PLANNING COUNCIL MINUTES

Those present were Jim Nanninga, J.T. Johnson, Tim Fairfield, Tony Graff, JeffPalmquist, Bill
Dettmer, Bill Schmanski,Ralph Pfister, Darren Sloniger, Chuck Hanlon, David Behrens, and Bill
Roppolo.
PARKVIEW
Darren Sloniger handed out revised site plan for the proposed senior citizen housing located in the
old Parkview school. Some changes have been made since he last presented this to Planning
Council, some being the reduced parking places which brought the total parking spaces to a total
of 69. He also stated that in the plan he tried to leave room in the north section of the property to
accommodate the future extension of Spring Street. He would like to keep the issue of the Spring
St. road issue separate from the P.U.D. Jim Nanninga stated that he did not think that would be
possible as the City Council and Plan Commission would more than likely want the Spring Street
extension to be a apart of the P.U.D.
Discussion followed on the Spring Street extension and the impact that this development would
have on it and it was the general consensus that it indeed has to be a part of the P.U.D. for long
term planning for the city.
J.T. Johnson suggested that we sit down and talk with the owners of the property,Cal and Rena
Pederson and see what could be worked to everyone's satisfaction. Mr. Sloniger stated that he
would like to speak privately with the Pederson on this matter.
Jeff Palmquist asked that a site landscape plan be submitted.
Mr. Sloniger will attend Plan Commission Wednesday, January 10, 1996.
FARM COLONY
Chuck Hanlon from Land Planning Service showed the concept plan for Phase 2 of the Farm
Colony located within the 1.5 mile limit of the city limits. This subdivision has been held up in the
courts and was just approved. The plan showed an extension of the existing subdivision all the
way to Minkler Rd.

Jeff Palmquist asked why the subdivision had been denied in the first place and Chuck Hanlon said
that he felt like it was probably a mix of politics and the magnitude of the property did not fit the
rural transition "feel" that the county wanted.
Discussion followed on if there was a need for Mr. Hanlon to be here without Planning Council
having seen the court document.
Jim Nanninga told Mr. Hanlon that he should not go to Plan Commission tomorrow but return to
Planning Council next week with everything in line with the City of Yorkville's Subdivision
Ordinance. Jim also reminded Mr. Hanlon that time for the meeting was being charged for
Pavia-Marting and The Lannert Group.
COACH ROAD HILLS (ROPPOLO)
David Behrens showed the Plan Council the new concept plan for the property on Rt. 47&Rt.
71. He stated that all of the changes that they had been asked to make by the City Council were
made. They are here to resolve the density issue.
The new plan shows changes to the northwest corner of the townhome section with removal of
about 1/2 of the townhomes and an abundance of open space. The north area of the townhome
area is shown backing on to the lake and open space. The townhomes on Rt. 47 have a 50'
minimum from the road ROW which leaves plenty of room for berming and landscaping. In the
single family home sites there is a 50'landscape easement on the 12,000 sq. foot lots. The single
family homes are a total of 220. They removed 2 parks and combined the space into a large open
space. Mr. Roppolo stated that they feel like there is a strong market for townhomes and
duplexes. The duplex lots have also been downsized from 114 units to 44 units that are clustered
together. It will be a partial land and partial cash for the Park and Recreation Dept.
The plan also includes a banquet facility on a 20,000 square foot commercial lot that overlooks
the wetlands and includes 130 parking spaces.
Bill Schamnski asked if any contact has been made with the Army Corp of Engineers. Mr.
Behrens stated that Ed Joanis of Seibert Engineering had been in contact with the Corp.
Mr. Behrens has spoken with Commonwealth Edison and the trails can be in there ROW.

Tim Nanninga asked why there was a mix of single family, townhomes and duplexes all together.
Mr. Behrens answered that the Council had asked him to do that.
Jim Nanninga asked if there were certain standards for the townhomes and duplexes. Mr.
Roppolo stated that yes they did, and reminded the Plan Council that it would be market driven.
J.T. Johnson asked if there were any variances. Mr. Berhrens stated that no there wasn't, they are
following our code. (see attached sheet) J.T. said he could accept the concept plan with just a
minor readjustment in the placement plan.
Discussion followed on the placement of the duplexes and townhomes
Jim Nanninga asked if there were any comments. Bill Schmanski stated that he is happy with the
townhome area.
Mr. Roppolo stated that he tries to work with the topo of the land and intends to use a minimum
4-6'berm and mature 12'landscaping plants and trees. He also said he would like to meet with
the Park and Rec. Board.
Bill Dettmer asked if there would be some different elevations. Mr. Roppolo then showed some
artist renditions of the homes and stated that they help and guide the home purchaser to pick out
coordinating colors(brick, siding etc.)
Tony Graff and Jeff Palmquist asked just for just a small adjustment of home layouts.
Jim Nanninga asked if it would be possible to isolate the townhomes to just one street as he does
not like the mix. Mr.Roppolo said the had done just what the Council wanted and he only does a
project that everyone is happy with including himself.
J.T. Johnson stated that he liked the plan and he was certain that they all would sell.
Bill Schmanski stated that the city will have to direct the developer in the sewer placement. He
has questions on recapture and the possibility of coordinating with the southwest interceptor.
J.T.. Johnson said that the water main will have to have a loop. J.T. said that the residents of
Bonnie Lane might be willing to work with Mr. Roppolo.
Discussion followed on water and sewer placement.

Tony Graff stated that the density was close to our wishes and he could live with that but
suggested that Mr. Behens and Mr. Roppolo meet with Jeff Palmquist for some minor
"massaging" of the plans.
Jim Nanninga then summarized what the Plan Council would like to see the developers come back
with next week:
1. Rearrange townhome units.
2. Flip flop single family with 4 units.
3. Duplex floor and elevation plans .
4. Take out the private road.
5. Address sidewalks.
6. Set building standards.
7. Architectural review.
8. Address phasing.
9. Exact layout of townhomes
10. Funding of sewer
Jim also stated that the sewer CANNOT be temporary. And a new interceptor will be needed. Jim
asked that the developers please meet with Bill Schmanski on this.
Mr. Behrens said they would return next week with the asked for changes.
NEW BUSINESS
Tony Graff stated that City Attorney Dan Kramer needed to be contacted and asked how we
should handle the voting process for Planning Council. Since we are only an advisory board he
feels like we should not be voting. Ralph Pfister said we should be set up by ordinance or
resolution. Tony agreed. Ralph stated that when you charge fees we should be structured. Bill
Schmanski stated that we are in the Subdivision Ordinance. Jim Nanninga said he would speak
with Dan Kramer on a resolution pertaining to Planning Council.
Bill Schmanski asked if the minutes of the meeting should be made available to the developer who
has attended? J.T. Johnson said that it is courtesy that they should receive them. Jim Nanninga
will bring this up with City Attorney Dan Kramer.
The next Planning Council will be held next week, January 16, 1996 with Mr. Roppolo and Chuck
Hanlon on the agenda.
