Those present were Jim Nanninga, J. T. Johnson, Becky Johnson, Kenni Eberlin, Ron Walker,
Wally Aherns, Tim Fairfield, Jeff Palmquist, Bill Dettmer, Ron Walker and Bill Schmanski.
WALKER
Mr. Walker came to Planning Council with an update on his health club on Route 47. Mr. Walker
stated that he had been out of town and not much had happened while he was away other than
MOT told Mr. P.K. Ghandi that a left turn lane at the property won't be needed although that will
need to be signed off by IDOT. Mr. Walker also stated that Deuchler had taken the detention out
of the parking lot and put it up front on the right hand corner, by Aldi.
Bill Schmanski asked what the parking space sizes were. Mr. Walker stated that they are going to
be 190 - 200 parking spaces that will be 20'x 9' in size with the isle being 24' for straight parking.
Bill Schmanski said that 18.5 x 20 is the ordinance.
Jim Nanninga asked if they had anything on detention yet. Bill Schmanski stated nothing as yet or
on the oversizing either.
Mr. Walker stated that the surrounding land owners do not want recapture on anything. Jim
Nanninga then stated that the landowners have no choice on the recapture.
J.T. Johnson told Mr. Walker that his recapture on the sewer will be approx. $44,000 per acre
and the recapture on the water will be $672.00 per acre.
Mr. Walker asked how this figure was based. J.T. Johnson stated that it was based on the parcel
from Holdimans to Kennedy Road.
Mr. Walker stated that Jim Olson has done the topo and that Deuchler has it now.
Jim Nanninga asked if they were still planning on fast-tracking. Mr. Walker stated that yes they
were and hoped to get the site work done and foundation in as soon as possible.
Bill Dettmer asked Mr. Walker to have his architect contact him as soon as possible so that they
can review the plans.

Bill Schmanski asked Mr. Walker if they were ordering materials. Mr. Walker stated that they
were ordering the steel engineered building that takes 4 - 5 weeks for delivery on a 41, 200 square
foot building.
Bill Schmanski encouraged Mr. Walker to have the professionals that he is working with to be in
contact with the City officials more on this project. Mr. Walker stated that he certainly would pass
on that information.
F.E. WHEATON
Jeff Palmquist asked if the Planning Council had acted on the preliminary plat on F.E. Wheaton.
Bill Schmanski stated that there had not been a formal application for the preliminary plat, but that
we definitely needed one.
Jim Nanninga stated that he would talk to Jeff Brown ASAP, today if at all possible.
Jeff Palmquist stated that a 80'ROW is needed in the prelim also.
Bill Schmanski stated that the plats could be passed on the condition that we have the easement,
detention and storm sewer addressed on the plats. Bill also stated that they need to connect to a
new existing 24" concrete Rob Roy Creek drainage district storm line which runs to the creek
because the water level is too high on their wetlands, this is likely a good idea because he would
like to see them isolate the wetlands from detention.
J.T. Johnson asked if we could have the conditions ready for Plan Commission by tomorrow's
meeting. Bill Schmanski stated that we could, though a recommendation here will serve that
purpose.
Jeff Palmquist made a motion that we give approval on the condition that the detention facilities
for the development and storm water conveyance to Rob Roy Creek need to be provided by
appropriate off site agreements. Also a 80 foot ROW for Wheaton Ave. and an acceptance of
improvement plans for Wheaton Ave. ROW improvements and utilities extending to the site. Also
onsite utility easements to be provided as required for the sewer&water extending from the
south to Wheaton Ave.
J.T. Johnson seconded the motion and the motion carried unanimously.

GREENBRIAR
Jim Nanninga met with Mr. Wehrli and Dan Kramer. Mr. Wehrli wants to push for the final plat
on Greenbriar and get started on this subdivision. He does realize that there is not an agreement
with Mr. Christy for the road. Jim stated that he had discussed this with two Plan Commision
members and some of the Alderman and there is going to be a difference in opinion on who gets
the ROW for the road, Wehrli or Christy. Mr. Christy has not exercised his right for 20 years so
when he comes back in he should have to match the road. Most of the agreements for ROW out
to 47 are signed except for ATT. Dan Kramer is ready for it to go Plan Commission.
Bill Schmanski stated that it is still conditional on engineering approval.
Jim Nanninga stated that there was some confusion on Mr. Wehrlis part as to where he will be
connecting on to sewer and water. It will be from Rt. 47 and he will be responsible for getting it
to his site and not the Citys responsibility. Although he will get recapture.
Discussion followed on the emergency exits between the Wehrli and Christy subdivisions onto
Fox Road and Rt. 47.
Planning Council members were reminded that the next scheduled Planning Council meeting is
scheduled for Tuesday May 2, 1995 at 9:30 AM at the Beecher Building.
Jim Nanninga adjourned the meeting at 11:10 AM.
