Those present were Jim Nanninga, J.T. Johnson, Ralph Pfister, Bill Dettmer, Jeff Palmquist, Bill
Schmanski, Sue Swithin, Tony Graff, Tim Fairfield, John Walters, Dallas Ingemunson, Verne
Henne, Frank Vitek, Matt Fiascone, Greg Gabel, Michael Cap and Ken Baldwin. (see attached
list)
CANNONBALL
Attorney Dallas Ingemunson representing Mr. Sheridan on this piece of property showed the
Planning Council the concept site plan on the property on Rt. 34 and Cannonball Trail. It shows a
gas station, strip mall and an existing house that would likely be used as an office.
Jim Nanninga asked about the safety of the gas tanks. Bill Dettmer stated that the tanks will
require a permit from the state fire marshall. The state fire marshall requires lots of inspections.
The EPA also inspects. Bill went over our codes and stated that the permit has to be obtained
before anything is begun. Jim also asked about spillage on the ground. Bill Dettmer stated that
he is not sure about that but would check with the state fire marshall and get back to Jim. Jim
asked about the hours of operation, Dallas stated he knew nothing about that part. Jim feels like
there should be some kind of restrictions for control. Tony Graff suggested that they go with the
curfew hours 6:00 AM to 11:00 PM on week days and 6:00 AM to 12:00 midnight on weekends.
He also said that the liquor ordinance details the sales hours. Jeff Palmquist suggested that they
keep the car wash hours restricted also due to the noise. Verne Henne voiced his concern about
the water run off from the car wash running out on to Rt. 34. Tony stated that they would
probably follow the same as Amoco does, which is closed during severe cold weather. Bill
Dettmer stated that we really can't go much further without the plans to do a site analysis.
There was discussion on how this property would be zoned. J.T. Johnson stated there was still a
need to involve Dan Kramer in the legal aspects of zoning this property.
Frank Vitek asked if he could go see other developments like this. Dallas stated that would be
fine.
Verne Henne asked what a PUD for commercial was. Dallas said it was the same as for a
residential PUD but with more restrictions, making them return to the city more often giving the
city more control.
Jeff Palmquist questioned the set backs stating that it needed to be 65', 30'beyond the green
space from the ROW. Jeff also stated there needed to be a 3-4'minimum berm along with plenty
of plantings and a fence.

Jim Nanninga stated that he did not like the drive being north of the house. Dallas stated that he
didn't know why it was there. Jim said the improvements should be made to the south. Bill
Schmanski said there should be sufficient berming to keep headlights out of the residential area.
Jim also asked for a good in depth landscape plan since it will be very important screening for the
residential area. Jeff Palmquist added that a minimum landscape plan is needed for the PUD
agreement.
Verne Henne asked about the site drainage. Bill Schmanski answered that the developer will have
to work out the engineering. IDOT will have to be consulted and everything will be done to
regulations and the law.
Jim Nanninga stated that the traffic signals might require an upgrade and that would be Mr.
Sheridans responsibility.
Bill Schmanski stated that the issue of the water main need to be talked about. Bill feels that the
water main should be looped to the east to Independence and north to Cannonball. Bill also states
that the water main should be a 16" main on Cannonball, that could possibly be a re capture for
Mr. Sheridan. J. T. Johnson said that all the easements are already in place from Rt. 34 to the
connection. Jim stated that hydrant spacing should be two every 300 feet.
Tony Graff asked about lighting on the property. Bill Schmanski stated that lighting should be
addressed in the PUD. It should also be kept on the property itself and be directional shield
lighting. He feels that photmetrix lighting is best is best.
Jeff Palmquist asked Dallas if the owner was committed to do any more on the property. Dallas
doesn't know. Jeff also asked that there be more parking at the office since that might be a
potential bank.
Frank Vitek asked what would happen if the house is turned into a bank. Jim Nanninga told him
that would also be covered in the PUD. Frank also asked how it would be handled if there were
drive-up tellers. That also will be set up the P.U.D.
Bill Dettmer asked that they make sure that the fire lane is 18 feet wide and that there is proper
screening of the dumpsters.
Verne Henne asked that the city make sure that Mr. Sheridan understood all the proper setback
requirements. Verne also asked if the road was at the right standards for semi trucks. Bill
Schmanski stated that they will have to check with IDOT on that, and if it isn't Mr. Sheridan will
have to pay for the road to be brought up to those standards. Bill Schmanski stated that the
easement will have to be all the way through the property. The road is for traffic business only not
for the general public and not a public R.O.W.

