Plan Council Minutes 1996 06-04-96 PLANNING COUNCIL MINUTES -TUESDAY, JUNE 4, 1996 AT .9: 30 AM CITY CONFERENCE ROOM, 111 W. FOX ST. , 'YOR'KVILLE Present were Jim Nanninga, Ralph Pfister, Jeff Palmquist, Bill Dettmer, Bill Schmanski, Tony .Graff, J. T. Johnson, Joe Wywrot & Ron Walker. WALKER SUBDIVISION Ron Walker stated that the building has been moved back and will get at least one lot in front with 51,000 sq. ft . His concern is that the City will require entrance for them and they will lose some parking spaces. He, does not feel this is a problem. Walker and the potential buyer will be requesting signage in front . They are talking to health facilities, want it to enhance their property. 505 of the customers of the health club are out of Yorkville as they now have 1 , 300 members. Bill Schmanski questioned if the easement is encroaching on the high water line.The 15 ft . management easement shows the highwater level and Bill Schmanski sees no problem. The dry basin is holding water and is almost up to the first outlet . The calculations should be redone based on- high water level . Some cleanup is necessary from the original construction, piles of dirt need to be removed. Tony Graff stated that Cruise Night is June 28 and would like dirt removed by then. Will wait until August to plant grass . The engineering fees owed of approximately $4,000 are not paid. There will be two street light - one on Rt . 47 . Deadend barriers will be placed, use standard IDOT barricades . The road may be extended to the end of the property line. Tony Graff stated ',that senior citizens will do a traffic count soon at the intersection. Ron Walker stated that all must be done for the state by September. If lot is sold the building should be up by December. They may put in a fountain to keep water moving. Bill Dettmer will get him ,a copy of B-3 zoning regulations . If all goes well, within a month the dirt will be moved, the surface on the road, but the seeding will i be cone later this year. There was a discussion on various herbicides for killing the weeds around the pond. The high water . level and the 15 ft . easement must be verified. Walker has an extension from IDOT. Ingress and egress may. limit users, may need driveway in corner and. they may lose some parking spaces . The easement could be added when sold. Could have a parking agreement with new purchasers. Detention will be for all of property-need to identify high water line and easement . The corner by the tile should be cut . ROPPOLO PUD The language on the PUD . is very ambiguous, needs to be more specific . The service area shown is 7000 P. E. and Bill Schmanski recommends only 5000', the other 2000 at lower end needs extension, force main and lift station, so only do it for 5000 . The other question is if we do the 11000 line down to Hydraulic, what happens along Hydraulic? Cost of line could be from $600,000 to $1, 500,000 for sewer only, loans may be available, but no grants. Some of the other issues ' in the PUD Agreement are brick facades and 2 car garages . The Planning Council agreed they would take the position that there would be no' temporary use or lift station for the property. The plan for the sewer issue is to contact Com Ed soon to see how close lines can be run, set up a meeting with Dennis Dwyer to walk the lines and firm up the estimate of cost . Bill Schmanski will work on the preliminary layout as there is money in the recapture fund (he will work with Jim Olson) . This information then will be to the next Public Works meeting. Will need to meet w/owners, Edmeiers and Dr. Davis about June 17th. Tony Graff stated that some of the property owners in Crooked Creek may be interested in a pre-annexation agreement . Bill Schmanski stated that he wanted wording changed to read variances will be provided . for in this agreement upon final platting (delete or) . The dates of enactment of the ordinances should be cleaned up. A11 information should be given to Jim Nanninga so he can contact Dan Kramer. Jeff Palmquist stated that the parkland is 100% useable and it should be clarified out of the 100 year floodplain. The Park Board has accepted the proposal . They are negotiating on the money issue and we need to negotiate for the sewer. Need to get with the Corps of Engineers to find out their plans and also need the time element from Roppolo on when these items will take place. May need to form a SSA. A discussion was held on F. E. Wheaton' s progress, Tanner and the need for a resolution creating the Planning Council . Jim Nanninga is preparing a flow chart to follow for this process. Meeting adjourned at 11 : 00 AM.
