Plan Council Minutes 1994 11-01-94 PLANNING COUNCIL MINUTES TUESDAY, NOVEMBER 1, 1994 CITY HALL, MADISON & JEFFERSON ST. , YORKVILLE, ILLINOIS Those present were Jim Nanninga, J.T. Johnson, Bill Schmanski, Becky Johnson, Ralph Pfister, Jeff Palmquist, Tony Graff, Tim Fairfield, Wally Ahrens, William Stepan, Jim Olson, Ken Baldwin and Michael Cap. STEPAN Jim Olson staed that they were ready to go to Planning Commission with their plans . Jim also stated that lot 8 has a building permit and that they have verbal permission from the Army Corp of Engineers to cross the road at the culvert. They have also come up with wording on the plat for the natural areas. Jim Nanninga asked what kind of road that was . Jim Olson said it was no sidewalks but curbed road. Jim Nanninga asked what the ROW for sidewalks was if it comes into the city. Jim Olson stated it was a 50 ' back to back with a 70 ' ROW, that is maintained by the county. Jim Nanninga asked if the perk testing was finished. Jim Olson said the perk testing was finished. J.T. Johnson asked if we could have in the deed that we would require sidewalks once this area was inside the city limits . Jeff Palmquist stated he thought that would be a tough requirement. Discussion followed on the need for it being on the deed. Ralph Pfister stated that Wildwood was required to have sidewalks and we need to establish some continuity. Discussion followed on the need for it being on the deed. Jeff Palmquist asked if Mr. Stepan had a plan to save the trees. Page 2 Planning Council Minutes November 1, 1994 Jim Olson said that is being worked on for the covenants and restrictions. Jim Nanninga asked about the future of utilities, when the property is in the City limits . Jim Olson stated that we do have the parkway for future use. Discussion followed on future city water to the property. Bill Schmanski asked if it would be possible to use lot 8 utility easements for future water use. Mr. Stepan stated he did not have a problem with that . J.T. Johnson stated that lots 6 & 7 have a natural drain onto the next lot. Jim Olson stated that a swale could be added on the back of the lot, but that detention is the counties review. Jeff Palmquist asked what kind of feed back they have had from the county concerning the trees and plant life. Jim Olson said that they (the county) wanted the lots pulled off the hillside to preserve the plant life. Jim Nanninga asked that our city standards pleased be passed on to the county, especially with the sidewalks. Ralph Pfister said he was sure that City Council would enforce sidewalks . Jim Nanninga stated that the Planning Council is just for the technical and the City Council will decide. Jim also asked how we went about setting conditions . Bill Schmanski stated if the city did annex this property they could hook up water and sewer at Van Emmon. Jim Olson stated they could make the easement big enough for the water and sewer. Bill Schmanski said that was fine with a 20 ' municipal easement. Bill also stated that sidewalk and sewer needed to be recorded on final plat and that all lot owners would have to agree to pay at the time of installation. Jim Nanninga said that also needed to be on the final plat and the covenants . Page 3 Planning Council Minutes November 1, 1994 Ralph Pfister made a motion that recommended for sewer and sidewalk and our city standards . Bill Schmanski seconded and the motion carried. FOX HILL POD 5A Jim Nanninga asked for the new information. Mike Cap presented the council with the following new information on the plat and stated that they were ready to go. 1 . 10 ' front municipal easement. 2 . A re-routed water main from Pine to Chestnut, west instead of south. Water main on Chestnut Ct. is being taken out to Aspen Lane but skirting the storm sewers . 3 . Change the storm sewer on Cedar and John, East to John to Pod 11 . 