Plan Council Minutes 1996 06-26-96 PLANNING COUNCIL SPECIAL MEETING TUESDAY, JUNE 26, 1996 AT 9 : 30 am CITY CONFERENCE ROOM, 111 W. FOX ST. , YORKVILLE Present were Sue Swithin, Joe Wywrot, Tim Fairfield, J. T. Johnson, Jim Nanninga, Emo Furofi, Jeff Palmquist, Ralph Pfister, Bill Dettmer, Tony Graff, Valerie Burd, Paul Burd and Darren Sloniger. DEVELOPMENT GROUP-MILL & HYDRAULIC Jim Nanninga stated this is a special meeting called for the Development Group for the preliminary and he will come to the next meeting with the final . Darren Sloniger for the Development Group stated this is two projects - the first in on the old Robb Container factory property (which will be demolished) for a 72 unit facility ( 3 story with elevator) for the elderly. There will be 1 .5 parking spaces per unit. This is adjacent to old button factory which will have 15 newly constructed townhomes and 4 loft townhomes, constructed in phases which will be for sale. That property is adjacent to railroad tracks and river. The 72 units will use the tax credits, but state is out of credits for year. He scored third so will go back in January. Jeff Palmquist asked for documentation stating that 1-1/2 parking spaces for unit was sufficient. There is nothing in ordinance specifically for senior parking. Darren Sloniger stated that historically 80% of these units are occupied by widows. Storm water detention is not addressed and lighting, trees, medians, etc. will be addressed in P.U.D. Any deviations from zoning ordinance should be identified for next presentation. Bill Dettmer will prepare zoning analysis. Land Cash for senior units could be waived in P.U.D. , but townhouses would have Land Cash. The City would want separate water system for sprinkler and for domestic, and water meters should be addressed in the P.U.D. A sidewalk on Van Emmon is required. Should have 8" water main, and 6" sanitary sewer. On 72 unit building, some pedestrian connection to park should be in front. Tim Fairfield stated that fire lane of 18 ft. should be around entire building. Portable barriers and closing of some streets in that area to vehicular traffic and the drop off (as there is no graceful way to exit) was discussed. The preliminary plan will need to be redone to address these areas . There will be no retaining walls. Darren Sloniger will remove railroad spur if the railroad agrees . Western Engineering will have detention information before next meeting. Jeff Palmquist recommended 9-10 feet parking spaces at the 72 unit facility. Landscaping will be done in open area. There are 3 lots and all units would be fee simple with some type of association. Tentative prices for exterior units are $130,000, interior $115,000 and lofts $110,000 . A 10 foot piece will be cut off smoke stack. More parking is needed at smaller facility. Interior lighting should be part of the P.U.D. It was suggested that lights match those at the Riverfront Park. On 72 unit, lower level is masonry and top is frame and height is 35 feet. Loft units would also have individual water & sewer service. On townhomes there will be one car garages with driveways behind units with 4-5 additional spaces . There must be access for fire and police. Decks on the second story overlook the river. No contact has been made with the railroad in regard to people walking across the tracks. Jeff Palmquist recommended that plans for the Planning Commission be larger and show how all pieces fit together. Side yard requirements were discussed. Jeff Palmquist stated that from a Planning Council design standpoint that relief in setback is not a big issue if it doesn't jeopardize access and parking requirements. If shorter front yard setbacks are allowed, Mill St. should be closed down. If 10 foot spacing is done and fire rating provided, interpretation from BOCCA may still be required. The closing of Mill St. should be on the Public Safety Committee meeting agenda and would also need to be agreed upon with other governmental agencies . Will need new drawings for roof lines, but building is not designed yet. This will be on agenda for the special Planning Council meeting on July 9 in place of regularly scheduled meeting.
