Plan Council Minutes 1996 02-13-96 CITY OF YORKVILLE PLANNING COUNCIL MINUTES FEBRUARY 13, 1996, 9:30 AM CITY CONFERENCE ROOM 111 W FOX ST., YORKVILLE,IL Those present were Jim Nanninga, J.T. Johnson, Ralph Pfister, Bill Dettmer, Bill Schmanski, Jeff Palmquist, Tony Graff, David Behrens, Bill Roppolo and Dave Greyer. ROPPOLO COACH ROAD HILLS Mr. Behrens and Mr. Roppolo returned to Planning Council for a recommendation from the Council to proceed to Plan Commission on February 14, 1996. Mr. Behrens explained that the site-data(see attached)has remained the same on the property since their last visit but they have made the following requested changes 1. Park and Open Space will receive the following on 27.5 acres: a. two tennis courts(located in the north town home section) b. one large playground c. three soccer fields d. two sand volleyball courts e. interior trail system f. completely landscaped g. gazebo or lookout All of this would become the property of the Park and Recreation Dept. when the development is 80%completed. They will be meeting with the Park Board to discuss this. Bill Schmanski asked about the sewer and water and all agreed that a study would have to be done to determine the timing of the south interceptor construction and abandonment of the proposed lift station. It will have to be done before the preliminary plan is approved. Jim Nanninga stated he still was not in approval of the single family residential along Rt. 47. Mr. Roppolo stated that there would be a 50'landscaped bermed easement along Rt. 47 that would hide most of the housing and the homes were situated there because the Plan Commission and City Council had asked for them to be there. Mr.Roppolo reminded the members that this would be a very upscale neighborhood development that he felt Yorkville would be very proud of Jeff Palmquist stated that he was not sure that after the wetland area was deducted from the total open space amount that enough was left over to be considered a "good" open space amount. Out of 27.5 acres of open space 10.5 acres is for detention which only leaves 17 acres of open space. Page 2 Planning Council Minutes February 13, 1996 Jim Nanninga asked if the townhomes would be one or two car garages. Mr. Roppolo stated that they are one car but can all accommodate 2 car without any major site changes. The two car garages will be totally market driven. The duplex units and the single family will all have two car garages with the single family homes having the option for three car garages. Bill Schmanski asked if the Army Corp of Engineers told them they could not touch the wetlands what would be their plan then. Tony Graff stated that there would have to be dollar amount trade off if that was the situation. Tim Nanninga stated that most trail systems were 10'wide, not their shown 8". Jim also suggested that the trail be extended to Rt. 71 so that it would not be just an interior trail. Ralph Pfister suggested that there could possibly be a recapture on the trail system. Mr. Behrens said that all the roads met Yorkville standards. J.T. Johnson said he did not want the islands in the cul-de-sacs because it made snow removal a nightmare. Tony Graff suggested to Mr. Behrens that their original concept plan be shown along with this revised plan to the Plan Commission so that the changes would be very obvious. Jim Nanninga asked for a sewer commitment from Mr. Roppolo. Mr. Roppolo said that he would be willing to do his fair share when it came time for the preliminary, not here in the concept plan. J.T. Johnson said that the city would be sure that everyone would pay equally. Jim Nanninga asked for any other comments. The general consensus of the Planning Council is that the concept plan for this property is approved and Mr. Roppolo can proceed to Plan Commission tomorrow, February 14, 1996.