4 . Construct a detention on the S.E. corner of POD 1 . Mike Cap stated that he and Bill Schmanski had a conversation about the traffic study that was submitted to IDOT. At least for pod 5A they are not planning to install Cedar Rd north from John St. Traffic will be collected on John St. and then on to Diehl Farm Rd. and then on to Route 34 . IDOT is in the process is of reviewing this. We will have an entry on way lane on Diehl Farm Rd. being constructed as part of the current construction. With a 14 ' inbound lane , 2 11 ' wide outbound lanes, one exclusively to turn left, one exclusively to turn right onto Rt. 34 . also a left hand turn lane off of Rt. 34 . Ralph Pfister asked about the flood level of Rob Roy Creek. Mike cap stated that the creek is a perennial stream and is always contained in the boundaries of the stream bed. Tony Graff and Tim Fairfield noticed that the street names Pine and Cedar conflict with street names in Fox Lawn subdivision. Mike Cap said it isn't any problem to change the names since they are not recorded yet. Discussion followed on the process of street naming. J Page 4 Planning Council Minutes November 1, 1994 Mike Cap asked to be on the next Planning Commission. Jim Nanninga asked if they wanted November 16th. Mike Cap said that would be good. Bill Schmanski said he wouldn't be able to give final approval by then. He will see in a week, he may have it reviewed by next week. He will let Mike know. Jeff Palmquist stated that Planning Council needed the final plat by next week in order to review it. Bill Schmanski asked if BKES would prefer 2 exits, and 2 entrances into the subdivision. Tim Fairfield said that would be great with that many units . Ralph Pfister asked if we needed that in an ordinance. Jeff Palmquist said we have discussed that several times and that it' s very hard to decide. Mike Cap staed that Unit 3 will add the second entrance. Ken Baldwin said that POD 2 will trigger the next entrance. Jeff Palmquist suggested Cedar as an emergency access . Mike Cap stated they do not have a problem with that as long as it is approved. He also said they would get the street names changed and have the plat ready and to Planning Council early next week. NEMANICH/VAN EMMON Bill Dettmer can't be here but Jim Nanninga said that Bill was able to go through the house and felt like it needed the bathroom redone, handicap access and no meetings on the second floor. Jim Nanninga stated that Alderman Jeff Baker from Building and zoning did not have a problem with the ROW deal as long as there was a time limit of 2 or 3 years . Jeff Palmquist stated he had done some playing with the parking places and that he felt that 8 .5 ' stalls with 10 or 11 parking lots on Mill St. He also said he could work in 20 spaces if he continued along the back of the house. Page 5 Planning Council Minutes November 1, 1994 Tony Graff stated that there was no parking on Mill St. as it is a narrow street with only 17 ' of pavement. But Tony feels like there is parking on Van Emmon or on Hydraulic and at the park. Tony also asked if Mr. Nemanich has to pave or can he leave it gravel . J.T. Johnson said yes he could leave it gravel with a time limit for paving. The general consensus of the Council is that there is plenty of off street parking in the immediate area and that 8-12 parking spaces with one handicap parking will be adequate. Bill Schmanski would like to see grading done 100 ' between houses . Jim Nanninga stated that we would ask Mr. Nemanich to immediately pave the handicap parking place on Van Emmon, bring his building up to code, and ask for 10 ' of ROW along Van Emmon and a 3 year limit on paving 10 parking places on Mill St. Jeff Palmquist made a motion that we accept the above plan and Bill Schmanski seconded. Motion carried, and will be passed on to Planning Commission. RESIDENTIAL ESTATE ZONING Jim Nanninga would like to encourage 1 acre lots within the mile and one half of the city limits, with 25 ' streets, no curb or gutter and 50 ' set backs . Tony Graff stated that some of the Aldermen would prefer to have curbs . Jeff Palmquist stated that some of the other communities that have gone with the Estate Zoning have secured the boarders of their towns . Discussion followed on how the council felt on how Yorkville would approach sending out the rule of character, natural boarders and the good quality of life we can offer, and the Estate Zoning in general . Ralph Pfister stated the need for continuity for all of our subdivisions . J.T. Johnson said he felt like it would create natural boundaries for Yorkville. Jim Nanninga asked the Council to please give some thought to this Page 6 Planning Ccouncil Minutes November 1, 1994 Residential Estate Zoning. But remember the ultimate goal is everything in the city to have sewer and water. Jim Nanninga adjourned the meeting at 10:45 . Minutes by CU6 Pati Bradstreet
