PLANNING COUNCIL MINUTES
THURSDAY, FEBRUARY 9, 1995

Those present were Jim Naninga, Ralph Pfister, Bill Dettmer, Jeff Palmquist, Bill Schmanski, Tim
Fairfield, Becky Johnson, Tony Graff, J. T. Johnson, Matt Fiascone, Dan Bauer, Chuck Hanlon,
John Dzarnowski, Valerie Burd, Sabryna Cornish, Kenni Eberlin, Richard Sticka, and Susan
Munson.
Jim Nanninga welcomed all visitors to the meeting, and extended an open invitation to attend
Planning Council Meetings.
Jim Nanninga stated that the Corneils parcel that is on the agenda for today has already been to
Plan Commission and has had a Public Hearing and been continued until Feb. 15, 1995.
CORNEILS
Matt Fiascone gave a brief summary of the property located on Rt. 47 and Corneils Road. He
stated that INLAND has been working with F. E. Wheaton Lumber for 8 months and the main
goals for this parcel are:
1. First user and anchors the site.
2. They will bring in a railroad spur.
3. Economic benefits, and bring good will to the City.
4. Plan and zone simultaneous a larger parcel as the City grows to the north.
Matt also stated that this is not a highly profitable sale for INLAND, but is going through because
of the above listed benefits. The price reflects developers costs to a minimum. The whole
transaction has an April 1, 1995 deadline. There are several contingencies, the main being the City
is responsible for financial incentives and INLAND the roads and detention.
Chuck Hanlon has worked on a revised version for the city for INLAND and is now showing a
new proposal. The previous plan submitted showed an area of residential PUD, a flexible area,
and a dedicated commercial/industrial area. The City then came back with a proposal showing
mostly commercial/industrial with 35 acres attached single family units with 8 units per acre. The
third proposal from INLAND being presented today shows a breakdown of commercial/
industrial of 127 acres, flexible area, 70 acres, and residential with 72 acres ( 45 acres of attached
units). The total developed acres would be up to 95 - 120 acres.
Matt Fiascone stated that this latest proposal had been presented to the Yorkville Park Board and
the board had no interest in the 7.5 acres of the Comeils parcel that could be used as a parkside.
J. T. Johnson stated that the City will probably keep the 7.5 acres for future use for a water tower
and lift station.

Chuck Hanlon stated that the road can be worked around the trees in the park space.
Jim Nanninga pointed out that the designated park area was in a heavily wooded area and that the
Park Board was not already to have a forest preserve.
Jim Nanninga asked Jeff Palmquist to present the proposal that the Lannert Group had prepared
on the Corneils Parcel. Jeff showed an illustrated division of, industrial/commercial of 44 acres,
3 5 acres of attached single family residential units ( 280 units, 6 units per acre), and 110 acres
industrial.
Matt Fiascone stated that F.E.Wheaton wants funding not INLAND. Matt also stated that
INLAND totally agrees to the commercial/industrial use for the Rt. 47 frontage road.
Jeff Palmquist stated that in all likelyhood the Planning Commission will not approve the density.
Matt Fiascone stated that INLAND had no problem with locking in certain things now, the
problem being that in 5 years from now they do not want to be in the position of coming back and
not knowing that they can get certain things, and being stuck with unmarketable land.
Jim Nanninga stated he had numerous calls for good industrial space in an industrial park, and that
he feels F. E. Wheaton will be a very good pull for other industry to come to the area.
Discussion followed on the conflicting views between the City and INLAND on the break down
of this parcel.
Jim Nanninga asked Matt Fiascone at this time where he would like to go with this. Chuck
Hanlon then presented another proposal from INLAND that was more geometrically squared with
52 max acres residential, (attached townhomes, 7 dwellings per acre, 364 units). 38 acres flexible
with a 5 year cap, and let the Chamber of Commerce push the first 5 years to go as commercial/
industrial.
Matt Fiascone stated that 27 acres is ready to go right now and that F. E. Wheaton is trying to
buy the land.
Discussion again followed on the conflicting objections between INLAND and the City.
Jim Nanninga asked for the Planning Councils thoughts.
Jeff Palmquist suggested they go 42-45 acres for residential with enough width for a berm.
Bill Dettmer suggested that the 5 year term was too short.

Ralph Pfister stated that the lower residential plan makes sense as far as taxes and schools were
concerned.
Tony Graff stated that he felt that there is more property tax with attached housing and less
children. He also said that the flexible plan is nice for the developer but not for the City and its
citizens. He would suggest to go another 5 acres on the north. The council definitely does not like
variances and neither do the citizens.
J. T. Johnson suggested to go for all industrial all the way to Corneils with the least amount of
density.
Bill Schmanski stated that he liked the public area( green space) in the middle, regardless of any
other decision. And he definitely wants to see the detention and wetlands identified. It also makes
more sense to him for the zoning (bottom part) of Corneils all the way to Rt. 47 north, to be
industrial/ commercial with the residential to the west and industrial to the south.
Jeff Palmquist asked if 300 units not to exceed 7 units per acre would be a good compromise.
Jim Nanninga suggested 50 acres and 6 units.
Tony Graff said that sounded good and that the Council would probably like that.
Matt Fiascone stated that he felt that the residential should go the furthest north.
Jim Nanninga stated that a decision needed to made today.
Jeff Palmquist stated that the Planning Council is here to give formal recommendation and
direction to the developers and we can pass that on to the Plan Commission.
Tony Graff made a motion that Planning Council reject the original proposal . J. T. Johnson
seconded the motion and the motion carried.
Tony Graff recommended a proposal that would have the industrial area identified and also the
wetlands and park area with maximum of 50 acres residential with maximum of density of 6 units
per acre.
Jeff Palmquist stated he would like to see the residential entrance off Corneils, and not mix the
traffic from the industrial to residential. And maintain the strong integrity of the corridor.
Jeff Palmquist made a motion that attached single family be developed for a 50 acre parcel off
Comeils Road at a density of 6 units per acre with the primary residential entrance and exit off

Corneils Road. And also identify the wetlands and detention area. Bill Dettmer seconded the
motion and the motion carried.
Jim Nanninga voiced his concern for the need for two entrances on to the parcel with no mix of
traffic.
Discussion followed on the need for two entrances and the mix and flow of traffic. J. T. Johnson
asked if that couldn't be decided when they come in with the PUD? Tony Graff answered that it
will be addressed on the Preliminary Plat , lets try and stick with the issues of zoning and
annexation.
Jim Nanninga stated that he will make a statement on what was discussed here. And hopefully Jeff
Palmquist can get some plans quickly for Plan Commission ahead of time.
Jim Nanninga adjourned the meeting at 2:55.
