmquist stated the landscape plan looked OK and typical for a
preliminary plan. They would need heavy landscaping to screen the commercial. Grant stated the
commercial developer is generally obligated to provide the screen to the adjacent property.
Palmquist also stated they could delete a portion of the sidewalk that was a duplication, and asked
if they would make some variations in the look from building to building. Trott stated they would
do that and that they would also have a building that would house a sales office, beauty salon, and
dining room. Palmquist stated that the streets are OK with parking on one side. J.T. asked if
streets are OK with BKFPD. Fairfield stated they were. Nanninga stated that they should have a
contract with EMS. Palmquist stated that they need to provide the material showing what the
eligibility is based on to obtain residency, and what Federal and State requirements they are based
on. Nanninga asked if the P.U.D. has been started, and that they need to get that going since it is
so quick between City Council and Economic Development. meetings. Grant asked if there
would be a waiver on Parks Land Cash. J.T. Stated it would be on 150 units. and expected that
Swithin would be OK with all cash. Trott stated all units are either 1 or 2 bedroom, 44 are 1
bedroom. Wywrot stated a concern with entry road being vulnerable to flooding. Pike stated that
was covered with pick-up inlets direct to ditch along the IDOT right-of-way. Wywrot stated that
was satisfactory. Trott asked about center line on Route 71, Pike stated that in conversations
with IDOT, they will be widening 71 to 4 or 5 lanes. They will design improvements to
accommodate IDOT purchase. Palmquist asked for formal documentation on this. Pike stated
the ledge on the detention pond would be 5'to 6'wide. Wywrot stated this was acceptable. Trott
said they would use stone on steep sides. Pike stated the steepest sides on the pond would be
below the safety ledge. Nanninga reminded them that the review fees must be paid prior to going
to the next committee step.
PC96-18 FOX HIGHLANDS/The Edmeier Group
Dean Edmeier presented the concept plan for the town homes now reflecting all the changes
requested at the last Plan Council. They have reconfigured the residents club area with a small cul
de sac, and are now at 166 single family hones and 90 town home units. All problem areas have
been eliminated. In regard to the Halbesma property, they have added a 4 way intersection to
include a road into that property which will be purchased and developed as an exclusive single
family area in the future. There will be a fire lane only access from Route 47 subject to Fire
Department requirements, providing a gate or whatever they need. There will be only 12 - 16 lots
on this parcel with very long driveways, very private. The town house detail now shows 378
parking spaces, 4 per unit. Nanninga stated that roads need to be 28'back to back to meet our
standard which comes out to be 25' of pavement, with parking allowed on one side. Edmeier
stated that was OK. Schumacher stated that the utilities can be positioned where the City wants
them, with cable TV and phone to run in the back.. That the sewers are designed to run down
grade. Nanninga asked if this project would be all cash for the Parks. Edmeier stated it would,
and they have discussed a reduction in cash with the Park Board in exchange for a grant of access
to the Golf Course. Nanninga asked about the relation between sidewalks, to road and curbs,
stating they need 20' of parking between structure and sidewalk. Edmeier stated they would work
on it, and they are also working on a sewer update today, and will meet on that issue later today.
Schumacher stated there is a traffic study for MOT in progress, and would like an approval letter
from Engineering with specific corrections. Wywrot stated OK. Further stating that the adjacent
property owners were concerned about fencing of the golf course, and suggested chain link.
Edmeier stated they would be doing a berm with landscaping and a split rail only, and if they want
anything further they will have to contribute toward it. Palmquist asked if architecture on town
homes would be available soon, and if possible they could open up some areas to save some trees.
Edmeier stated they would.
PC96-10 INLAND/Faxon Road
Matt Fiascone stated they came in today to ask if the unanimous No vote against their project that
included manufactured homes for seniors was based on the land use, stating objections from area
residents that it was designated manufacturing. Or, if Inland proposed using this land for
manufacturing would the objection from residents be even bigger. If the objection was indeed
that for seniors it was too isolated, how would they feel about locating this project at Route 47
and 34 where they have another parcel. It is zoned B-3, but it is appropriately close to City
center. Palmquist stated that it was a very dense project, and probably with the adjacent railroad
and now with Menards close by, it may not have been appropriate. Maybe other areas are more
suitable. Plan Commission did not address the manufactured issue, but there is some concern
with the aging of these homes. Fiascone asked if there was a better location in Yorkville for
manufactured homes for seniors. Nanninga stated that the City was working on updating the
Comprehensive Plan. Fiascone asked for an update on Cannonball Estates, and asked to be at the
next Plan Commission. Also, Sunflower will have preliminary plat next week, and will be ready
for Plan Council 11/14. Nanninga advised him that Fox Hollow has matched up their entrances
with Sunflower at Route#71.
KUCZKOWSKI
Kuczkowski stated they were back to try to address the concerns and issues from last Plan
Council. The buildings and locations of them are now shown on each lot. Lot 1 shows 1200 sq.
ft. with only a 1 car garage due to the large trees. Lot 2 shows an upgrade to a two car garage,
and lot three is a different style also with a two car garage in front, and also asked if they might
still put single family on lots 2 and 3 after the duplex is on lot 1. Palmquist stated that with the
P.U.D. that would be OK. Nanninga asked what the minimum tree size was. Kuczkowski stated
that below the large ones, even among the 6" ' 8" ones there is nothing you would push to save.
Nanninga asked for the rest of the development to the back to be shown on the P.U.D. as single
family so that it doesn't end up as an expansion of duplexes, and to establish it as single family.
Kuczkowski stated he would. Wywrot stated that in regard to storm water retention, it will be an
issue on the back parcel. Johnson stated there is some designated flood plain in the back too.
Nanninga advised them to make sure their petition was in step, get their advertising and their
P.U.D. done before EDC, and be aware that if they have Kramer prepare it, that it will be from a
City perspective. He also, reconfirmed the roof pitch, brick fronts, and the dedicated
right-of-way. Nanninga asked if anyone had any problems with lot one having a 1 car garage.
Palmquist stated it was a reasonable balance. Johnson and Nanninga both agreed that all lots
should have a turn around driveway. Nanninga advised him they would be on agenda for Plan
Commission.
