CITY HALL, MADISON& JEFFERSON ST., YORKVILLE, ILLINOIS
Those present were, Mayor Kenneth Kittoe, Jim Nanninga, Bill Dettmer, Tim Fairfield, Ralph
Pfister, Becky Johnson, Jeff Palmquist, Bill Schmanski, J.T. Johnson, Tony Graff, Gary Mol,
Kathy Kohler, John Swierk, Jim Alabastro, Louis Pagonis, Matt Fiascone, John Dzarnowski,
Michael Cap, Ken Baldwin, George Haviar, and Ed Joanis.
KITTY'S PLACE
Jim Alabastro (General Contractor) presented to the Planning Council the plans for a 53, 000
square foot building to be constructed at the corner of Route 47 and Route 71, immediately
south of Mike Graves property.
It will be a barn shape building with a restaurant (seating 300), retail shop, nightclub, large dance
floor and a second floor that will also be used for the general offices and conference rooms. It will
also have outdoor seating concert facilities for warm weather outdoor concerts and banquet
rooms that will seat up to 1,000. The entire building will reflect a country western theme. The
structure will be steel framed and 60'tall.
Mr. Alabastro also stated that the building will meet all ADA requirements with even a ramp to
the dance floor. Entrance and exit access will be onto Rt. 47 with another private road to be
located on the property. The building capacity will be 2,000-3,000. Butler Buildings will be the
general contractor with sub-contractors from the local area being brought in. They have a
projected opening date of Fall of 1995.
Mr. Alabastro also stated that they have not gotten into detention or retention or sineage as of
yet. And the construction plans are just preliminary.
The lighting and the speakers will all be directional to keep noise and light on the property.
Gary Mol (co-owner) addressed the security and parking on the property. Mr. Mol stated that
local police officers would be hired to provide all the security. Valet parking will be provided and
there will be 5 security people walking the lots at all times. The parking lots will also be
monitored electronically. They will also provide a service truck for any customer needing service
help with their automobile (flat tire, dead battery etc.) The top priority will be the safety and
security of the customers. They will also have a 10 passenger bus/van to accommodate any one
who needs a ride home due to being "over served".
Chief Graff at this time stated that they would probably not use off duty officers but use on duty
officers assigned to Kitty's Place with Kitty's Place refunding the City of Yorkville on wages.

Jim Nanninga asked when they thought they would have information for the Council on drainage
engineering. Inland stated that all the drainage would be on site. But the rest of the information
could be brought to council as soon as possible, probably 2 weeks
Jim Nanninga told them that there would be a recapture fee. Jim also asked if there was more land
available for detention if they needed it. Jim Alabastro said they would address that with the
developer and get back to the Council.
Bill Schmanski stated that the storm sewer will be directly to their north, but is not yet in.
Jim Alabastro asked for a site meeting to look at the topo and grades. Bill Schmanski will make
arrangements with him for a meeting.
Discussion followed on detention and the storm sewer with final plans being brought to the
Council at later date.
Jim Nanninga asked for a traffic study to be done for the major monthly attractions. And work
with IDOT for access.
Jim Alabastro asked Bill Dettmer what building code Yorkville uses. Bill told him the 1993
unammended BOCA Cde and the National Electrical Code, unammended, 1993 and Illinois State
Plumbing and the BOCA Mechanical Code. Mr. Alabastro also asked if there was adequate water
pressure to the property, and was told yes it was as the water tower is right across the street.
Jim Nanninga asked them to return to Planning Council in 2 weeks with the needed information
on site analysis and calculations, and volumes needed for detention.
Tony Graff stated that he felt the City needed to get with Attorney Dan Kramer to get a special
ordinance for the outdoor concert area. The rest of the property is already zoned properly.
Mayor Kittoe said that could be drawn up quickly.
CORNEILS PARCEL
Chuck Hanlon from LPS was back with updates and changes on the property. A second access
road has been discussed with IDOT and they don't have a problem with it. The separation
between access roads will be approximately 940 feet. IDOT would like to see one stop light,
when the traffic is heavy enough, at the south location. IDOT would like to see left turn lanes at
both locations.

