Those present were Jim Nanninga, J.T. Johnson Ralph Pfister, Bill Dettmer, Jeff Palmquist, Bill
Schmanski, Tony Graff, Jim Olson, Ed Joanis, David Behrens and Bill Roppolo.
ROPPOLO
David Behrens, representing Mr. Roppolo, presented to Planning Council the second proposal for
the property located at Rt. 47 and Legion Road. This concept shows 168 townhomes with a
density of 5.2, 106 duplex units 5.05 density, 164 single family with a 3.02 density and a B-2 for a
banquet facility, 22 acres are shown as open space and 12 acres as private for the individual
homeowners. Each townhome has access to green space and lake (detention) areas. They have
tried to tie into the regional areas of forest preserve and adjoining property owners. They are
proposing that the whole development come in as a P.U.D. special use. All of the lots come in
within the zoning regulations except for the duplexes which has a bit higher density.
Ed Joanis of Siebert Engineering has done the calculation on the detention.
Ralph Pfister asked who would own the lakes and wetlands. Mr. Behrens stated that the
homeowners would own the lakes, with possibly the city or the forest preserve having the
wetlands.
Mr. Behrens also stated that at the Legion Rd entrance there is a possibility for a small
commercial area, maybe a convenience store.
Mr. Roppolo stated that this whole development is a concept of life style changes with a theme of
walking-hiking, park facilities and outdoor recreation. The buildings will have character with
several different elevations and brick fronts set in a park like setting.
J.T. Johnson asked if this project will be done in phases. Mr. Behrens stated that yes it would be
done in phases with the townhomes and duplexes being phase 1 and then single family homes
being done in 2 phases. The whole project will be pretty much market driven.
Ed Joanis stated that he has been in contact with Rock Island Army Corp on the wetlands.
Jim Nanninga asked about the cross section of roads. Mr. Joanis stated that they will be done to
Yorkville code.
Jeff Palmquist stated that the density of the duplex is off, it should be 4.8. Mr. Behrens stated
that he felt that an allowance should be given to them for the extra open space, which is 32 acres.

Jeff Palmquist stated that he felt that the open space does not have community benefit and does
not go far enough.
Discussion followed on sidewalks and parking . There will be no street parking.
Jim Nanninga stated that the city wants this project to have high standards and not to be family
orientated as the Council does not want to generate high density family homes. Jim also stated
that the council does not favor townhomes. Mr. Roppolo stated that this will be an adult
community.
J.T. Johnson reminded Mr. Roppolo that he would have to bring his plan before the Recreation
Department that meets Wednesday, November 15, 1995.
Jim Nanninga reminded them also that a traffic study will have to be done. Discussion followed on
street planning for now and the future.
Jim Nanninga asked about the utilities. Mr. Roppolo asked if the FPA had been approved. Ralph
Pfister stated that it should be in the process. Jim also asked about the sanitary. Mr. Joanis stated
that the field work has not been done but they have talked to Bill Schmanski. Discussion followed
on the placement and routing of the sewer and lift station. Mr. Joanis and Bill Schmanski will be
meeting to discuss it further.
Mr. Behrens asked about developer costs and building permit costs. Discussion followed on the
developer costs and on land cash costs.
Mr.Behrens would like to be on Plan Commission on December 13 for rezoning and PUD. They
are planning to make modifications and come back to Planning Council November 21, 1995.
UNDESSER
Jim Olson, representing Mr. Undesser, had a proposed annexation agreement.
1. Annex the whole property B-3 and special use for 4-5 acres. The rest Ag.1.
2. Variance for sign and lettering on the store. Sign is standard company sign.
3. 600' strip on Rt. 47 is zoned B-3 Business District, for future use.
This property has not been annexed yet.
Mr. Olson did understand that all parking would have to be paved and that the City would want
him to hookup to City sewer and water as soon as possible.
