OLD BUSINESS
1.) Cannonball Estate Preliminary was not supposed to be on this date, and was put on the
agenda in error.
NEW BUSINESS
l.) PC 96-13 Preliminary Plan- The Development Group/Darrin Sloniger
320 VanEmmon& 300 E. Hydraulic. He has addressed the objections from the last meeting by
increasing size to 8" Sanitary&Water, 1" domestic&4" sanitary. Spacing between Lofts and
Townhomes on the West: They increased the end units and they are now 2 one story units(flat
over flat), has now been increased to leave added space between buildings 4 units that are one
story. Circulation now is good, road has been brought through and back out to Mill St. , and
parking is increased to 14 spaces, city would like 9' spaces at ends, put in pedestrian trail up to
Mill St. crossing. Tabling the 72 units for 1 month. City would like to see a bike trail that has an
underfooting to carry FD &PD, in cases of emergency need. Lighting? They have added
decorative lighting and planters. Should have lighting along the trail, and some in parking area,
and along dogleg. Interior is as before except end units are now 2 single story units. In the
Winter the circulation road needs to be cleared for emergency vehicles, completion of a
circulation drive tied to completion of project. Discussion of water main, Ralph : 6" has been
required for single family for 20 years. 8" on Hydraulic gives good pressure. Jim: Next set of
plans should reflect 2 hydrants. Also discussed dead end lines, etc. Hydrant at dam is a dead end.
Use off of 4" main on VanEmmon would need booster pump. Stagnation is a bigger problem that
pressure on a dead end line. Should match 8" that Russell Radiator put in, this one should tie into
it. Bill will do a zoning report on set-backs. Tony: Drop off area? Darren, yes they will address
drop off area on senior housing. Should line run behind? JT: Fire Dept. will decide that. A loop
would be nice, as there is an 8" line you could loop into. Darren: Can't commit to that since
townhouses aren't confirmed. JT: Could stop the project, but that is a call for Joe Wywrot.
Darren: This small number of units- can't do something like that. If townhomes are a go then-
no problem. Question: Any commercial use as was previously discussed. Darren: No, all units to
be sold. Tony: Traffic study being done for closing of Mill Street between VanEmmon&
Hydraulic, but we have just notified Springfield. City wants to keep it open for pedestrian traffic,
and emergency vehicles only. Ralph: Time frame on the two projects? Darren: Next year
continuing based on tax credit. City recommends a 10" pedestrian trail. Some require 20".
Ralph: Blacktop? JT: Yes. Detention? Hoping no detention required. Tony: Why are you
cutting the smoke stack down by 10'? Darren: I don't know that we will, but the top 10' is
somewhat weakened. Everyone is concerned about that. Darren: We have absolutely no
intentions on taking it down. Any changes to the smokestack would have to be reviewed prior to
any action. Jim: Split rail fence along tracks to force walking traffic to go to the crossing to go
across tracks to the park. Still has brick on 1 st floor& peaked roof YYes. All units have a
garage? Yes, plus 1 outside and 6 guest spaces. Jim: PUD preliminary to Joe checking plan.
Darren: City Council twice? Jim: I'm not sure this is ready for C.C., you need a preliminary
first. Darren: Concerned about getting preliminary and then not getting final. JT: Not normally
a problem unless you refuse to do something flatly. Jim: City recommendation based on
comments as stated to City Council. Ralph: contingent on engineering- All agreed, noting Bldg.
not at lot line, etc. OK, bring copies with changes. JT: Make sure you have the changes made,
no building sitting on the lot line and causing controversy. OK recommend for C.C.
2) PC 96-15 Don& Cheri L. Little. Route 47. Tom Grant: 6 acres, They have an option on all.
Want to move plastic operations from Montgomery A-1, want to change 1.269 acres of the
property to M-1, no changes to building or property. No change to access. Rest of property will
remain as it is. It is within 1 1/2 miles of Yorkville, that is why they are here. Jim: no objection.
Zoning on small portion only, but after they are gone we don't want to set a precedent. M-1 with
a PUD? No carte blanche M-1. Tom Grant: They will agree to restricted use. We would like
to get language from Dan Kramer. Cheri: We machine PVC plastics for the water softener
industry, UPS trucks only. All inside storage. Property will look better than before. No fire
hazard, approved by Montgomery F.D. Cardboard is all reused. We recommend go with the M-1
and restrict use. Jim: Yes. They anticipate long term use, have been involved in this business for
20 years.
3) PC 96-16 Fields of Farm Colony : Set Engineering Plans. Just to bring you up to date, this is
just the very SW corner of project Rte 71 & Hilltop. Planning resolved through the county
process. 160 lots include the funding of the roadway from Reservation Road. to line up with
VanEmmon, and an agreement with Inland that at the time of a recording of a final plat they
would pay $1350.00 per lot as a contribution toward roadway. Money will be given to County,
as they cannot use their motor fuel taxes through idiosincracies. Neither are county highways.
Has to go through the PUD process with county. The county will orchestrate the building of the
road. 160 lots multiplies by $1350., is just shy of being enough to cover the cost of the road, the
county engineer says, but amount was agreed to. Also the property will be developed from South
to North as part of negotiations with the county, so most of road can be done before development
is ready to use it. PUD has a few minor items and when they are done then they will get county
approval at next county board meeting. All lots are 45,000 sq ft, any change in that would need
a letter from Joe Wywrot, on a lot by lot basis. They can work out with Joe tomorrow. Each of
these issues (Joe's list of 19 issues) will be resolved with Joe. Corner lots could be reduced to 35'
for better flexibiity. Variances will be done on a lot by lot basis. Pavement standard. We will
recommend they go with our standard. Water system, each homeowner will pay upgrade if
annexed. Street light placement need to add one at cul de sac curve, all intersections, any place
exceeding 500'between lights. Address the erosion problem. Culvert size s/b 15' minimum. Bike
paths of limestone & 8', City would like 10' and blacktop. Reflective stop bar at Hilltop, and at
collector roads. School contributions, per household. Should have answer for C.C. tomorrow.
Basically resolve these issues with Joe.
4)PC 96-17 Rezoning A-1 to R-1 residential. Scott& Amy Corwin.
Want to build on just under 4 acre site of farm. Jim: Hard to disagree with a 3 1/2 acre site.
City recommends approval.
5.) Standard for Standard Sanitary Sewers.
They have been 4" with 6" stub since 1971. 4" is all that was required, 6" is desirable & in future
standard s/b changed to 6" for city of Yorkville. Ralph: Each should have clean out required.
JT: Agreed. V water required/copper. JT: Joe should make a recommendation and it should be
adopted. 6" to building. Changes on all standards. City does Mains/Laterals & not sewer lines.
Ralph: City should have to, and city should maintain on easements.
6.)Lidia's Motel
Jim advised her that meeting for Tax/Administration Committee was canceled. The next one is in
August.
Tony advised her to come to City Council to request to be on an agenda for tax issue. They will
direct her issue to another meeting and/or committee to discuss.
