Plan Council Minutes 1995 04-04-95 CITY OF YORKVILLE PLANNING COUNCIL MINUTES APRIL 4, 1995, 9:00 AM GAME FARM HOUSE, 804 GAME FARM ROAD Those present were Jim Nanninga, J.T. Johnson, Biil Schmanski, Jeff Palmquist, Tony Graff, Ron Diederich, Jack Magnuson, Ron Walker and Jim Olson. WALKER RT. 47 Ron Walker presented to the Planning Council preliminary plans on a health club that he wishes to build on Rt. 47 north of the Aldi store on 6 acres. It will be a facility for all ages, offering pre-school through adult dance and fitness classes. It will also have within the building a nursery, pro-shop,juice vending area, lounge, laundry, cardiovascular work out room, men and women's locker rooms, also a family locker room, a pool and a whirlpool. Mr. Walker also hopes to have a few small retail shop within the building. The site plan includes a curbed parking lot with 178 parking places. The building will be set to the rear of the lot. The property is already annexed and zoned for this use. Mr. Walker stated that he wishes to work with the City on detention and roads. But he would like. to get the Council to agree to pay some of the costs in the future, he would be willing to pay the upfront costs. Bill Schmanski asked the overall cost of the project and Mr. Walker stated it would be 2.5 million with roads and improvements. Jim Nanninga asked Mr. Walker exactly what he wished from the City. Mr. Walker asked for a cash payback over a 5 year period. Discussion followed on where the existing storm sewer exists. Deuchler is working on the storm sewer. Mr. Walker also stated that the storm sewer may benefit and serve the other 200 acres that is adjacent to his property. The City is committed to pay for the costs of the intersection, but Mr. Walker would like to have a 5 year tax break and a utility break on oversizing costs of any utilities. Mr. Walker would like the City to assist with a low interest loan for the storm sewer and collect recapture fees for any improvements not necessary for his project. Page Planning Council Minutes April 4, 1995 Planning Council does not feel like City Council will approve that request. Discussion followed on SSA vs. recapture and ways to cut Mr. Walkers costs. Mr. 'Walker wants to start construction by the middle of May and would like to have the City's cooperation. He feels like he can't wait to see what the other 200 acres (owners)will do. He needs to concentrate on his acreage. If he can't get this property going by mid May he will go somewhere else, probably Oswego. Jim anninga feels like the Council will probably approve the recapture or the S.S.A.. Discussion followed on how Mr. Walker could get going this spring and how the City could facilitate this. JimN uminga stated that we do want this to come to the City of Yorkville. But we need Mr. Walk r to define his service area for storm sewer and contact IDOT for the entrance. Tony Graff also stated that the Council is very open to Mr. Walker and this business, but if Mr. Walker wants this to go through with this project he will have to assume the risk for over sizing the storm sewer. Planning Council does agree to the concept of this idea totally. Mr. Walker will attend the building and zoning meeting, to be held tomorrow night at the Game Farm House at 7:00 PM.
