PLANNING COUNCIL MINUTES
TUESDAY, FEBRUARY 21, 1995
BEECHER COMMUNITY CENTER
Those present were Jim Nanninga, J.T. Johnson, Bill Dettmer, Bill Schmanski, Jeff Palmquist,
Becky Johnson, Richard Turner, Tom Grant, Gary Conover, Gail Fisher, and Kenni Eberlin.
NEW LIFE ASSEMBLY
Rick Turner, Pastor of New Life Assembly Church, located at 3205 Cannonball Trail, came to
Planning Council after he had spoken with Molly Millen and Dan Kramer and was advised to get a
pre-annexation agreement from the City.
Jim Nanninga at this time stated that he might of mislead Molly, as far as the City is concerned,
since churches do have a different set of standards.
Bill Dettmer stated that he felt like he and Mr. Turner should arrange to meet to clear up some of
the misunderstandings and get the proper information and options available to him. He also stated
that since Mr. Turner's church is outside the City limits it might well have to be handled by the
county.
CONOVER
Attorney Tom Grant, representing Gail Fisher and Gary Conover, on the piece of property located
on the north west corner of Cannonball Trail and John Street, came to Planning Council to ask for
either rezoning or a text amendment for the property. Right now the property is zoned O for
office. The plan for this property is a building for Kiddie Campus Day Care, which is currently in
a building on the south side of Yorkville. The zoning for a day care is B 1 limited district use.
Attorney Grant asked that the City either rezone the property or do a text amendment.
Jim Nanninga asked if Mr. Grant had a map of the parcel.
Attorney Grant showed on the map that the property is located on the north west corner and is a
part of the Cimarron Ridge subdivision.
J.T. Johnson stated that he felt like it was a very good use for that land.
Discussion followed on this piece of property.
Attorney Grant stated that they would like to break ground by mid April, and that the streets and
water are already in.

Discussion followed on if there was time to re-publish on a public hearing for an amendment to
the O zoning already in place.
It was decided to go for the amendment to the O zoning already in place for the parcel of land.
Jim Nanninga stated that we do need to get a site plan from Tom Grant on the property.

Jim Nanninga stated that there was not a representative for this parcel at our meeting.
Bill Schmanski stated that this piece of property is past the 1.5 mile cut-off(at least 2 miles out)
and that it shouldn't even be a part of the Planning Council agenda.
Discussion followed on this property and the consensus was to concur with Molly Millen that it
should be zoned R-2 instead of R-3 even though it is out of our jurisdiction.
Jim Nanninga adjourned the meeting at 10:00 AM.
