PC 96-13 Preliminary Plan - The Development Group/Darren Sloniger Two issues remain prior to final approval for project. Regarding the trail: To allow enough space for a trail, Darren says they can put garages at back instead of at front. That leaves the only critical point for the trail being along the tracks. JT.: says his experience has been 5' is allowable for a distance from the RR tracks. Yorkville will allow 5' from track because if the city decides to do something along the tracks they will want to be that close, and shouldn't set a precedent by requiring more distance, this is the equivalent of approximately 8' from center of set of tracks. Railroad standard is probably 8' from closest track, but this is a spur and not an active RR. track. We will go with whatever the RR. will allow, we are setting a minimum only for the purpose of keeping this project going forward. Even the main line of the RR. through here is a spur, and only goes to Wedron, and when the sand is gone that they haul out of there, that spur will not be in use any more. Hydraulic is right next to the tracks, but there has been some question of who was here first the RR., or Yorkville, and no one wants to get into that can of worms. J.T. said the city has always dealt with the local Roadmaster here, and the RR. through him has let the city do what they want within reason. The Specifications for the trail is that the city wants asphalt 5" thick and 5' wide in lieu of the concrete walkway that is a required installation for all new individual home owners, at their expense. Further, the sidewalk along Mill Street will have to be concrete. Darren will continue to show Mill Street as a street on his plans. The city will meet regarding Mill Street closing. Discussion re: access to park and boat launch, and closing Mill Street. Holidays and emergency vehicles to park etc. One way road behind ComEd station. Mill Street will have gates or something for emergency equipment use , but could be closed to motor traffic, and used only for pedestrian traffic. Sidewalk on Mill Street will need to be 5' wide, and have an 8" water main. Per Darren, Western Engineering will prepare plan for city approval, as Economic Development will want to see something before approval. With regard to discharge of storm water, Darren is meeting with his engineer, and Joe Wywrot, who will advise of requirements. Darren will show lights on next drawing, and the placement of the fence. Storm sewer needs to be upgraded from ditch to underground„ and under RR. tracks, along Mill. Road is tied to development and closing is to their benefit. There also needs to be a letter regarding special use on this building (Old Mill) as it needs a variance because there is very specific wording previously about this being rental units only. Need to change to Owner vs. Rental. Needs to be back here in two weeks, to our normally scheduled meeting. Darren needs to address all the issues that have been raised in the last minutes, to assure that no one cites an issue that he has not addressed, as it will hinder approval. NO NEW BUSINESS Adjourned
