PLANNING COUNCIL MINUTES
TUESDAY, APRIL 2, 1996
CITY CONFERENCE ROOM

Those present from Planning Council were Jim Nanninga, J.T. Johnson, Tony Graff, Bill
Dettmer, Jeff Palmquist,Ralph Pfister and Tim Fairfield. Please see attached list for all others.
CANNONBALL ESTATES
This property owned by Gail Fisher and Gary Conover located on the south west corner of
Cannonball Road and Faxon Road is being brought to Planning Council for annexation and
zoning. The developer would like to build 125 single family homes on this site on 12,000+
square foot lots.
Jim Nanninga asked that the lots backing up to Faxon Road have good berming and landscaping.
Jim also stated that a traffic study would be needed. Jim said that since Bill Schmanski was ill
and not able to attend today the issue of the engineering would have to wait for him to review
Jeff Palmquist stated that the conceptual plan looks okay except for the drive-ways. Jeff also
asked about phases. It will be done in 3 phases.
Ralph Pfister stated that there should be an easement for future interceptors and lines to the
north. All lots will have sanitary sewer and water.
Discussion followed on the public concerns about the added traffic on Cannonball Trail. A traffic
study will be done.
Mr. Jim Liggett expressed his concern over the water table located in this area and asked the city
to look into this problem.
The developer assured everyone that they will comply to all of the city regulations. But did state
that he could not do all the road improvements between Rt. 34 and Rt.47.
Tim Nanninga asked that they meet with the Park Dept. and talk with Bill Schmanski and return
in 2 weeks.

FOXXIIILL
Mike Cap and Mike Cap returned with the re-configuration of the site that Planning Council had
asked for. The street has been renamed Seneca from Walter St. The plan still offers plenty of
open space. The off street parking has been addressed by the buildings being placed with a 30'
setback, which provides for plenty of off street parking. There is parking only on one side of the
street. They followed the recommendation that Bill Schmanski had made on the pond with the
ledge and the overall reduced size of the flooded level. The discharge line is 100'west of the
east line. The depth in the pond will be 5'-6'. The homeowners will own the pond.
Tony Graff asked about the street lighting.. Mike Cap explained that the street lighting is
photmetrix and is cigar shaped for the coverage. Mike also said that they are meeting with MOT
on Diehl Farm Road.
Jim Nanninga asked that they please get a landscape plan to Jeff Palmquist and then they could be
on to Plan Commission.
J.T. Johnson reminded the developers that this phase would be under the new land cash
ordinance.
THE EDME[ER GROUP
Dean Edmeier showed a proposed project on the property located on the corner of Rt. 47 and Rt.
71. It consists of a full 18 hole golf course with a club house and possibly golf villas with 171
single family homes on 62.2 acres and 88 duplexes on 16.4 acres. The property is a total of 225
acres. The golf course would be a public course. The duplex area is planned for empty nesters.
Mr. Edmeier stated that this will be a "golfing" orientated community. They will meet with
Dwyers from Country I-hlls, Doc Davis from Wildwood and Bill Roppolo from Coach Hills to
discuss the sanitary sewer. They will also do a trail along the Com Ed easement
Jeff Palmquist asked for a tree study sine the property has many trees.
Mr. Edmeier stated that they have already donated to the Yorkville public school district and will
continue to do so with this development up and above the impact fees.
Jim Nanninga asked Mr. Edmeier to return when the contract on the land is signed.

INLAND
Greg Gabel returned to Planning Council with the concept stage of the property located on
Faxon Road that is owned by Inland. It is currently zoned Ag county. They would like to annex
this property into the city and also preserve the Robb Roy corridor. The plan shows
manufactured Sr. homes to the east of the creek and multi family to the west with a nine hole mid
iron golf course also on the west of the creek. Jim Nanninga asked for a set of standards for the
manufactured homes,Matt Fiascone said he would get those to him. Tony Graff asked if they
wanted zoning, annexation and a PUD all at once. Matt said yes. Bill Dettmer stated that these
manufactured homes are all CABO approved and he feels like they are a very good product.
Discussion followed on the water meters for the manufactured homes, if it should be one meter
or all individual.
Tony Graff asked where Inland was going with this. Matt Fiascone stated that they wanted to
move on into some detail on this project work on reducing the west side and work on the roads 9
the collector road)and then get on to Plan Commission. Jeff Palmquist told Matt that he would
have to point out the benefits to get the trade off.
Jim Nanninga asked them to return when they get all the details worked out. And please meet
with Mr.Yabsley,who is an adjacent property owner, who will be effected by this.
FAIRGROUNDS
J.T. Johnson asked that we change the ordinance on the set back for the building for the
fairgrounds. It just is not feasible to have a 250 foot set back. Will will address this at the next
Planning Council.
Jim Nanninga adjourned the meeting at 12;50 with a reminder that the next meeting is scheduled
for April 16 at 9:30 AM.
