PLANNING COUNCIL MINUTES
TUESDAY, MAY 21, 1996 AT 9 :30 AM
CITY CONFERENCE ROOM, 111 W. FOX ST. , YORKVILLE
Present were J. T. Johnson, Ralph Pfister, Joe Wywrot, Bill
Schmanski, Jeff Palmquist, Sue Swithin, Tony Graff, David Behrens,
John Sparrow, David Boedigheimer & Mike Bohr.
No one was present for the Walnut St. Senior Housing, Downtown
Redevelopment Project, Walker Subdivision or the Garling
Subdivision.
CANNONBALL ESTATES
They have taken the lots off Faxon Rd. and had engineering done.
All lots on Cannonball Trail are 18,000 sq. ft. or larger. No
homes will enter on Faxon Rd. and they propose a 10 ft. berm
including the tree size. Need 25 ft. easement for sewer & water.
Sewer mains are 15 ft. deep and water main is on street side. Need
to be 40 ft. landscape, but not over utilities. Palmquist stated
this involves a strong political position and will need a
substantial berm and reduction of the number of lots for approval .
Residents in area want 5 A. lots . If lots not deep enough may have
problems in some areas . Could do 8 ft. berm and should have
landscape easement 15 ft. to 25 ft. beyond utility easement. They
need to come to Park Board. The developer would prefer park by
retention/detention area. There are 112 lots now, was 125. Ditch
line in front, address drainage to back corner. May need to make
a deal with owners for a 25 ft. easement. City had to angle across
his lot with sewer and water. They are proposing to drain to
natural drainage where the property drains now. There is a natural
waterway (old creek bed) and they will be careful of release to
other property owners. The developers feel there is no flooding
problem. Will need to calculate rainfall, detention, release and
rate flowing to the waterway. Bill Schmanski asked if water comes
from the north and west. Land is flat, with no runoff water. Need
documentation on where water comes from, more detail on land across
Faxon, must make allowances for passing through. Dave Boedigheimer
stated that water is trickle now, is pure sand, but was a problem
3-4 years ago. They feel the sewer and water trench has dewatered
the whole area. J.T. Johnson stated he is no dewatering expert -
water rights dictate. The developers stated that all land
underlying is sand, water used to perk out of ground and this does
not happen anymore. They feel this has intercepted the ground
water flow and Gilbert's watering of his cattle has been
interrupted. Need to have an expert address this issue and a
soils ' engineer to analyze the situation. Need ground water flow
etc. and should have this information before they go to Planning
Commission. Ground water is a big issue, should be explained and
how the law affects . Some of the area residents feel they have been
affected and this has caused much controversy. Bill Schmanski
stated that ground water issue was analyzed, but the person who did
study was not appreciated as he apparently felt the ground water
--table should recover. This did not satisfy all parties . J.T.
Johnson stated this will be issue with the people, not the water
experts . It was suggested this be studied further.
Jeff Palmquist stated that extra r.o.w. vacation is needed on
Faxon-some continuity to Eldamain as there will be substantial
traffic. Get an extra 7 ' . A collector is proposed on highest land
in area-mostly n/s . Need to check on a/w. On the western boundary
there will probably be industry. There will probably be reduction
of industry if Eldamain does not go through. The area north of
Faxon will be mostly housing but back of property is industrial.
John Sparrow will contact Inland (Greg Gabel) to see if they have
made a water study on eastern 1/3 on detention or ground water.
The Planning Council recommends a 40 ft. dedication for r.o.w. with
Faxon as a major collector and continuing farther west to handle
subdivision traffic. Roads are 66 ft. wide and no other variances
are requested. Curbs will be B612 . A traffic study is requested.
The water main should be looped along Faxon to end of limits of
subdivision. Recapture will be collected for all r.o.w.
improvements and sanitary sewer. Sanitary sewer is on higher
ground. Large interceptor along Rob Roy Creek is in service area
for Cannonball Interceptor. The intersection at Cannonball & Faxon
was discussed. Results of traffic study may show 3 lanes needed.
Landscape easement needed along Cannonball Trail as shown in
landscape plan. City will get recapture and the rate is going up
6% . This is based on P.E. for residential, and commercial and
industrial are based on area. Emergency roads must go in and need
access to get out. Road thicknesses are ok as is the 66 ft. r.o.w.
Ralph Pfister stated they would have a difficult time selling
18,000 sq. ft. lots to Planning Commission as they are getting much
pressure. Dave Boedigheimer felt they were not proposing anything
unreasonable for the area, have listened to and met with the
neighbors, but what some are requesting is unrealistic. Tony Graff
stated that historically Yorkville will listen to area residents
also. He suggested that 1/2 A lots will have better chance. Dave
asked for educated opinion on where City stands on this issue as
someone will develop property sooner or later. He stated they have
responded to Subdivision Control Ordinance and are asking for no
special variances . Jeff Palmquist suggested looking at other
features, 7 homes on Cannonball, reduce area of lot 5, lot 3
oriented toward pond, plan more detailed, not backing on Cannonball
Trail . Should not go to Planning Commission until ground water
issue is addressed. The Council is not hung up on lot sizes, look
at plan and do minor adjustments, concept is consistent with
comprehensive plan. Concerns are ground water issue, property
values and impact of traffic. David Boedigheimer asked why sewer
and water were put to that area if City did not mean to open up to
subdivisions . J.T. stated it was done primarily for Amurol not
necessarily to open up housing. Dave Boedigheimer stated that on
comprehensive plan that it is residential . Sue Swithin asked the
developers to attend a meeting on May 29 with the Park Board. The
Park Board would rather get out of the corner of the detention area
for a park. They should attend the Planning Commission meeting on
June 12, 1996, Economic Development Committee meeting on June 8,
1996 and Committee of the Whole meeting on June 20, 1996 .
WALNUT ST. SENIOR HOUSING-NAGEL
They want to buy the City property on Walnut St. for senior
housing. Nothing in that area now except for the Parish Center.
Water main and storm sewer are available.
COACH ROAD HILLS
Dave Behrens representing Coach Road Hill stated that no P.U.D.
Agreement has been done yet. They will be attending the May 29,
1996 Park Board meeting. Process wise they are waiting for the
P.U.D, so if City Council does not like something, they can change
now. It was stated that City does not do the P.U.D. agreements,
but Dave Behrens stated that Bill Roppolo had hired Dan Kramer to
do the agreement as he knows the City' s position. He also realizes
that the sewer issue still needs to be resolved.
The Planning Council is a technical review body and does not set
policy. Ralph Pfister recommended a resolution be prepared in
regard to the duties of the Planning Council and when they should
become involved in the review process .
J. T. Johnson suggested that Bill Schmanski, Joe Wywrot, Ralph
Pfister & himself meet on all subdivisions . Wants numbers to be
correct. Bill Schmanski stated that City's goal is to have an
interceptor constructed.
