PLANNING COUNCIL MINUTES

Those present were Jim Nanninga, J.T. Johnson, Bill Dettmer, Jeff Palmquist, Bill Schmanski,
Tony Graff, Bill Dettmer, Scott Sleezer, Bill Roppolo, David Behrens, Ed Joanis and Tom
Greyer.
ROPPOLO
David Behrens showed the Planning Council the new design concept of Mr. Roppolos property
located south of town on Route 47 and Route 71. This concept plan shows 114 duplexes, net
density 5.23 with 15,000 square foot lots. 156 single family homes density 3.13 with 12,000
square foot lots. It also shows a commercial area to the south that is a potential banquet facility.
Mr. Behrens stated that they had met with the Recreation Department Board. The Rec. Board
recommended more open space and they also wanted a part land, part cash donation. They liked
the idea of the home owners association. The Rec. Board will meet again to discuss this project
and what they would like to see happen.
Jim Nanninga stated the City Alderman have a problem with the townhomes and the density. Jim
asked if the townhomes can be moved over along the lakes and be made upscale. Just a planning
issue to consider.
Mr. Behrens stated that 12 units are facing the trail and open space on this current plan. It also
has a 66'ROW provided as a buffer on the north side.
Jim Nanninga stated that the townhomes will have to have certain standards, such as brick fronts,
2 car garages in other words we would like to see some very upscale amenities to sell the Council
on this project.
Jeff Palmquist stated that our Council is very conservative.
Mr. Roppolo stated that they want the land use to be a big part of this project.
Jim Nanninga asked about the storm sewer and reminded Mr. Roppolo that our ordinance states
no tile overland.
Bill Schmanski reminded them that the City will have say over discharge.

Discussion followed on the topo of the land. Jim Nanninga asked Mr. Joanis to be sure he had the
right info. Mr. Joanis stated that they would get the proper info and also will walk it. He also said
that he and Bill Schmanski had met to discuss the water.
J.T. Johnson stated that Bonnie Lane has their own water supply.
Jim Nanninga stated that the water main is off the ROW and that they will need to loop. There is
also a recapture. He also stated that the sanitary will have to have a lift station.
Discussion followed on the placement of the sanitary sewer. Bill Schmanski asked that all final
figures be in by the end of winter.
Jim Nanninga reminded Mr. Roppolo that traffic study will need to be done.
Mr. Roppolo stated that they would like to fast track this property for a Spring market. They
would like to go to Plan Commission on December 13.
Jim Nanninga stated that Planning Council will send a report to Plan Commission. Jim also asked
that Mr. Roppolo meet with Bill Schmanski and Jeff Palmquist separately.
There being no further business to discuss, Jim Nanninga adjourned the meeting at 11:10 AM.
