PLANNING COUNCIL MINUTES
TUESDAY, FEBRUARY 27, 9:30 AM

Those present were Jim Nanninga, Tony Graff, Bill Schmanski, Jeff Palmquist, J.T. Johnson,
Ralph Pfister, Dallas Ingemunson and Art Sheridan.
Jim Nanninga advised Mr. Sheridan that Jeff Palmquists and Bill Schmanskis time would be billed
to him on an hourly basis.
SHERIDAN/UNION BANK/VOLLENDORF
Mr. Sheridan and Mr. Ingemunson presented to Planning Council the Annexation Application and
concept plan for the property located at the corner of Rt. 34& Cannonball Trail. This property is
6.148 acres and is currently zoned County Agricultural (owned by Union Bank) and County R-3
(owned by Vollendorf) and is located outside of the city limits. They would like to rezone to
Service Business District B-3 with Special Use to permit dispensing of gasoline at automobile
pumping station together with a convenience store. They are also asking that a variation be
permitted for front yard to 20 feet for the installation of gasoline pumping equipment and
associated improvements. (variation requested under City of Yorkville Zoning Ordinance, Section
10-7D-4 A.) .
There is an existing building on the property that will be left entact to house a bank or some other
office building.
They are also asking that two accesses be allowed on Cannonball Trail and an access be allowed
on Rt. 34 in accordance with IDOT standards.
Jim Nanninga stated that they should also be talking to Gary Conover, who is the adjacent
landowner. Mr. Conover has stated to Jim that he would be happy to work with them on this
project.
Bill Schmanski stated that access will be dictated by IDOT not the city.
J.T. Johnson stated that this portion of Rt. 34 might become 4 lanes. We need to know what the
state is planning.
Discussion followed on placement of the road access working with Gary Conovers property.
J.T. Johnson said to expect some opposition from the surrounding land owners.

Mr. Sheridan asked if they could bring this parcel in under a commercial PUD. J.T. Johnson
stated that no, the city did not have that type of zonning available.
Jim Nanninga asked if Mr. Sheridan had any potential users for these properties. Mr. Sheridan
said not yet.
Dallas asked how they could zone this without a commercial P U D. Jeff Palmquist stated that he
felt like Dan Kramer could do something quickly and it could be done along with the annexation
agreement.
Discussion followed on the need of adding or changing the zoning ordinance.
Jim Nanninga asked that they please work with Gary Conover closely on the utilities.
Discussion followed on the natural drainage of the property of the property and how to make the
best use of it. Bill Schmanski feels that the state might want us to run the storm sewer to the
creek. Bill also said that the sewer crosses Rt. 34 and is located in the easement. The water main
is across the street and is stubbed to John Street.
Mr. Sheridan asked that the city pay to bring the water to the property. Jim Nanninga said that
would be up to the City Council not the Planning Council.
Bill Schmanski asked about the water main. Mr. Sheridan stated that he would bring it across the
street. Bill asked that they please talk to Gary Conover about a loop.
Jim Nanninga asked Jeff Palmquist if he approved this change in the comp plan? Jeff stated that
he did.
Dallas Ingenmunson asked about a obtaining a liquor license. Tony Graff stated that was not a
problem at all.
Jim Nanninga stated that their concept plan looks good and everything is looking positive.
Mr. Sheridan thanked the Plan Council for their time and stated that they will be cleaning up their
concept plan and adding berming. He also had a sign question. J.T. Johnson stated that we do
have a new sign ordinance and review board that he would go to.

LARGE LOT ZONING
Jim Nanninga stated that the City Council has asked Planning Council for standards for large lots.
Jeff Palmquist asked if they would be following the rural cross section. Jim Nanninga stated yes.
The Planning Council then discussed the following:
1. Lighting should have the following standards; lights placed at intersections with minimum
spacing of 500 feet, lights placed at curves as determined by the City of Yorkville.
2. No sidewalks will be required but they must provide a paved trail that meets all our standards.
Specifically an 8 foot width with an exit and entrance identification.
3. Paved driveways that will require a concrete culvert with a concrete flared end section.
4. Within 250 feet of the city limits they have to hook up to sewer.
5. Streets will require a 70 foot dedicated R.O.W with a 50 foot setback. 28 feet of actual asphalt
with a 25 foot driving area marked by reflective stripe. 32 foot full depth stone to provide
2 foot stone shoulders. A ditch on either side with a 1% slope (sideslope 4 to 1 on the street
side and a 3 to 1 on the lot side).
6. We recommend well and septic.
Jim Nanninga adjourned the meeting at 11:45 AM with a reminder that the next regular Planning
Council meeting is scheduled for March 5, 1996.
