Plan Council Minutes 1994 10-18-94 t . PLANNING COUNCIL MINUTES TUESDAY, OCTOBER 18, 1994 CITY HALL, MADISON & JEFFERSON ST. , YORKVILLE, ILLINOIS Present at the meeting were Jim Nanninga, J.T. Johnson, Tony Graff, Bill Schmanski, Bill Dettmer, and Jeff Palmquist. Also present were Jim Madden, George Haviar, Ken Baldwin, Mike Cap, Matt Fiascone, Chuck Hanlon, Ed Jonas, Tony Casacclo, and Emil Miniscalco. FOX HILL Jeff Palmquist asked about the berm landscaping. Jim Madden stated that Paul Dresden had informed him that he was taking care of the berm landscaping on Rt. 34 . Jeff said he had never seen those plans . Ken Baldwin said the berm will be a mirror image of the berm along the single family side. All agreed that Stoneridge will do the berm landscaping on Rt. 34 . Ken Baldwin went over the changes that had been made per the councils request. Those being the off street parking and the revised 4 building units . Jim Nanninga stated that this plan will go to Planning Commission tomorrow, October 19 . Bill Schmanski said it looked ok to him. Tony Graff will be viewing the Algonquin site. Bill Schmanski asked when the lot lines would be set and George Haviar said that would be on the final . Jim Nanninga asked how they were counting parking spaces. Bill Dettmer said you could count in line parking as parking spaces in Yorkville. Jim Nanninga called for a vote on the preliminary plan. J.T.Johnson made the motion to accept the preliminary plan, Bill Dettmer seconded and the motion carried. CORNILS PARCEL The Land Planning Service presented to the council a beginning concept of a 224 acre parcel located on Cornils Road and Rt. 47 . There is a 21 acre frontage on Rt 47 that L.P.S. has an interested buyer for. L.P.S. has met with IDOT on the entrance location and was given a window of property to use for the entrance. Jim Nanninga and J.T. Johnson both voiced concern over the placement of the road and would like to see it moved 200 feet to the south. The parcel of land will be used for industrial and residential with 70 acres being industrial and 120 acres being residential . Jim Nanninga voiced his disappointment in that ratio and would like to see it more industrial . L.P.S. had no problem with that and would develop it all industrial if they could sell it. Tony Graff stated he would like to see more of a buffer between the industrial and residential area than just the wooded area and also see more of a north/south division in place of an east/west division between the industrial and residential areas. Jim Nanninga stated to the group that we are definitely encouraging Page 2 Planning Council Minutes October 18, 1994 this development and inquired about the time limit they had set for staring to build. L.P.S. said they would like to see a Spring building time frame. Jim also stressed the importance of a nicely landscaped entrance into the park. Matt Fiascone said he will be meeting with his interested party and will talk with him about boundaries and Chuck Hanlon will meet with IDOT. Jeff Palmquist stated we would try to get them going with just their first interested buyer. Matt Fiascone also stated they will be annexing this property into the city. There were discussions about sanitary service to this parcel. Bill Schmanski felt that the more immediate 20 acre parcel could be served by gravity. However, much of the parcel and land north, all the way to Rt. 30, could be served but would require a lift station. OLIVER FARM PROPERTY Chuck Hanlon presented a revised plan of 135 acres with 80 acres on the west side of Cannonball and 55 acres on the east of Cannonball. There is an existing pre-annexation agreement with the City of Yorkville. With a variety of lot sizes ranging from 13,500 - 18,000 . With 29 duplex lots and 58 duplex units, with the same on the other side of the road. Emil Miniscalco said they would like to take the approved design and re-organize it and rearrange to be able to inter mix the open space, create green space, move residences off the road and create open green space for community gatherings. Emil stated that he felt like it was a good trade off to reduce the lot sizes to preserve the natural space. It would also create a green space along the Cannonball corridor and preserve the rural feeling of the area. The new design would also create a strong street scape with some homes having garages in the back with an alley. Emil showed photos of a similar plan in the south. Tony Graff asked if this was a PUD. Jeff Palmquist stated that it was . Jim Nanninga questioned the set back of the homes and Chuck Hanlon said that is how it is preferred in the south but a midwest survey has showed a 20 ' setback is what is wanted here. Matt Fiascone stated they will go the annexation route first then plan the re-design. Jim Nanninga asked how usable the front green space along Cannonball would be. Emil said it could be used as walkways or prairie land. Chuck said the public likes to see a natural preserve but could