Plan Council Minutes 1996 02-06-96 t CITY OF YORKVILLE PLANNING COUNCIL MINUTES TUESDAY,FEBRUARY 6, 1996 9:30 AM CITY CONFERENCE ROOM 111 W. FOX Those present were Jim Nanninga, J.T. Johnson, Bill Schmanski, Bill Dettmer, Ralph Pfister, Jeff Palmquist, Tony Graff,Bill Stepan, Gary Conover, Jim Olson, David Behrens, Bill Roppolo,Rick Munson and Dave Greyer. STEPAN LOTUS RIDGE Bill Stepan returned to Planning Council to discuss his subdivision Lotus Ridge that is within the 1.5 mile limits of the city. Bill brought in the preliminary plan to mainly show us what he is doing and wants to discuss the roads. Bill states that the roads are all to city standards. The subdivision has 5 lots. All of the particulars can be found on the attached sheet. The lots are all on private wells with septic fields. J.T. asked if there was a proposed conservation area. Bill Stepan said he will keep 6 acres of wetlands for this purpose.. He is still trying to annex and Kramer is still working on this for him. Jim Nanninga asked Mr. Stepan why he wanted to annex into the city. Mr. Stepan stated he hasn't made much progress with the county but he hasn't had any negative votes from them either. He wants to make this subdivision as upscale as possible. J.T. Johnson stated that the interceptor could go in the ditch line to Rt. 126 and Rt. 71. Discussion followed on the future placement of the sewer. Bill Schmanski asked if the detention is on the wetlands. Rick Munson answered that yes it was, but the storm water still needed to be addressed with the Army Corp of Engineers. J.T. stated that this will have to be a special use and a special use permit will need to be obtained from City Council. Bill Schmanski said that the roads looked good and he approved of them. J.T. stated that Mr. Stepan would need to get a variance on the road length. Mr. Stepan stated that on the back of all the lots there would be an area of conservation. He wants to keep this as natural as possible. Mr.Stepan announced that he is on the agenda for Plan Commission on 2-14-96. Page 2 Planning Council Minutes February 6, 1996 CONOVER Mr. Conover presented to Planning Council his plan for Cimarron Ridge Unit 2. It is presently zoned office and he wishes to rezone to R2. The property is 4.91 acres and duplex units will be built. Most of Mr. Conovers other duplexes are owned by the retired. They are all 2 bedroom, brick with 2 car garages. All City of Yorkville ordinances have been followed. Bill Schmanski asked Mr. Conover not to loop the water fine. J.T. stated that it must be an 8 inch water main. Mr. Conover stated he saw no problem with that. DRWAL Jim Olson representing the Drwals showed property located on Emanuel Rd., in Kendall County that falls within 1.5 miles of the city limit. It is a seven acre parcel that is currently zoned Ag. that he would like to rezone RI. There are no drainage problems. There was not any questions or comments on this property and all of Planning Council felt like it looked fine. ROPPROLO/COACH ROAD HILLS Dave Behrens handed out to members the new site concept data on this property. (see attached) He stated that he had heard from the Council that they are close on the density for this property. They are ready to move past this concept stage, but need the Planning Council to recommend them on to Plan Commission so that they can proceed. Bill Schmanski asked about detention in the lake area. Mr. Behrens stated that they had contacted the Army Corp of Engineering and it did not look like this piece of wetlands could or would become a lake. Jim Nanninga did not think that the Rec. Dept. would want wetlands. After lengthy discussion Mr. Behrens and Mr. Roppolo were told that in order for the City to allow them to proceed on this piece of property they would have to see substantial tradeoffs, in detail, on paper, that would benefit the citizens of this community in order to have this type of development in our community. Mr. Behrens asked for a special Planning Council Meeting to be held for them next Tuesday, February 13 and they would return with a more detailed, written plan of the wetlands, parks and open space, trails, landscaping and very importantly the water and sewer issue Page 3 Planning Council Minutes February 6, 1996 Discussion followed whether Mr. Roppolo would be returning to Plan Commission since the vote there had already been no. Jim Nanninga stated that he would speak to the City Attorney Dan Kramer about that and get back to the council members. There being no other new business Jim Nanninga dismissed the meeting at 12:30 PM with a reminder that there would be a special Planning Council meeting next Tuesday,February 13.
