Plan Council Minutes 1994 12-20-94 CITY OF YORKVILLE PLANNING COUNCIL MINUTES TUESDAY, DECEMBER 20, 1994 CITY HALL, MADISON& JEFFERSON STS., YORKVILLE, ILLINOIS Those present were Jim Nanninga, J.T. Johnson, Bill Schmanski, Jeff Palmquist, Bill Dettmer, Tony Graff, Tim Fairfield, Ralph Pfister, Jim Olson, Matt Fiascone, Tony Casaccio, Louis Pagonis, Gary Mol, Jim Alabastro, John Swierk, George Haviar, Jim Madden, Ken Baldwin, Michael Capp, Chuck Hanlon, and Bill Stephan. FOX HILL Ken Baldwin and Mike Capp came to Council asking for final approval on Unit 5. Jim Nanninga asked if they had the letter from BKEMS regarding street names. They did receive the letter on street names. Bill Schmanski voiced his concern about streets that were not being finished at this time (dead end streets). Ken Baldwin stated they would install reflective street sign blockades for traffic safety. Bill Schmanski stated he felt all that was left to discuss was the street extension and the easement provisions in regard to private utilities. Mike Capp spoke on the street requirements that they had at the beginning of the project, which were: 8" of stone 1.5 " of binder (IDOT) 1.5 surface a collector street 36" back to back secondary street (Diehl Farm Road) 8" bituminous material Since that time the City has up-graded these requirements. Mike Capp feels like the pavement structure is very durable. Jim Nanninga stated that if the prelim has cross section that is approved we will honor that. Discussion followed on the street extension for emergency access. The developer wishing to use only gravel and the City requiring a completed street. Page 2 Planning Council December 20, 1994 Bill Schmanski asked for copies of the designs and the soil report. And stated that the City had to have the 2" binder in order to give approval for the street. Ken Baldwin stated that would not be a problem with them. Mike Capp also wanted to address the curbing that is part of the paving. Current IDOT requirements allow the curbing to be placed on the carefully prepared sub-grade. They would like to continue using that standard keeping in mind the weather conditions and soil. Bill Schmanski reminded Mike Capp the agreed minimum is 8, 2, and 1 1/2 = 11 1/2. Jim Nanninga stated that the stone under the curb is used in our drainage (sub-grade). Mike Capp stated that they have worked hard to get closer to the city's new requirements. Everyone agreed to the 9" minimum flag required by IDOT. Jeff Palmquist asked about the sidewalk on Chestnut Lane, does it have one? Mike Capp stated that there is not one on the sidewalk plan but they will get one on there as it does have a sidewalk. Jeff Palmquist also asked about the landscaping in the green areas. Mike Capp stated that they will bring it tomorrow night. Jeff Palmquist made a motion to approve pod 5A, Bill Dettmer seconded the motion, and motion carried. Pod 4 was addressed next. Mike Capp stated that the building on Stoneridge Circle was moved to get greater rear side yard distance.And also increased the height of the berm, keeping in mind there is trees already there. Bill Schmanski stated that the easements have to be on the plat, location of buildings in envelopes. 10' from the front and back, centered. Bill Schmanski made a motion to approve with review on set back and legal language in the PUD ordinance. J.T. Johnson seconded the motion and the motion carried. Page 3 Planning Council December 20, 1994 KITTY'S PLACE Jim Alabastro stated that they have worked with the developer on the land and came up with the final decision for the site plan. It shows the full 95 acres. The facility size will remain the same on a 40 acre parcel. The retention situation was addressed with Inland and they will acquire additional property for detention. Detention will be 2.5 to 3 acres in a park like setting. Also adding a secondary exit or road. Phase 11 is being considered 13 months after Phase 1 is started. Phase 11 will offer a hotel (Holiday Express or something on a smaller scale). Hotel will work in conjunction with Kitty's Place. A management team is working on the project. The plan is to get Kitty's Place up and running and then concentrate on the hotel. Also they have plans for a children's entertainment center. Funway from Batavia has shown interest. Jeff Palmquist asked if there is any plans to relocate Silica Sand?Matt Fiascone said the odds don't look good for that to happen. Jim Nanninga asked if the street shown is a public street? Jim Alabastro stated that Matt Fiascone will address the road in a few minutes. If this site plan is ok we will give you a landscape plan. Jim Nanninga asked about the parking lot, if it was seal coat or asphalt. Jim Alabastro stated that they would like the hard surface area to be tar and chip on a proper base, since it would be used only on week-ends. They would like to do this on a temporary basis and tie it in with a future expansion project. Jim Nanninga stated that we have a 3 year temporary. Jim Nanninga also asked if they have done some preliminary engineering. Jim Alabastro stated that they have. Bill Schmanski asked about the 1000 parking places. If there are crowds of up to 4000 people will that be enough parking? John Swierk stated that Yorkville's ordinance on parking is is 25%. Jeff Palmquist stated that he feels like we need a "special use" ordinance, and will follow up on that with Dan Kramer. He also agrees on the need for more parking. Bill Dettmer stated that there is a height problem that we will have to discuss as a group. Jim Nanninga stated that the Fire Chief, Mike Hitzeman, would like to see smoke vents, automatic opening, because of the height. John Swierk saw no problem with having smoke vents. Page 4 Planning Council December 20, 1994 Jim Alabastro stated that one of the reasons they picked Yorkville for Kitty's Place was the 25% parking ordinance. He stated it would be expensive for him to purchase more property from Inland for parking. But they do have an over-flo parking plan which consists of