easily reverse the detention pond and open space. Jim Nanninga voiced concern about parking. Chuck Hanlon said there would be 2 car garages in back with no overnight parking out front, the front street parking would be basically for guest day time parking. He also stated there will be different options, not all the homes will have alleys, some will have attached garages . Chuck 1 Page 3 Planning Council Minutes October 18, 1994 also stated this is just a beginning concept that they are open to the city' s suggestions and ideas and were here just to get a feel of how the city would feel about this concept and they will be back with updated designs . FOXHILL/POD 5A Mike Cap presented the geometric plan showing the precise location of the boundries, easements and lot lines. Some of these might need to be fined tuned. J.T. Johnson voiced his concern over the utility easements and would like to see them made exclusively municipal . Mike agreed with that totally. Improvements to John St. are, sanitary and water have already been installed from Conovers property, Cedar Rd and John St. both have 80 ' ROW, they are wider. Interior sts are 501 , with sidewalks on one side of Chestnut Lane, and both sides of the cul-de-sac. The walk-way system funnels people to the park and neighborhood retail shops . The storm sewer on John St. , the drainage flows to detention on Rob Roy creek. Jim Nanninga still prefers the cul-de-sac to cul-de-sac plan. Mike Cap said he will look into changing this. Mike showed placement of the street lights and the grading plan. J.T. Johnson said he had a problem with the trunk lines being in the back yards . Mike said he would look into it. Detention will serve both single and multi family homes . Mike Capp asked for the council to let him know what changes they want. Bill Schmanski said he wouldn't be able to get to it until early next week. Mike then asked to be on the agenda for Planning Council for November 1 . STEPAN/LOTUS RIDGE ESTATES Jim Olson and Mr. Stepan presented map site for Lotus Ridge Estates on Van Emmon east of town. It is proposed as 7 lots each being 1 acre with 10 .25 acres being left in a natural state, that the homeowners will control . J.T. Johnson stated that Mr. Killian owns the lot next door and he would like to see both lots left in a natural conservation area, since it is unuseable farm land. Jeff Palmquist asked if they had gotten a permit for the access road. Mr. Stepan said he had talked to Mollie and because he still had Grandfather permits on his house and pole building they could not stop him from accessing his property. There appeared to be some problems involved with that, so the Army Corp of Engineers is making a decision before Mollie will issue him a permit. Jim Olson Page 4 Planning Council Minutes October 18, 1994 said the invasion was on the wetlands only to install the culvert. Jim Nanninga asked if all the lots will have sewer and septic. Mr. Stepan said yes they will. Jeff Palmquist asked if the archealogical had been completed. Mr. Stepan said the Army Corp of Engineers is making that decision now. Jim Nanninga voiced a concern with the septics . J.T. Johnson said he didn't think it would be a problem but that the county would handle it. Jim Olson stated the homeowners will have lot K for river access. No one was sure where the proposed river trail will be placed. Jeff Palmquist asked what speices of trees were on the property. Mr. Stepan said there was all varieties of Oak, Hickory, Walnut with some scrub trees, but mostly good woodlands that will be preserved as per the covenants . He plans to return to the council if everything is accomplished in 2 weeks. 301 VAN EMMON A home owned by John Nemanich will come before the Building and Zoning Board to be re-zoned. The property is currently zoned R 2 . and the surrounding property is zoned M 1. The H.A.L.T. Club would like to use the house as its meeting place/office. They will get the re-zoning and then will start with remodeling plans. Jeff Palmquist stated we shouldn't even see this until we have a plat of survey. The general concensus was that the council shoudnn't make any reccommendations until the public hearing , which is set for October 19 . COUNTRY HILLS Jim Nanninaga asked if there was any recommendations. Jeff Palmquist stated that there needed to be a final landscaping plan. That could be part of the final engineering plan. Also the covenants did not state that duplexes had to be 2 car garages. Bill Schmanski asked Jeff Palmquist if he saw any reason not to reccommend. Jeff did not see any rason not to reccommend. Jim Nanninga said we have 2 choices to give them, add lot 72 or delete lot 87 . Bill Schmanski stated that they would defenitely have to add easements to it. Council will reccommend with these contingencies . Jim Nanninga stated that platt should be complete for Planning Commission, it will only take them 30 minutes to complete. Everyone agreed that they would reccommend with a final plat.
