Plan Council Minutes 1995 03-21-95 CITY OF YORKVILLE PLANNING COUNCIL MINUTES TUESDAY, MARCH 21, 1995, 9:00 AM GAME FARM HOUSE, 904 GAME FARM ROAD Those present were Jim Nanninga, J.T. Johnson, Ralph Pfister, Bill Schmanski, Jeff Palmquist, Tim Fairfield, Jim Olson, John Nelson and Gail Dixon. RT. 47 &RT.126 John Nelson and Gail Dixon presented to Planning Council their business that they would like to establish in Yorkville. The business, called Dream Machines, Ltd. would be located at the corner of Routes 47 and 126 and is a car dealership specializing in collector cars, specifically classic and muscle cars from the 1930s to the late 1970s. The cars would be available for sale with a price range from $5,000 to $50,000. A car-finding service and consulting would also be offered along with national advertising. Also on site would be a small retail shop that would deal in automobile memorabilia and related accessories. Ms.Dixon stated that they are interested in finding out the next step to proceed. The property is currently zoned B2 but would need to be rezoned to B4. Jim Nanninga stated that the City needed to be very careful since this was a very high visible corner and the City definitely did not want a used car lot that would be an eye sore. Mr. Nelson stated they did not want an eyesore either and that they planned a very upscale business with a high standard of clientele. J.T. Johnson stated that they could possibly run into problems with local residents. He also said that we do not want to see a body shop at that location. Jim Nanninga stated that he felt like a special use was best. Jeff Palmquist also agreed with that. Ms. Dixon asked how a special use worked. Jeff Palmquist stated that it was for the time period that they would be using the property and not for the next owner. Discussion followed on special use vs. B4 zoning. Jim Nanninga asked if they presently had a shop. Mr. Nelson answered that no they do not have a shop at the present time, but have done this mainly as a hobby. Page 2 Planning Council Minutes March 21, 1995 J.T. Johnson stated that he likes the sound of a classical cars on that property. But not the restoration part. Mr. Nelson stated that they also wanted mainly sales. The restoration part of their operation will be very small, actually not even restoration but customizing better describes what they would like to do. The major part of their income will be cars that are totally ready to sell. Mr. Nelson also stated that they expect to make $1,000,000 a year, which would give the City of Yorkville a very good sales tax.. Ms. Dixon asked if temporary fencing and cars out front would be a problem with the city. Discussion followed and the general census was as long as the cars would not be fenced in front and it was on a temporary basis until the inside show room is finished it would be ok. Jim Nanninga asked if paving the property was on their to-do list?Maybe we could get them some help on low interest loans. Mr. Nelson stated that paving is definitely in their plans. Ms. Dixon stated that the property owner is not sure if he wants to sell or lease. Ralph Pfister stated that the owner of the land would be the one to rezone. Bill Schmanski stated that it would take at least 2 months to get a special use. Ms. Dixon asked if they had the recommendation of the Planning Council? J.T. Johnson stated that yes the Council felt like it was a good idea as long as they agreed to a special use. Discussion followed on local banks and the steps to get approval. Planning Council, Plan Commission, Building&Zoning, COW, and City Council. May 11 would be the minimum on City Council approval. J.T. JOHNSON KENNEDY ROAD Jim Olson stated that the property islocated 1/4 mile east on Kennedy Road, it is a 7.5 acre parcel with a house, pool and horse barn. Mr. Johnson would like to annex into the city under Ag. 1 and split the back 4 acres and sell one lot. The property is in contiguous from the north with Blackberry Creek North Subdivision and is currently zoned county Ag. Page 3 Planning Council Minutes March 21, 1995 Mr. Johnson stated that he would like to market this property. The County is going back and forth and would not give him an answer and told him to check with the City. Ralph Pfister asked about easements and said it would also have to be annexed into the Sanitary District. Mr. Johnson stated that he would not have a problem with that. Bill Schmanski stated that an Annexation Agreement was needed. Ralph Pfister asked about an easement along the creek. Bill Schmanski stated that also could be used for access to an interceptor. Discussion followed on easements and sewer interceptors on the property. Bill Schmanski recommended to vote on this parcel at the next Planning Council meeting. WALKER RT. 47 Ron Walker wants to build a Health club north of the Aldi store on Rt. 47 right across from Countryside Parkway. He would like to fast track, and break ground this spring. There might be a problem with the storm sewer. Bill Schmanski will meet with Mr. Walker at 3:00 Thursday, March 23, at his(Bill Schmanski) office. Other Planning Council members are invited to attend. Bill Schmanski requested that future Planning Council meetings start at 9:30 AM. That was agreed to by all members present.
