Plan Council Minutes 1995 06-13-95 AMENDED 6-28-95 CITY OF YORKVILLE PLANNING COUNCIL JUNE 13, 1995 9:30 AM YORKVILLE CITY OFFICE 111 W FOX STREET SUITE 3 Those present were Jim Nanninga, J.T. Johnson, Ralph Pfister, Bill Schmanski, Jeff Palmquist, Ron Diederich, Tom Grant, Rich Van Dusen, and Mr. Undesser. GRANTNAN DUSEN Tom Grant gave to Planning Council a plat of the property located on Legion Rd. approximately .25 mile from Rt. 47 which would be within 1.5 miles of the City of Yorkville. Tom Grant and Rich Van Dusen would like to build a 3 lot subdivision on this property. It would have a private road without access onto Legion Rd. And would conform to county storm and detention regulations. It is currently zoned Ag. and they would like to rezone to R1. Jim Nanninga asked that they use City standards for the roads in case of future annexation. The members of Planning Council approved of all the above plans. UNDESSER Mr. Undesser returned to Planning Council with a map that Tim Olson had "squared up" on the parcel located along Route 47 which is 45 acres. He had also added a development for adult living. One story with 4 units in each. Mr. Undesser would be the owner with the units available to rent. Bill Schmanski stated that Mr. Undesser should have a PUD. Discussion followed on how Mr. Undesser should re-zone this property. J.T. Johnson suggested that Mr. Undesser might want to zone only the commercial property at this time and come back at a later date to finish the re-zoning. Bill Schmanski suggested he annex the whole property Ag 1 for now, then come back to re-zone and plat for PUD at the same time. Mr. Undesser stated that the most important to zone right away is the comer for the gas station. Discussion followed on sewer extension to the commercial area on Route 47. It was decided that most of these things would fall back onto City Council at some time in the future. Jim Nanninga informed W.Undesser that the developer will be responsible for any improvements on Galena Road from the county. f Page 2 June 13, 1995 Planning Council Bill Schmanski noted that Mr. Undesser also needs an easement for Rob Roy Creek for the bike path and Rt. 47 also needs a 25'easement, so he should co-ordinate with IDOT. Also an Annexation Agreement should be drafted. Bill Schmanski made the following motion. Annex the 13+ acres with the north east corner zoned B2 PUD with balance at Ag 1. Draft the Annexation Agreement with the following conditions: 1. Galena Road improvements the responsibility of the developer. 2. Easements for the bike path and drainage as needed will be provided along Rob Roy Creek. 3. 25' public utility easement will be provided along the Rt. 47 ultimate right-of-way. 4. Sewer and water are not guaranteed for the property. J.T. Johnson seconded the motion and the motion carried. HAIVIMAN Jim Nanninga stated that he had received a letter concerning the gravel pit owned by Mr. Don Hamman that is located east of the City on Rt. 34 across from Tuma Rd. Apparently Mr. Hamman would like to annex this property into the City. Discussion followed on this being a mining operation and would we want this within our City limits. There being no further business fun Nanninga adjourned the meeting at 11:45 AM.
