Plan Council Minutes 1996 01-02-96 A ti CITY OF YORKVILLE PLANNING COUNCIL TUESDAY, JANUARY 2, 1996, 9:30 AM CITY CONFERENCE ROOM 111 W. FOX STREET,YORKVILLE, IL 60560 Those present were Jim Nanninga, Bill Dettmer, J.T. Johnson, Jeff Palmquist, Bill Schmanski, Greg Sibenaller and Darren Sloniger. PARKVIEW SCHOOL Darren Sloniger presented to Planning Council a plan for the Parkview School, located at 201 W. Center, that would turn the school into senior residences. Mr. Sloniger stated that he has met with the owners for a development agreement. The property would basically stay the same, the building will be turned into apartments and the existing gymnasium will remain the same to be used as a community room, for walking or exercising.. There will also be a three story addition located on the east side of the building (Church St.). The addition will have 22 units all being one bedroom. The main, original, building will house 26 units, two bedroom units at 675 square feet each and 14 one bedroom units at 550 square feet. The total units being 40. The building will have a 4 stop elevator. The open space will remain the same except for a gazebo and a garden space for the residents. There will be parking for 89, including handicapped spaces. Jim Nanninga asked if this project was subsidized. Mr. Sloniger stated that no, it isn't gov't subsidized but they will receive tax credits from the IRS. The price will be based on annual income. Greg Sibenaller asked if they were planning on having security alarm chains in each apartment. Mr. Sloniger said that has not been decided. Bill Dettmer asked if the addition will blend in with the existing building. Mr. Sloniger stated that it will be architecturally blended and then showed the artist concept of the building. Bill also stated that a drop off area is required. Bill told Mr. Sloniger that the BOCA code is sympathetic to historical renovations so if Mr. Slonigers architect has any questions please have them contact him. Jeff Palmquist asked about the number of employees. Mr. Sloniger stated there will be 2 on site. Jim Nanninga asked about storm detention, sewer and utilities. Bill Schmanski stated he has not looked at them yet but will be doing so. J.T. Johnson said that the utilities are all close by. Planning Council Minutes January 2, 1996 Page 2 Jim Nanninga brought up the fact that the Somonauk traffic light was originally going to be placed at Spring St. and could still be so in the future and would cut across some of the Parkview property in the re-routing process. Mr. Sloniger does not wish for that to be tied to the zoning and does not want it to be an issue with the owners. Jeff Palmquist stated that he feels like there still would be plenty of open space if that did happen since the gazebo park is just across the street. Discussion followed on Spring St. and the placement of the road and light. Jeff Palmquist asked if the Planning Council feels like this is a good use for the property. The general consensus was that it was. Jim Nanninga asked how we could be sure that this would be Sr. housing. Mr. Sloniger stated that it is in the agreement that it will be housing for Sr.'s for 18 years. Jim also asked about a special use zoning. Mr. Sloniger stated that they would like to keep it as simple as possible to keep the process moving, a PUD with the zoning in place. Jeff Palmquist asked that he bring in a detailed site plan a landscape plan and an elevation plan. Mr. Sloniger asked if he could proceed to Plan Commission or would need to return again to Planning Council. Jim Nanninga asked that he return to Plan Council next week with a revised site plan, the length of the addition, and have their architect meet with Bill Dettmer. Bill Dettmer made a motion that we table this until our next Planning Council Tuesday, January 9, 1996 at 9:30 AM. Bill Schmanski seconded the motion.