using surrounding fields, for the 2 or 3 times a year that it will happen. They also will have more parking as Phase 11 comes into effect. John Swierk stated the numbers that they were using on occupancy, were from the BOCA code. Bill Dettmer stated that there are different occupancies and that is something they will work together on, also the outdoor entertainment area will have to be considered in occupancy. Jim Nanninga asked about the traffic study. Jim Alabastro stated that they have discussed that with the Mayor and are about ready to go ahead with it. Jeff Palmquist asked for a cross section of the outdoor theater. He also asked for them to be creative in the site plan since the structure is so large. Also think about making the building as aesthetically pleasing as possible so that Yorkville will be proud of it for years to come. Jim Alabastro asked for some flexibility with the City with the design in order to hold down costs. Gary Mol said they will work at a "dressed up" landscape design for the City. Tim Fairfield stated he would like to meet with them about emergency, first-aid, medical problems that could arise in the building. Jim Alabastro thought that was a good idea and will meet with Tim at a convenient time for both of them after the holidays. Gary Mol informed the Council members of his new telephone. 703-8445. Jim Alabastro said he will get copies of the site plan to the council if this plan is acceptable to the Council. Jim Nanninga asked Matt Fiascone for the over all plan. Matt stated that he was leaving that to Jim Olson. Matt Fiascone also stated that this a rapidly evolving plan and up to two weeks ago he did not even realize the scope of the project. Inlands intent until very recently was to sell 20 acres of land leaving the planning process to the City. Just in the past few days the detention has changed and the addition of the hotel has been included and the main access road. Inland is required by the Annexation Agreement to put in an east west road. The north south dedication(the 40'ROW I Page 5 Planning Council December 20, 1994 easement )was thought to be the road. Matt also stated that though they like the plan nothing is finalized. Alot of things are going on and things could change. Inland wants to be sure that this is a good thing for the City of Yorkville. Jim Olson showed the preliminary on the subdivision(concept). The 80'ROW(road) extends to the west property line and north to Greenbriar. Jim Nanninga asked if it was understood that there was a cost to the road to the north. Matt Fiascone said yes he understood that. Matt stated his intent would be once Kitty's Place was finalized that he would present a preliminary plat for the balance of the land. The cost of the road, with Yorkville's new standards, is the issue right now. Discussion followed on the north south access road and the need for it Tony Graff stated that the Council needs to have an internal meeting. CORNILS PARCEL Chuck Hanlon spoke to the Council about this parcel of land. The issue of a second entrance on Rt. 47 has been settled with IDOT. The southerly entrance would have a light, someday. They have inserted the 27 acre parcel on this plan. The north south cross hatch line(north south road) . will be constructed to public road standards but they would like to keep it private for the time being. The residential portion would be 12,000 square feet some are larger. 70%being single family. 7.5 acre park for trade off in land cash. They would like the flexibility to have 20 acres that might possibly go commercial/industry. The storm water engineering is just starting and they will meet with Bill Schmanski about that. They would like to proceed to Planning Commission with this project. Matt Fiascone stated that Inlands intent is to annex and zone the entire parcel and preliminary plat the 27 acres simultaneously. So that in the spring that user can proceed. Bill Schmanski asked what the capacity on the north sewer line is. Matt Fiascone stated that they have a plan for a lift station. Ralph Pfister stated to be sure and annex with the sanitary district also. Page 6 Planning Council December 20, 1994 Tony Graff asked if there was any economic impact on the Police Dept. or any economic advantage to Yorkville. Matt Fiascone stated that this will be very advantages to Yorkville, 50 jobs plus $100,00 in sales tax. Matt Fiascone stated they would like to go to Planning Commission in January with preliminary plat and zoning. Discussion followed on what they would take to Planning Commission and how they need to have the flexibility in zoning until the have a user for the property. It would not be taking away any of the City's in put,just putting the in put off until someone has a specific plan for the property. They just want final on the 27 acre parcel. Matt Fiascone asked if they could come back to to Planning Council in 2 weeks with Willman property and then present both properties to Planning Commission in January. Jim Nanninga announced that starting Tuesday, January 3, 1995, Planning Council will be meeting in the Game Farm House on Game Farm Road. STEPHAN Jim Olson told the Council the changes in the property since the last time they were there. The wetlands will be owned by the Stephans and will be no part of the development. Lot K, which belonged to the Homeowners Association was removed. The County would like to have this a private road serving only 6 lots in the subdivision. J.T. Johnson asked how we could be quaranteed that the City won't ever be responsible for the road.. Jim Nanninga asked if it would be possible to make the road to the City's standards. Jim Olson stated the ROW is not wide enough for City or County street. The private road agreement is in the covenants. Discussion followed on doing the road with a base that could be added to when the property comes into the City. Jim Olson asked to go to Planning Commission in January. J.T. Johnson moved to accept with exception that County standards are not to exceed 8% on private roads.
