PLANNING COUNCIL
TUESDAY, MAY 7, 1996 AT 9 : 30 AM
CITY CONFERENCE ROOM, 111 W. FOX ST. , YORKVILLE
Present from Planning Council were J. T. Johnson, Ralph Pfister,
Jeff Palmquist, Emo Furfori, Tim Fairfield, Bill Schmanksi, Tony
Graff,, Bill Dettmer and Sue Swithin. Also present were Laura
Little, Ed Joanis, David Behrens, Bill Roppolo and Susan Roppolo.
No one was present in regard to the Huff rezoning, Undesser
annexation and rezoning and Ron Walker's proposed 2 lot subdivision
in front of Club 47 .
GREEN BRIAR UNIT II
Slopes, grades and contour lines of pond have been verified. Need
to verify volume. Grades need to be shot and provided to City.
Park Board has accepted only 3/4 A. , rest of park area needs to be
accepted by City Council . SSA would be for pond and green space.
Letter of Credit has been received. New plats added 4 lots.
Underlying easements granted to City needs to be vacated and need
a blanket easement over Unit 1 . On Unit 2 easement exists
underneath-must be vacated. Ron Bauer is aware and has changed
Unit 2 . Bill Schmanski has engineering plans and has verified
expansion to park, access to park through r.o.w. Bill Schmanski is
ok except for vacation. Sue Swithin stated the Park Board had
accepted the 3/4 A. and that would go as credit. Should prepare
estimate of cost of mowing, lake maintenance, etc. to be part of
SSA. This should also be part of the P.U.D. 3/4 A. must be deeded
and accepted by City Council. Unit 2 recording is required and
should wait until property is deeded. PUD and SSA are City Council
issues . There has been no P.U.D before the Planning Commission and
the road access has not been resolved. Land Cash and access to
park must be addressed. Property deed transfers for 5 A. should be
prepared and deeded to the City.
WHITE OAK UNIT 111
The storm sewer issue has not been resolved. Bill Schmanski has
engineering plans on road and looks acceptable. EPA permits are in
process . Outlot areas belong to everyone. Is river access
available only to property owners? Discussion on community park,
bike trail, walking path and issues with railroad. Should continue
to pursue aggressively the easements for trails along river because
as more residences are added it becomes more difficult. Jim
Nanninga has been contact with Ron Wehrli and the railroad. The
emergency road is in place. A lot in Unit 1 has no road frontage
and no road built. This should not be built until Unit 4 is done.
Need a special written statement or agreement with Ron Wehrli that
this lot not be sold until agreement is done. On lots 35 & 36
there are physical restrictions that need an agreement so they are
not built on. Emergency road issue not on plans for unit 3, do not
plan to build until unit 4 . Road and overall thicknesses on roads
are satisfactory. There is no issue with parks .
The punch lists for Unit 1 will be discussed with J. T. Johnson,
Bill Schmanski and Laura Little. Bill Schmanski has asked for copy
and need to check with him.
Discussed was White Oaks Phase 1 in regard to water retention.
Future projects should contain provisions to require what City
standards should be used at the time of final plat. There are
certain legal rights concerning this. This should be done at time
of annexation or P.U.D.
COACH ROAD HILLS
Bill Roppolo stated that all required engineering is done. Asking
for rolled curb. Main driveway will be B612 . Ok with J.T. Johnson
if they stay in street right-of-way. Residents don't like rolled
curb-will put things in gutters, have concrete driveways and then
will cut. Bill Roppolo feels because of 4 driveways per building
a rolled curb will be a better looking project. This is part of
larger P.U.D. All sides must negotiate and is a technical issue to
go before the Planning commission. Preliminary plans do not need to
show so much detail . Planning Commission is a recommending body
and usually City will follow their recommendations. Bill Schmanski
stated what is needed is off site sanitary sewer, and rolled curb
is not an issue in townhouse area. Drainage, spread of water, 10
year storm and how much the land drains should be looked at. Make
sure the PUD follows the ordinance. On preliminary plat all
standards must be followed, open space plan must be presented to
Park Board and sewer must be addressed. It will be necessary to
meet with the Park Board again. Plans have been submitted to Com
Ed. In layout for townhomes with 2 car garages, there will be brick
fronts on 1st floor. The deviations requested are a 25 ft. setback
instead of a 30 ft. setback because of some corners. Jeff
Palmquist would recommend a 50 ft. setback on Rt. 47 . No problem
from fire standpoint on 90 ft. cul-de-sac. J.T. Johnson stated
that snow would probably be dumped on the island. A road has been
eliminated from original concept plan and a lot added. The
landscape plan shows a good level of commitment. More shade trees
and evergreens are needed and will be done with the grading plan.
Final articulation and placement of shrubs and trees will be
subject to berm height. Bill Roppolo is asking for variance for 4
ft. sidewalks and it was recommended that sidewalks are 5 ft.
Trails should link up with walkways . The issue of the sanitary
problem has not been resolved as no preliminary design has been
done. Need estimate of cost of lift station in connection to the
existing system. That money would be used towards construction of
new line. There is still no guarantee on sewer issue. Bill
Roppolo stated that cash is available for interceptor. Ralph
Pfister stated that the YBSD is near capacity and have finished
another study on the plan. The City must repair the sewers. If
they don't stay ahead of this, the EPA could shut them down. Every
developer should be informed of this . Site distance, profile and
traffic count studies have been done. Also discussed was
signalization, I .D.O.T. and EPA permits . All Planning Council
members present were comfortable with the layout and criteria of
the Preliminary Plan presented. Need 50 ' setback, rolled curb
request approved, must have 5 ' sidewalks, and the I .D.O.T. access
and sewer issue is being addressed. The only other issue is the
open space. Conceptually this has been accepted by the Park Board.
Also discussed was the wetlands and the SSA. Tony Graff stated that
Concord Drive and Morgan Sts . need to be changed as that is a
duplicate address in County. Incap has done a wetlands report and
no soil report has been done on the property. Dave Behrens
questioned on how the City came to the cost of $100,000.00 for the
park donation. Also discussed was the potential for a new well .
Should come back to Planning Council when P.U.D. agreement is
signed.
RON WALKER-2 LOT SUBDIVISION IN FRONT OF CLUB 47
Jeff Palmquist does not want any encroachment on Rt. 47 and
recommends not doing a 2 A. site plan on a 1 . 7 A. outlot. Part of
the issue is the entrance and some agreements need to be done with
the parties involved.
HUFF REZONING
Dr. Brenart'a Eye Clinic is located immediately to the south and is
trying to increase the size of his clinic. Jeff Palmquist
recommends it be Office not B-2 zoning, if they are planning it as
retail . They are planning to expand parking lot. Entrance should
be wide enough to handle 3 cars. This is zoning case not site
plan and can't tie to recommendation or do conditional zoning.
Before permit is issued all recommendations should be addressed.
I .D.O.T. will made the recommendation on the roadway. Adequate
parking should be provided within the setbacks.
