Plan Council Minutes 1995 08-15-95 CITY OF YORKVILLE PLANNING COUNCIL TUESDAY,AUGUST 15, 1995, 9:30 AM CITY CONFERENCE ROOM, 111 W FOX SUITE 3,YORKVILLE Those present were Jim Nanninga, J.T. Johnson, Jeff Palmquist, Tim Fairfield, Tony Graff, Bill Schmanski, Becky Johnson, and Bill Roppolo. THE ROPPOLO COMPANY Jeff Palmquist handed out a memo on criteria on Mr. Roppolos plan for the property. Jim Nanninga asked Mr. Ropollo if he had brought a revised plan with him to this mornings Planning Council. Mr. Roppolo responded that he was waiting for input from the Planning Council before he revised anything. But he did bring the blueprints for the duplex and townhomes that Bill Dettmer had asked him for. Jim Nanninga stated that he felt like it had been made clear to Mr. Roppolo at last Planning Council that he will need some type of variance for his plans so that we can tell City Council a reason for a variance. Mr.Roppolo stated that he felt it was up to the city to decide if a golf course would be in the city's best interest. He has taken the site in to consideration(it is not a typical rectangular, and does have some wetlands) and tried to make the negatives into positives. Jim Nanninga asked if the plans were to give the City of Yorkville Recreation Department the golf course. Mr. Roppolo stated no, not at the present time. Mr.Ropllo asked for some input. Jim Nanninga said it certainly would be nice to have a golf course but a 18 hole course would be even better. The thought being that an opening could be left open for future expansion into a 18 hole course. Jim also feels that the density and minimal lots will have a very hard time going through. Jeff Palmquists initial impression from some of the Council was that there wasn't a sense of trade off in that the City wasn't receiving a substantial benefit to deviate from the criteria. Bill Schmanski stated that it is zoned for light residential and the council would probably prefer to stick with that. The density is substantially higher than what it is zoned for. J.T. Johnson stated that the soil on this parcel has tremendous run-off, no perk, more density, means more run off. Bill Schmanski said that the area has a lot of area for detention. Mr. Roppolo stated that the property will be professionally engineered and the job will be done right. Page 2 August 15th, 1995 Planning Council Mr. Roppolo asked what the density of single family was. Jim Nanninga told him that our standard is 1,200 sq. foot minimum. Discussion followed on different ways that Mr. Roplollo could make this property a go in the City of Yorkville, and the general consensus was that he follow the Yorkville Comprehensive Plan for zoning and density. Take a look at the Fox Hill plan for ideas. Bill Schmanski and Jeff Palmquist both suggested to Mr. Ropollo that he balance the proposed golf course with open space and density to off set for visual open space. Current density in the Comprehensive Plan is 2.1 units per acre. J.T. Johnson suggested he think about adding some softball fields and playgrounds on the property. J.T. also stated that the street issues could be dealt with later but we definitely need a road way in and out for our firefighters. Jim Nanninga asked Mr. Roppolo if he was going to modify his plans and then come back to Planning Council. Mr. Ropollo stated that he would see what he could modify and work out on density, open space, fire road and golf course and contact us when he plans on returning. Jim Nanninga asked Mr. Ropollo to please have his plans to us earlier than the meeting so they could be reviewed before. NEW BUSINESS Tony Graff asked Jim Nanninga if the Planning Council would be involved with the newly formed Riverwalk Committee. Jim said no we would not be.
