PLANNING COUNCIL MINUTES
TUESDAY,JANUARY 16, 1996, 9:30 AM

Those present were Jim Nanninga, J.T. Johnson, Jeff Palmquist, Ralph Pfister, Bill Dettmer, Bill
Schmanski, Chuck Hanlon, Matt Fiascone and Ed Joanis.
FARM COLONY
Chuck Hanlon returned to Planning Council for approval on the preliminary platt(R3 PUD)on
the phase 2 of the Farm Colony that is within the 1.5 mile limit of the City of Yorkville.
Ed Joanis of Seibert Engineering showed the general analysis of the site that contains 3 drainage
areas. Morris Engineering did the engineering for the 24 hour storm using the existing contours
with the field tiles. Storage is above what is needed. Ed stated that they worked on this for 2
weeks and all requirements are met. Bill Schmanski will look at all the reports.
Chuck Hanlon handed out a sheet (see attached)that fisted all the proposed variances from the
city ordinances. Discussion followed on the street light placement, the city vs. county standards.
Jeff Palmquist stated that the rural look should be used as transitional between the city and the
rural county areas. J. T. Johnson feels that the street fights should be at city standards. Jim
Nanninga stated that he feels that the city needs to set some standards on 1 acre lots in our
transitional areas. Planning Council needs to address this issue with the City Council. Tony Graff
stated that he feels as long as we have provisions that if and when they enter the city limits it will
be addressed at that time and be brought up to city standards when the property is annexed.
Jeff Palmquist asked if Planning Council agreed with the overall plan. The general consensus was
yes, other than the Minkler Road ROW. The county does need to take another look at the ROW
dedication to see if it is sufficient.
Matt Fiascone stated that the county does not want access on Minkler Road. He does feel that
the county should re-visit this thought due to the future bridge.
Chuck Hanlon addressed the sidewalk issue stating that a perimeter trail system that will be used
for recreational walking will be used in place of sidewalks.
Jim Nanninga asked for the feeling of the Planning Council on this development. The general
consensus is that we should stay with city standards until directed by the City Council to do other

wise. Tony Graff stated that he felt strongly that it was time to set a standard for 1 acre lots, but
that would be up to the City Council.
Jim Nanninga stated that our hands our tied until the Council directs us differently. We have to
go by current city standards. The Plan Commission will receive these minutes as our
recommendation.
Tony Graff asked about a donation to our school district. Matt Fiascone stated that they have to
spend alot of money on this development and if there is any money left they will donate.
There being no further business Tim Nanninga adjourned the meeting.at 10:50 AM with a
reminder that the next regularly scheduled Planning Council is Tuesday,Feb. 6, 1996,9:30 AM.

Dear Mr. Manning:
We have reviewed the submitted information for the projects appearing on the agenda for
today's meeting and offer the following commentary:

1. The plan submitted to us provides a stormwater easement for conveyance of runoff
through the project site and for stormwater detention. The conveyance easement appears
to be of sufficient width to cant'runoff from upstream properties. The stormwater detention
easement appears to be of sufficient dimension to provide the proper storage volume. We
would recommend that the proposal be approved with the proviso that volumes,
dimensions, areas, etc. must be proven to be of such sufficient dimension to function in
accordance with the Stormwater Ordinance.

We received the final plat documents only this morning and have not had an opportunity
to review them.

We have reviewed the submitted drainage and stormwater calculations and report. We find
the documents to demonstrate that the developer's engineer possesses a sufficient
understanding of the watershed drainage and has proposed a stormwater management
system meeting the County's design criteria. The submitted information is sufficient to
permit the project to proceed to the next step in the approval process.
