PLANNING COUNCIL MINUTES
• TUESDAY, NOVEMBER 9, 1994
CITY HALL, MADISON 7 JEFFERSON ST. , YORKVILLE, ILLINOIS
Those present were Jim Nanninga, Bill Dettmer, J.T. Johnson, Tim
Fairfield, Ralph Pfister, Bill Dettmer, Jim Olson, Jeff
Palmquist,Molly Millen and Mr. Stepan.
STEPAN
Jim Nanninga asked Jim Olson to give a small presentation to bring
Molly Millen and the Planning Council up to date on the property.
Jim Olson stated that the lot sizes had been cut back from 2 acre
lots to 1 acre lots to preserve more of the natural area. The
natural area will belong to the home owners association. When they
started to put the entrance in there was a question raised about
putting the culvert in the wetlands . They have received verbal
approval from the Corp. for the culvert at the entrance. That's not
the same as saying the have an entrance permit for the road since
none of the engineering has been done. They are just in the zoning
stage now. they have also added a utility easement on lot 8 . And
also added that sidewalks will be paid for by the homeowners at the
time of annexation.
Jim Nanninga asked the width of the street. Jim Olson said it was
30 ' 211 , back to back, the same as the last county road built at
Maple Grove.
Molly Millen stated that she had talked to Fran Klaas briefly and
they wanted to be sure that the Council understood that Mr. Stepan
had only a permit for a private road, not a street. Molly also
stated that nothing has been officially submitted to the county
office. It is a zoning issue at this point unless they go plating
and zoning together. Molly also stated she knows there will be some
opposition.
Jim Nanninga asked if they had received anything in writing from
archeological/historical people. Jim Olson stated they had not
received that.
Jim Nanninga asked Jim Olson what was next. Jim Olson stated that
they would like to go to Planning Commission on November 16 , 1994 .
Jim Olson also stated he would check today on the road width.
Jim Nanninga asked if Mr. Stepan and Mr. Olson could get some of
the items mentioned approved in writing.
Jim Olson said the corp approval is coming, IDOT is signed off and
the perk test is finished.
J.T. Johnson stated we need to have an actual sign off from
archeological/historical preservation society.

Discussion followed on the need to have the sign off from the
archeological /historical preservation society before they can go
any further.
Jim Nanninga asked Mr. Stepan to please get these things cleared up
so they would be able to go to Planning Commission
Molly Millen feels like that 8 lots is too many because of the
difficulty of the lots .
Jim Nanninga said that they would be put on the agenda for Planning
Commission, with all of Planning Council reviews and
recommendations .
Jim Nanninga asked that the following be placed in the minutes :
Kendall county road standards are 32 ' width, 12" of stone and
3" of asphalt.
City of Yorkville road standards are 31 ' width, 10" of stone
and 4" of asphalt.
Jim Nanninga adjourned the meeting at 9 :20 AM.