One of the changes on the 27 acre parcel is the location of the commercial, industrial and
residential locations. The residential was pulled down to the area of trees, which acts as a buffer
between the commercial and residential. They would like to come in with a PUD with some
flexibility in a couple of areas which could go either way(22 acres). Out of the 224 acres 2 to 3
acres would be access to roads, max. residential would be 138 acres and max. commercial
industrial would be 75 acres, with the commercial/industrial area having detention. In the
residential PUD the ratio is 3.5 units per acre with both single and multi family homes, with some
flexibility. 70% of these homes will be detached single family homes.
Matt Fiascone stated that Inland would like to annex and zone the entire 224 acre parcel and
preliminary plating the 27 acres of the south east corner of the site since they do have a user for
that portion. PUD zoning with some flexibility with zoning as far as the residential is concerned.
There will be no apartments and no rentals. Matt also stated that their purchaser wants to break
ground in April.
Ralph Pfister asked about utilities. Matt said they will have a lift station after the first 27 acres.
John Dzarnowski showed a map for the 27 acre parcel that Inland has a purchaser for. This
parcel they would like to use for either commercial or industrial. A dedicated easement, for a
road has also been added for the initial 11 acre usage. A railroad spur is also being planned.
Jim Nanninga asked if we could be told who the purchaser is. It cannot be disclosed as of this
time, but probably at the next Planning Council Meeting. They could tell the council that it is a
company that does make building and manufacting products.
Jeff Palmquist stated that if the purchaser needs zoning other than M1, be sure to let the City
know so that can be changed.
Bill Schmanski asked about detention and wetlands. Matt Fiascone said all detention is on site on
a as needed basis, on the south corner. Wetlands studies are being done.
Jim Nanninga reminded them that there would be a recapture fee.
Matt Fiascone said they would be back in 2 weeks with information for the Council on the break
down on the residential, staging on retention and site analysis, and topos.
VAN EMMON
Matt Fiascone spoke to the Council about the 40 acre parcel known as the Wilman property.
Inland is just in the very preliminary stages with this property. The property is located between
Van Emmon and Route 126. The property is already in the City limits and zoned R2. This
property would have to be connected with the south interceptor line.
Chuck Hanlon spoke about the second access road that had been discussed with Greg Godwin
from IDOT. IDOT did not have a problem with the second access being on Rt. 126.
The lot size would be minimum 12,000 square feet with 3.3 units per acre.
Since the parcel is in early development Inland will meet with Bill Schmanski to talk over
detention cultivation, cul-de-sac drains, drainage, and stubbing the roadway to the north and east.
And being on line with the creek on the property.

Jeff Palmquist asked about the availability for open spaces. Matt Fiascone answered that that
would probably be possible since Inland is not developing this property right away.
Jim Nanninga asked them to return to Council when they are closer to platting, which could
possibly be in 2 weeks.
FOX HILL DEVELOPMENT RESOURCE
Ken Baldwin came to the Council with the plans for final plat on pod 4, the townhome
development, and pod 5. The parcel was designed precisely to the preliminary plan and they
would like approval to go to Planning Commission this month.
Jeff Palmquist stated he found pod 5a to be in complete compliance but needed a final landscape
plan for pod 4 for the berms.
Discussion followed on what plat the landscape plan was on. Jeff Palmquist felt like there had
been a misunderstanding and asked for the landscape plans to be on the final plat.
Jeff Palmquist also asked about fencing on the east side. Mike Cap answered that the retail side
will handle the fence. Jeff also stated he would like to see the berms on Rt. 34 higher for screening
purposes.
Discussion followed on the height of the berms along Rt. 47 and how to achieve the desired
height, using a 3 to 1 ratio.
Bill Schmanski asked that the height of the berms be placed on the plat. .
Ken Baldwin said the following changes would be made:
1. Placement of one the buildings
2. Add landscaping to berm
3. Raising the berm to a 3 to 1 ratio
Jim Nanninga said he will put them on for Planning Commission for December 21, 1994 but come
back to Planning Council December 20, 1994 to make sure everything is final.
Jim Nanninga adjourned the meeting at 12:00.