Jim Nanninga asked about cutting access on Cannonball to the just the one northern access,
making just one access on Cannonball and one in and out on Rt. 34. Jim also asked about
sineage. Bill Dettmer stated that Mr. Sheridan should be kept to what is on the concept plan.
Jim Nanninga stated that we need three things from Mr. Sheridan. Some good plans, a traffic
study and a good landscape plan. He asked Dallas to take these three things to Mr. Sheridan and
return in 2 weeks.
FOX HILL
Mike Cap and Ken Baldwin from Development Resources brought plans on POD 2 Unit located
in the south east corner of the site. It has 84 units and is the same configuration as POD 4. The
detention has been changed to serve POD 1 and 5A. John Street will constructed in this POD. It
shows a generous open space.
Tim Fairfield asked that they change the name of Walter Street, since the city already has one
street with that name.
Sycamore Street ties into Rt. 34 and is a collector.
There was discussion on the placement of the units and the arrangements of the streets and the
setbacks. They will be able to make some adjustments and reconfigurations that the city wants.
Jeff Palmquist asked how long the drive ways are. Mike Cap said about 40 feet. Parking will be
on one side of the street only. Discussion followed on the off street parking. Jim Nanninga asked
if it would be possible to go all two car garages or find some off street parking. Mike said that
they could provide some off street parking but all 2 car garages were not possible.
Bill Schmanski asked if they were matching the P.U.D. Ken Baldwin said that yes they were. Bill
also asked that they do exactly like they did in Unit 3.
Bill Schmanski asked that the safety ledge in the pond be made 2-3 feet of water cover so it does
not have a weed growth problem.
They will return in two weeks with the changes.

INLAND
Greg Gabel showed the concept plan on the property located on Faxon Road. It is 286 acres and
is contiguous with the city from the Cooper property. Three-fourths of the property is in the
Plano school district. Three-fourths of the property is in the Yorkville FPA. Robb Roy Creek
bisects the property. The property is in the Bristol Kendall Fire District. Zoning is currently Ag
in the county. The land use map shows M zoning. Wetlands are located in the north section.
CEMCON did the flood plain study. The concept plan for this property is manufactured housing
for seniors on the south side of Rob Roy Creek with a club house for the community. The lot
sizes are 60 x 110 with the average being 8500 square feet with a total of 366 lots. It shows a
east west access from the club house to the creek. The concept plan also shows on the north of
the creek a 58.9 acre mid-iron golf course and 184 attached single family housing with a 3.5
density. It also has a community park on the north west end and trails along the creek. Jeff
Palmquist asked if the golf course was going to be public or private. Matt Fiascone answered it
might be given to the Yorkville Park Dept. It is just a nice amenity for the seniors. Matt also
stated that on the west side of the creek they are open for discussion but the south side with the
seniors housing is not.
Ralph Pfister asked about the FPA modifications and the designated easements to the north for
future sanitary and sewer. Matt Fiascone stated that they have not addressed that issue yet.
Tony Graff asked if these were the same manufactured homes that he had visited. Matt was not
sure. He stated that the seniors housing will have one gated access road entrance. Tony said he
would like to see something different for the collector road.
Sue Swithin stated that she did not like the division of the property.
Jeff Palmquist stated that maybe this was the time to up date the Yorkville Comprehensive Plan.
Ralph asked about the dollar value of the homes for the seniors. Matt Fiascone said they will sell
for$75,000490,000 with an added $275.00 for the monthly land rental. Tony Graff said that the
homes that the visited had a waiting list. Matt said for empty nesters it is a very affordable life
style.
Greg Gabel asked that the Planning Council review and think about this project and they would
like to return in 2 weeks.
Jeff Palmquist asked that they revisit the plan for the collector street. Discussion followed on the
placement of the collector street.
